HomeMy WebLinkAboutC21-156 Mountain RecreationMEMORANDUM OF UNDERSTANDING RE: EAGLE COUNTY RECYCLING DROP OFF CENTER TO: MOUNTAIN RECREATION FROM: EAGLE COUNTY SOLID WASTE AND RECYCLING DATE: 5/19/2021 SUBJECT: EAGLE COUNTY RECYCLING DROP OFF CENTER RELOCATION AND UPGRADE The purpose of this memorandum of understanding is to recognize ownership of each aspect of the newly relocated and upgraded recycling drop off site in the Edwards community within unincorporated Eagle County. The following will describe both Mountain RecreaƟon’s and Eagle County’s responsibiliƟes and ownership. The new recycling drop off site will be located at 450 Miller Ranch Road (West side of Mountain RecreaƟon’s Edwards Field House). The recycling center is scheduled to be relocated and upgraded in the Spring 2021. Mountain RecreaƟon – The Edwards Field House is owned and operated by Mountain RecreaƟon on property leased to Mountain RecreaƟon from Eagle County. Mountain RecreaƟon has agreed to allow Eagle County Government, through its Solid Waste and Recycling department, to allow Eagle County Solid Waste and Recycling to mount surveillance cameras to the west side of the Field House that will allow for monitoring of the recycling drop off center and deter illegal dumping at the site. Mountain RecreaƟon will noƟfy Eagle County Solid Waste and Recycling of any concerns with liƩer, trash, illegal dumping, etc. and Eagle County Solid Waste and Recycling will correct the issues within 48 hours. There may be Ɵmes that a 48-hour response is not feasible and those instances will be communicated to all parƟes with an esƟmated Ɵme to resolve the issue. Eagle County Government – The containers (40 yard roll offs and cardboard roll off) will be owned and maintained by the Solid Waste and Recycling department for Eagle County Government. The Solid Waste and Recycling department within Eagle County Government will own and be responsible for the upkeep of the containers, catwalks, and the compactor equipment. This will include permanent signage on the roll off cans, painƟng of the cans, maintenance of the compactor unit, upkeep of the catwalk. The Solid Waste and Recycling department will be responsible for establishing power to the site, electric bill payment, hauling cost payment, video monitoring, daily site cleanup, plasƟc bag trash bin, illegally dumped material, trash, etc. Eagle County Solid Waste and Recycling will be responsible for offsite liƩer cleanup as well if the source of the liƩer is from the recycling site (ie. around Freedom Park, Mountain RecreaƟon’s parking lot, and surrounding areas). The land is owned by Eagle County Government. The site upkeep and maintenance will be the responsibility of Eagle County Government through its Solid Waste and Recycling department. Site upkeep and maintenance will include lighƟng, snow removal, ground repair, site signage (not fixed to the containers), fencing, surface material         C21-156 (including grading), landscaping and irrigaƟon, security cameras, etc. Miscellaneous Items: Site Cleanup: Eagle County Recycling Tech will be primarily responsible for the site cleanup. This will be once a day, Monday through Friday. Hauler (currently Vail Honeywagon) is responsible to clean the area around the can when they are swapping out and make sure that the area around the can is free and clear of any material. Issues observed by Mountain RecreaƟon related to site clean up should be reported to Eagle County Solid Waste and Recycling and not to the hauler. Ownership and funding of any new addiƟons: Ownership and funding of any new addiƟons (i.e. asphalt, fencing, etc.) to the site aŌer the final relocaƟon and upgrade will be the responsibility of Eagle County Government.
