This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Scherr encouraged everyone to get out and vote. If anyone had not received their ballot,
they could go to www.eaglecounty.us/clerk for information.
Chairman Chandler-Henry believed that about 46%of Eagle County has voted as of yesterday.
Commissioner McQueeney spoke about the upcoming legislative session. There had been multiple
meetings with both the Colorado Counties Inc. (CCI)and County Commissioners Acting Together(CCAT). She
asked if there were people out there who were aware of things that needed adjusting and a legislative fix could help,
they should let the board know because they could carry the message to the lobbing teams or legislators.
Chairman Chandler-Henry stated that there was a socially distanced ribbon cutting held at the Edwards
Spur Road last week to celebrate the opening and completion of the Spur Road project. Former Commissioner Jill
Ryan attended as she did a lot of work to get the project underway.
County Manager Updates
Kelley Collier,Deputy County Manager, stated that Eagle County received an Excellence in Concrete
Pavement Award for two of the projects that Josh Miller recently led.
Josh Miller,Eagle County Construction Manager,provided an update and presentation on Excellence in
Concrete Pavement Awards the County recently received:
Two construction projects completed in 2019 at the Eagle County Regional Airport received Excellence in Concrete
Pavement Awards from the Colorado/Wyoming chapter of the American Concrete Pavement Association (ACPA).
These projects were the Reconstruction of the North General Aviation Apron and the Construction of the De-Ice
Pads. The North General Aviation Apron reconstruction project consisted of removing the existing asphalt
pavement and replacing it with approximately 30,000 square yards of Portland Cement Concrete Pavement. This
project also included subsurface and surface drainage improvements and provided new tie downs for seventeen
aircraft parking positions. The De-Ice Pads construction project provided the Airport with three new aircraft
parking positions where de-ice operations can occur prior to departure. This project consisted of approximately
180,000 cubic yards of embankment, 32,000 square yards of Portland Cement Concrete Pavement, and new
collection and storage infrastructure for used de-ice fluid. This project also connected an existing 96-inch storm
sewer pipe going under Cooley Mesa Road to an existing 114-inch storm sewer pipe going under the east end of the

Runway. In addition, approximately 1,000 feet of the Eagle Valley Trail was realigned and reconstructed to the
north of Cooley Mesa Road. Both of these projects were funded in part by Eagle County,the FAA,and the CDOT
Aeronautics Division.
COVID-19 Update
Birch Barron,Emergency Manager Director, spoke about the COVID-19 trends over the last week.
Colorado was seeing higher rates than in the summer. The county was still in the"yellow"but he expected that the
county would be moving into the"orange". There had been more disruptions due to isolations and quarantines. He
believed that giving up was not an option.
Commissioner McQueeney believed it was confusing that the Vail Daily newspaper indicated that the
county was in a"comfortable"range and was not giving a consistent message.
Mr. Barron believed the state site dashboard did not align with the county. As things got worse,there
would be more restrictions.

Commissioner Scherr moved to approve the Consent Agenda for October 27, 2020, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. Resolution 2020-087Approval of the 4th Supplemental Budget 2020

Executive Summary: BoCC will be reviewing the 4th Supplemental request on October 19th, 2020 during the
Manager update. Public notice will be completed on October 22nd,2020 and the request for these additional
appropriations will be made in the October 27th,2020 public meeting.
Ms. Klosterman highlighted the request. She stated that there were no new open positions in this
supplemental. An early retirement program was offered, and they were wrapping up the details. Those results
would be shared in the next couple weeks. Many of those positions would not be filled so the cost savings was
right where they were targeted. Overall they were pleased with the offering and the folks able to take advantage
were happy as well. Certain vacant positions that were already in the budget were vacant from either attrition or
early retirement. The revenues were increasing by about$3.5 million across all funds and expenditures about$1.3 •
million. The largest expenditure was for outside legal services almost exclusively due to the reassessment issues
that the Attorney's Office and Assessor's Office had been working on. The other was the Northwest loan fund
CDBG fund pass-through grant. The money would come in as revenue and would be passed through to the
Northwest loan fund. This was an important program for the community. Based on a new governmental
accounting rule,Trustee money was being moved out of the General Fund into its own fund. ECO Transit received
a second award of CARES Act funding. This would be helpful to support the fund balance of ECO Transit. The
Public Health fund got a couple new grants related to COVID. There were some tweaks related to revenue from the
210 Apartments and some ECAT airline rental revenue.
Chairman Chandler-Henry asked about the Health Insurance Fund balance.
Ms. Klosterman stated that there was currently about$8.5 million in the fund balance, accumulating over
time as the county had been able to reduce costs across the organization. People were becoming better users of
health insurance.
Commissioner Scherr asked if there were any potential compensation from the federal government for
COVID related things.
Ms.Klosterman stated that the county had applied for additional CARES Act funding from the state.
Commissioner McQueeney asked if the CARES Act was replacing FEMA.
Ms. Klosterman stated that the CARES Act was a bigger pool of money and more broad in its uses. She
wasn't counting on any additional dollars outside of the CARES Act dollars.
Commissioner Chandler Henry wondered about staff helping other jurisdictions with fires or other
emergencies. She wondered if that was tracked internally in the county.
Ms. Klosterman stated that she'd have to check into that.

Commissioner McQueeney moved to approve the Approval of the 4th Supplement Budget 2020.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2020-088 in Support of Eagle County School District's Mill Levy Override(5B)on the November
3,2020 Ballot

Executive Summary: Eagle County School District's financial planning has been impacted by unprecedented cuts
in the state's funding due to the COVID-19 pandemic,and the State of Colorado cut funding by $9 million for the
2020-21 school year. Our community schools are important to the prosperity, economic opportunity,health, safety
and wellness of our entire community. The proceeds of 5B will be used for recruiting and retaining quality teachers
and staff; maintaining mental health counseling; maintaining programs like art, music, technology, and physical
education; providing updated learning materials and reliable technology; and continue to provide quality education
in the classroom and online.
The proceeds of 5B will continue the voter-approved Mill Levy Override passed in 2016 to provide $8 million
annually in stable reliable funding,without raising taxes. 5B will secure the future of our students, families, and
teachers in Eagle County Schools by providing stable funding and ensuring local schools remain strong during
these uncertain times.
Commissioner Scherr moved to approve the resolution supporting the Eagle County School Distric's Mill
Levy Override(5B)on the November 3,2020 ballot.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
3. The Board of County Commissioners will meet as necessary to review and take action on any issues related to
the COVID-19 Local Disaster Emergency. '
Commissioner Chandler-Henry stated that there were no issues to address related to COVID-19.
