HomeMy WebLinkAboutMinutes 12/22/20 SPECIAL MEETING December 22, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Kelley Collier Deputy County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Business Items 1. Certification of Levies and Revenue by Eagle County Board of Commissioners Anna Earl,Finance Executive Summary:Taxing jurisdictions are required to submit their approved mill levy certifications to the County each year by December 15. In addition,the County Assessor certifies the valuations for each District. The county Finance Department compiles the information and checks the calculations of revenue derived from the mill levies and valuations. Once the BoCC acknowledges that Finance has compiled and the mill levy certifications using the Assessor's valuations,they agree to forward them to the State. Further,one commissioner signs the compiled document,thereby certifying that the document represents "true"copies of valuations as certified to the County Commissioners by the County Assessor and levies and revenues are ready to be forwarded to the Property Administrator and the State. Ms. Earl explained the certification process. She reminded everyone that it was not Eagle County's responsibility to verify each jurisdictions governing documents. The county relies on each jurisdiction's board, accountants, and staff members to prepare their budgets and calculate their mill levies. The total mills for Eagle County had dropped by 5.96%within the special districts. The majority of the revenue was in the School Districts and Special Districts. The total increase was only 1%for the year. Chairman Chandler-Henry wondered who reviewed the document for accuracy. Ms. Earl stated that two people reviewed the information. She felt confident that the numbers were correct. Commissioner Scherr moved to approve the Certification of Levies and Revenue by Eagle County Board of Commissioners. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2.Amendment to Agreement Between Eagle County and the Forest Service for the Front Country Ranger Program-Time Extension Rhea Silverkorn,Administration 1 12/22/2020 Executive Summary:This modification is to extend the existing FY20 agreement.Extends expiration date from 12/31/2020 to 12/31/2021.The intent is that this agreement will be spent out by late winter once USFS receives "lump sums"at the end of employee charges on their end and will provide a check to Eagle County Government for any remaining 2020 funds. Commissioner McQueeney moved to approve the Amendment to Agreement between Eagle County and the Forest Service for the Front Country Ranger Program-Time Extension. Commissioner Scherr seconded the motion. The vote was declared unanimous. 3.Authorization to Bind Coverage for 2021 Jill Klosterman,Finance Executive Summary:Eagle County has worked with Arthur J.Gallagher&Co.to assess the property,liability, and cyber liability markets for 2021.After receiving bids from its current carrier and through its agreement with Gallagher, Eagle County wishes to switch carriers for 2021 to Zurich North America for property,Travelers Indemnity Company for the liability program,and ACE American Insurance Company for cyber liability. Abby Dallmann,Risk Manager was present virtually to assist. Ms. Klosterman stated that the county had been working with Arthur J. Gallagher&Co. for the last couple of years. Last year they brought back some proposals that were significantly more. This was a very hard insurance market. The quotes that Gallagher brought back would end up being about$80,000 more,however the coverage was better. There was a lower deductible for vehicle coverage,but the overall cost for the insurance program would be less. There were eight days remaining to finalize the contracts. Chairman Chandler-Henry asked about claim coverage for prior years. Ms. Klosterman stated that was one of the risks in changing coverage. A new carrier had the ability to negotiate what they wanted covered. They would cover anything from January 1,2018 until December 31,2022. The reason they were asking to change coverage was to make sure there was more control over how the county could manage claims. Ms.Dallmann added that the county would have the ability to manage claims and put cost saving measures in place. Commissioner McQueeney thanked Ms.Klosterman for her work; she understood the amount of work and effort that went into the process. Ms. Klosterman believed the county was in a good place,and had 100%confidence in the agreement. Commissioner Scherr moved to approve the Authorization to Bind Coverage for 2021. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 4.The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency.
