the right of the name of each candidate.
2. After voting, fold the ballot so that your marks are concealed and place it in the secrecy
envelope. This will ensure the secrecy of your ballot.
3. Place the secrecy envelope containing the ballot in the return verification envelope. Apply
adequate postage, or deliver by hand to the address printed below.
4. Complete the affirmation on the reverse of the return envelope. YOU MUST PROVIDE
YOUR SIGNATURE in order for your ballot to be counted.

STATEMENT OF THE GROUNDS ON WHICH THE RECALL OF DIRECTOR ANNA
MARIA RAY IS SOUGHT:
Anna Maria Ray works for Green Valley Homes, which is currently developing in Buckhorn
Valley Metropolitan District (BVMD). This conflict of interest, along with the fact that her primary
residence is not within BVMD, indicate Anna Maria’s position as a director would be better served
by someone who does not have reason to gain financially from the development of BVMD and
who is a primary resident of BVMD. After many years as a director, it is time for new
representation for the BVMD board.
STATEMENT IN SUPPORT OF DIRECTOR ANNA MARIA RAY’S RETENTION:
I would like the record to show that I am not in favor of being recalled. I feel that the years of
service and dedication to the board on my part and those of my learned colleagues speaks for itself
and has gone unrecognized and unappreciated by the community we have served. Additionally,
the ongoing misinformation being spread by members of the community without just cause or hard
facts makes a strong enough case against the recall in and of itself. It is with deep regret that I
submit this letter but in light of the last 10 months and all of the turmoil and strife, I feel it is
essential to go on the record as to why I am not in favor of this recall initiative.

I cast my vote to elect the following successor to replace Anna Maria Ray for the office of director

STATEMENT OF THE GROUNDS ON WHICH THE RECALL OF DIRECTOR DAVID
GARTON IS SOUGHT:
David Garton is the original developer of Buckhorn Valley Metropolitan District (BVMD) which
went bankrupt in 2008. He is also the holder of the original BVMD bonds, which continue to
accrue interest. These conflicts of interest indicate David’s position as a director would be better
served by someone who does not have reason to gain financially from the development of BVMD.
After many years as a director, it is time for new representation for the BVMD board.
STATEMENT IN SUPPORT OF DIRECTOR DAVID GARTON’S RETENTION:
I was the original developer of BV, I created the Metro District, I’ve served on the Board since it’s
creation, and I’m a resident of BV. I probably should be on the Board because I lend some
historical continuity to its operation.
In my 20 years on the Board, no residents of BV have ever shown any interest in being on the
Board. I am happy and relieved that a new guard has finally appeared.
However, the recall was a foolish, expensive waste of Metro District funds. If there were ever a
qualified resident running for my seat in a regular election, and I deemed there would still be
enough experienced board members, I would gladly not have contested my seat.
In that vein, although I would relinquish my seat, I strongly suggest, for the long-term benefit of
BVMD, that John Hill not be removed from the Board. His history of accomplishments is
exemplary. His expertise and experience are invaluable. And he is and will be the only person who
will be willing to spend the countless and necessary hours of work on BVMD.

STATEMENT OF THE GROUNDS ON WHICH THE RECALL OF DIRECTOR JOHN
HILL IS SOUGHT:
John Hill has involvement in International Capital, Green Valley Homes, BV Devco, BV
Firewheel, BV Tomahawk, and Colorado Land Management, all companies which currently
managed the development and/or operations of Buckhorn Valley Metropolitan District (BVMD).
These conflicts of interest, along with the fact that his primary residence is not within BVMD,
indicate John’s position as a director would be better served by someone who does not have a
reason to gain financially from the development of BVMD and who is primary resident of BVMD.
After many years as a director, it is time for new representation for the BVMD board.
STATEMENT IN SUPPORT OF DIRECTOR JOHN HILL’S RETENTION:
John V. Hill’s contributions to the Buckhorn Valley community’s metropolitan district are entirely
different than the inaccuracies spread by some of the recall committee members.
John has a lived in Buckhorn since 2008; during this dozen years of service,
• John: Secured the district’s interests to the Eagle River Pump Station. The estimated value
of this pump station is over $500,000
• John: Secured district rights to 60 acres of prime BV open space on the hillside east of our
homes and around the lake, without paying the owners anything; The estimated value of this land
today is well over $6,000,000
• John: Secured permanency to the all of the vital water rights that are crucial to the
permanent water supply of the District; the total water rights value is well in excess of $10,000,000
• John: Secured over $1,200,000 for the District in free grant money to build a 15,000 foot
pipeline from the BV lake up to Abrams Creek insuring that Buckhorn Valley has a secure, free
water source
• John: stabilized the District’s operating finances by initiating two rate studies and
subsequently the District raised over $1,000,000 from owners of undeveloped land to pay some
50% of operations costs since 2011.
John is a contractor to various builders and developers in Buckhorn, but John uses his knowledge
and education for District service. His knowledge of all the working parts of Buckhorn Valley is
vital.
All of John's working relationships have been fully disclosed, as required by law.
However, to avoid the appearance of conflict, John has resigned his consultancy to the District’s
management firm.
The District would be best served to keep John on the Board until his present term expires in May
2022.
