RESOLUTION NO. 2021 - 023
RESOLUTION TO ADOPT
THE UPDATED GOALS OF THE CLIMATE ACTION PLAN
FOR THE EAGLE COUNTY COMMUNITY
WHEREAS, Eagle County has adopted an environmental policy, attached hereto as
Exhibit A, (the "Environmental Policy Statement") which deems preservation and
enhancement of the natural environment a top priority to ensure the health, safety,
welfare, and economic well being of its citizens; and
WHEREAS, Eagle County's Strategic Plan includes a vision to provide regional
leadership on environmental issues including climate protection and reduction of
community greenhouse gas (GHG) emissions; and
WHEREAS, Eagle County contracted with CLEER (Clean Energy Economy for the
Region) in 2015 to conduct an Eagle County Energy Inventory to identify energy sources,
uses, and related emissions by sector.According to the study, GHG emissions in baseline
year 2014 were 1.4 million metric tons of carbon dioxide equivalent(CO2e) with 60%
emissions from commercial and residential building sectors, 27% from vehicles, 10%from
landfill, and 3%from airport. Community-wide energy cost for the year 2014 was $243
million; and
WHEREAS, Eagle County contracted with Walking Mountains Science Center in
2016 to engage over 30 stakeholders representing local governments, businesses, schools,
and nonprofits from throughout Eagle County in the creation of a community-wide Climate
Action Plan to help guide GHG reductions into the future; and
WHEREAS,the first Climate Action Plan for the Eagle County Community dated
December 13, 2016 set a shared community goal to reduce GHG emissions 25%by 2025,
and 80%reduction by 2050 (baseline 2014). The Plan provides recommendations for
climate actions by sector for community leaders and decision makers to consider in
creating positive solutions for future generations; and
WHEREAS, Eagle County Board of County Commissioners signed Resolution 2016-
101 in December 2016 to adopt the Climate Action Plan and endeavored to meet the goals
of the plan through ongoing Eagle County initiatives, integration with Eagle County and
community plans, and through promotion of and participation in community actions that
reduce GHG emissions; and

WHEREAS, in 2017 Eagle County contracted with Walking Mountains Science
Center to develop the Climate Action Collaborative to implement the Climate Action Plan
and achieve the goals for the benefit of the Eagle County community.The Climate Action
Collaborative engages local governments, businesses and nonprofits in working groups
focussed on GHG reduction in energy supply,transportation, buildings,materials
management, carbon sequestration, and water conservation; and
WHEREAS, Eagle County contracted with CLEER(Clean Energy Economy for the
Region) in 2018 to conduct the second Eagle County Energy Inventory for year 2017, to
compare GHG emissions to the baseline study for year 2014. According to the study, GHG
emissions were reduced by 59,900 metric tons in 2017 compared to 2014, a 4%reduction.
Residential buildings reduced electricity consumption by 2%, and Holy Cross Energy
increased renewables on the grid from 20%in 2014 to 39% in 2017. Reductions in GHG
emissions are attributed in part to the success of the Climate Action Collaborative's
community engagement.A third Energy Inventory is now underway for year 2020; and
WHEREAS, Holy Cross Energy reports that 44% of current electricity provided to
their members in Eagle County is now produced from wind, solar and other renewable
energy sources, and that actions are underway to provide 100%renewable-sourced
electricity for all members by 2030. GHG emissions modeling provided by Western
Colorado University shows that Holy Cross Energy's actions to adopt renewable energy
resources will substantially meet the Climate Action Plan's near term goal of 25%
reduction in community GHG emissions by 2025, but will not be sufficient to offset the
increase in GHG emissions from ongoing population growth and continued use of natural
gas for heating buildings and gasoline/diesel for transportation fuels in the years 2025 to
2030 ; and
WHEREAS,Climate Action Collaborative staff identified interim goals and revised
priority actions for working groups that support the longer term 2050 goal, and align with
international targets and the State of Colorado's Climate Action goals; and
WHEREAS,the update to the Climate Action Plan dated December, 2020, attached
hereto as Exhibit B, (the"Climate Action Plan, Update 2020") adds interim targets and sets
shared community goals to reduce GHG emissions 25%by 2025, 50%by 2030, 70%by
2045, and 80% reduction by 2050 (baseline 2014).The Climate Action Plan, Update 2020
also provides revised priorities for climate actions, for consideration by community leaders
and decision makers in creating positive solutions for future generations.
NOW,THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE,STATE OF COLORADO:
THAT,the Board adopts the Climate Action Plan, Update 2020, and endeavors to
meet the goals of the Climate Action Plan, Update 2020 through ongoing Eagle County
initiatives, integration with Eagle County and community plans, and through promotion of
and participation in community actions that reduce GHG emissions.

THAT, nothing contained herein shall be construed as approval by Eagle County or
the Board in its governmental capacity with respect to any particular project or funding
request; all actions of the Board are subject to applicable statutory limitations and
authority for counties and local governments, including but not limited to the Local
Government Land Use Control Enabling Act, as well as the Board' s discretion and
budgeting authority in compliance with the provisions of Article 25,Title 30 of the
Colorado Revised Statutes,the Local Government Budget Law(C.R. S. § 29- 1- 101, et. seq.,)
and the TABOR Amendment(Colo. Constitution,Article X, Sec. 20).
THAT, the Board hereby finds, determines and declares that this Resolution is
necessary for the public health, safety and welfare of the residents of the County of Eagle,
State of Colorado.

Actively Green at Eagle County
50%by 2030
The Board of County Commissioners considers preservation and enhancement of the natural
environment a top priority to ensure the health,safety,welfare,and economic well-being of its citizens.
In the work we do every day,employees of Eagle County Government share a responsibility to protect
and improve the quality of our natural environment.
Eagle County works to continuously improve our environmental performance.We are committed to
protecting wildlife habitat, protecting clean air and reducing greenhouse gas emissions,conserving
water in buildings and landscapes, reducing use of paper, increasing waste diversion and recycling,and
incorporating clean renewable energy to support our county operations.
Our Environmental Management System provides a structure for setting priorities,taking actions,and
sharing results.We conduct internal audits and management reviews to assure that our actions are
consistent with our policies,and compliant with environmental regulations.
In 2017 and each year forward,we set a goal to reduce greenhouse gas emissions from county
operations 5%per year to achieve 50%reduction by 2030(baseline 2012).Through innovation and
continued investment in efficiency and renewable energy,we are working toward a clean energy
economy that improves the health and quality of our community and local environment.
