HomeMy WebLinkAboutMinutes 11/10/20 PUBLIC HEARING November 10, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Scherr spoke about the election turnout and expressed pleasure in the number of people who had voted. He thanked everyone here for reelecting him as a county commissioner. He also thanked Jennifer Wooley,his Republican challenger,for stepping up. He was excited to be here for four more years with his colleagues and serving the people of Eagle County. Commissioner McQueeney spoke about a section in the Vail Daily that talked about the events of the past. She got a giggle out of the article related to 20 years ago,and that the county and town were in mediation with Adam's Rib. This was the property that was put under open space conservation. Things moved slowly but they got it done. Chairman Chandler-Henry gave a shout out to Regina O'Brien,the Clerk's Office, and all the election judges for an amazing election. She believed everyone performed admirably. County Manager Updates 1. Eagle to Horn Ranch Open Space Trail Project Award Jeff Schroll echoed Chairman Chandler-Henry's comments. He worked the election and it was nice to see that the county had so many checks and balances in place. He learned a lot about the election process and had no idea there was so much that went on to administer an election. He also spoke about the Trail Project Award for the Eagle Horn Ranch Open Space Trail Project. Kevin Sharkey,Trails Program Manager,shared a slide presentation showing pictures of the project. Chuck Wise,Representative for American Public Works Association,spoke remotely about the award. The project team worked with the property owners and other community partners to make the project happen. The project was awarded for being a highly used,scenic recreation path enjoyed by guests and residents of the greater Eagle area. It was constructed in difficult terrain and included 19,500 square feet of retaining wall,a 150-foot long weland bridge,and a 205-foot long bridge. The project was a major success thanks in large part to the efforts of the project team and community support. 1 11/10/2020 Business Items f. Resolution 2020-090 Concerning Appointments to the E911 Telephone Service Authority Board Christina Hooper,Attorney's Office Executive Summary:This Resolution thanks Chris Montera for his years of service, and makes appointments to the E911 Telephone Service Authority Board including: Jim Bradford—term to expire March 31,2023 (new appointment) Kevin Kromer—term to.expire March 31,2022(reappointment) Mark Novak—term to expire March 31,2022(reappointment) Karen Wojtko—term to expire March 31,2022 (reappointment) Commissioner Scherr moved to approve the Resolution Concerning Appointments to the E911 Telephone Service Authority Board. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2. Ruedi Water and Power Authority: Intergovernmental Agreement between Eagle County, Pitkin County,the City of Aspen,the City of Glenwood Springs,the Town of Snowmass Village,the Town of Basalt and the Town of Carbondale Rhea Silverkorn,Administration Executive Summary:This is an intergovernmental agreement between Eagle County, Pitkin County,the City of Aspen,the City of Glenwood Springs,the Town of Snowmass Village,the Town of Basalt and the Town of Carbondale.The parties hereby create the Ruedi Water and Power Authority(RWAPA). The purposes of the Authority shall include the following: • (1)To promote, sponsor,manage and direct research on issues pertaining to the protection,improvement, management,development and use of the water resources of the Roaring Fork River and its tributaries, including,without limitation,the Crystal and Fryingpan Rivers. • (2)To support and preserve the water resources, systems,and facilities of the Roaring Fork River watershed for the production,transmission and sale of hydroelectric power. • (3)To sell, lease or otherwise allocate water supply held by the Authority under contract with the U.S. Bureau of Reclamation to the maximum extent permitted by law. • (4)To support,direct, and guide the development, management,and operations of Ruedi Reservoir on behalf of and for the benefit of the Roaring Fork River watershed and the residents of the parties' jurisdictions. • (5)To provide a unified voice for the communities of the Roaring Fork River watershed on issues pertaining to the management and use of the water resources of the Roaring Fork River and its tributaries, including, without limitation,the Crystal and Fryingpan Rivers. Further;and to communicate the interests, priorities, issues, concerns and requirements of the communities of the Roaring Fork River watershed to the U.S.Bureau of Reclamation,the U.S. Fish and Wildlife Service,the State of Colorado,the Colorado River Water Conservation District,Colorado River Basin Roundtable,and/or any other appropriate agencies and authorities. • (6)To assist, support,advise,and consult with the parties hereto or with other parties or agencies expressly approved by the parties hereto on issues of river or reservoir management,water diversion,water storage, 3 11/10/2020 4.The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency. Chairman Chandler-Henry stated that there were no issues to review related to COVID-19. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing&Development Authority. Commissioner Scherr seconded the motion. The vote was declared unanimous. Eagle County Housing & Development Authority 1.Agreement for Services between Lake Creek Village LLC and RA Nelson LLC for recycling and trash system upgrade Daniel Murray,Housing Executive Summary: In 2018, Lake Creek Village Apartments began working with a design architect to enhance the property's Recycling and Trash systems. After conducting studies at the property,resident interviews and surveys,it was determined that the current system was too small for the size of the complex of 270 units. After designing multiple options,we have landed on a two phased approach which will greatly enhance the property. Phase 1 which will happen in Fall 2020 will be to rebuild the drain and improve the grading at the current trash site. This will reduce the amount of ice and snow buildup around the compactor enabling residents to easily get to the compactor. In addition, it will reduce the issues with the trash company as sometimes they cannot remove the compactor when necessary due to ice/snow buildup. The cost for this phase in 2020 will be$53,499. Phase 2 will begin in the Spring of 2021 immediately following the snow melt and is the primary improvement of the overall project. Part one of Phase two is a new recycling and trash compactor building at the center of the property to service the residents who live at the opposite end of the entrance. This will offer additional recycling receptacles and a similar sized compactor for trash. Part two of Phase two is a large trash building that will be an enclosure to the large item trash roll-off on property on the north side of the property. This will be fully covered and enclosed and will reduce the amount of illegal dumping as we will require scheduled drop off for large items. We plan to install a camera system to reduce illegal dumping. At the end of the project in the fall of 2021,these three new trash areas will reduce the amount of trash on property and go a long way to improving the recycling habits of our residents. a will work with the Sustainability Department on educating our tenants,encouraging recycling to cha S Y,=haviors with more opportunities on the property. Mr. Murray explained the details of the project. The first phase would begin soon during the Thanksgiving holiday to avoid any school bus delays. Commissioner Scherr moved to approve the Agreement for Services between Lake Creek Village LLC and RA Nelson LLC for recycling and trash system upgrades. Commissioner McQueeney seconded the motion.
