This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney stated that the One Book One Valley had chosen their book for the valley read,
it was called Lab Girl, a nonfiction book written by Hope Jahren. There would be a virtual author visit as well.
Commissioner Scherr stated that Commissioner Chandler-Henry was at a Water District meeting all day.
He mentioned that the Valley Home Store was holding a virtual home buying class. If anyone was interested they
could email info(&,valleyhomestore.org to reserve a spot. He reminded everyone that there was still two weeks to
vote. If people had not received their ballots,they could contact the County Clerk's Office.
County Manager Updates
Jeff Shroll stated that ECO Transit had taken possession of their third electric bus. They looked fantastic,
and it was exciting to see them out on the road.
COVID-19 Update
Birch Barron,Director of Emergency Management, stated that there were 86 cases within the last two week
period. The county was still in the yellow"Safer at Home"level. The county had the ability to keep the level down
with serious restrictions. The goal was to keep schools open and the economy strong. It was essential to keep the
disruptions to a minimum. The public health team had been working with Vail Resorts to determine what the ski
season looked like. The current level was somewhat concerning due to the upcoming fall season, indoor
entertaining, and family gatherings.
Commissioner McQueeney stated that the goal was not to scare people but to elevate the level of concern to
get people to change behaviors. She encouraged people to get back to doing what they did in May. People may
have to change their Thanksgiving holiday plans to keep friends and family safe.

Commissioner McQueeney moved to approve the Consent Agenda for October 20,2020, as presented.
Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
Constituent Input
Pro-Tern Scherr opened and closed constituent input, as there was none.
Business Items
1. Resolution 2020-084 Concerning an Appointment to the Eagle County Fair and Rodeo Advisory Council

Executive Summary: To reappoint three members of Fair and Rodeo Advisory Council Ed Oyler,Brent Scott,
and Ern Mooney.
Tanya Dahlseid, Fairgrounds Coordinator introduced Ern Mooney. Mr. Mooney's term was for two years.
Commissioner McQueeney moved to approve the resolution concerning an appointment to the Eagle
County Fair and Rodeo Advisory Council.
Commissioner Scherr seconded the motion. Of the two voting commissioners, the vote was declared
unanimous.
2. Resolution 2020-085 Declaring Eagle County's Commitment to Climate Action
Adam Palmer, Sustainable Communities
Executive Summary: This resolution identifies and outlines Eagle County's commitment to climate action, and
prioritizes efforts to reduce and draw down carbon pollution from the atmosphere.
Mr. Palmer spoke about the need to reduce carbon pollution and the impact of climate change. The impact
on the community meant a reduction in snow pack, drier soil,poor air quality, increased wildfire risk, and more
intense and frequent floods. The resolution before the board provided a road map and prioritized the county's
efforts to minimize carbon emissions.
Commissioner McQueeney expressed her appreciation for the work being done.

Commissioner McQueeney moved to approve the resolution declaring Eagle County's Commitment to
Climate Action.
Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.
3. Resolution 2020-086 Concerning the Appointment of Patricia Hammon as Eagle County's Veterans Service
Officer

Executive Summary: Over 2,300 Veterans call Eagle County home. Our Veterans Service Officer and Assistant
Veterans Service Officer's role is to help link these Veterans and their families to critical medical and financial
support services. In 2019, Eagle County Veterans received nearly$6.5M in compensation,pension, education and
other benefits. These dollars not only help support our vulnerable Veteran population,but also our entire
community's economy. This amount has increased by approximately three million dollars since Pat Hammon was
first appointed as Eagle County's Veteran Services Officer in 2012.
Pat does not stop her work with Veterans when the claim paperwork has been filed,but works with employers to
support the hiring of Veterans, Colorado Mountain College to ensure a variety of educational opportunities,
community partners to provide a weekly Coffee and Donuts for Veterans and their families to come together for
comradery and support, and the VA hospital in Grand Junction and associated tele-clinic in Glenwood Springs to
advocate for accessible, quality care for our Veterans. This kind of passion and commitment to service is what
earned Pat the Leadership Award from the Eagle County Rotary Clubs of Eagle, Edwards, and Vail, in conjunction
with the Eagle County Public Safety Council in September 2019. By re-appointing Pat Hammon as our Veterans
Service Officer,we offer continuity to the customers she is serving and a higher level of program knowledge for
Veterans and their families we have not yet had the opportunity to serve.
Colorado Revised Statute § 28-5-801 mandates that the board of county commissioners of each county in the state
establish a Veterans Service Office and appoint a veterans service officer for such county, and any assistant as may
be deemed necessary. Colorado Revised Statute § 28-5-802 mandates a two-year term for any Veterans Service
Officer or Assistant.
Kathy Lyons, Economic Services Director requested the re-appointment of Pat Hammon in the role of
Eagle County's Veterans Service Officer. Ms.Hammon had been the Veteran Services Officer since 2012.
Pat Hammon stated that it was an honor to serve in this position. It had been rewarding,and she enjoyed
the work very much. She worked with nonprofits from Grand Junction to Denver and it was a collaborative effort
to keep the veterans and their families safe, fed,and housed.
Commissioner McQueeney moved to approve the resolution concerning the appointment of Patricia
Hammon as the Eagle County Veterans Service Officer.
Commissioner Scherr seconded the motion. Of the two voting commissioners, the vote was declared
unanimous.

4. The Board of County Commissioners will meet as necessary to review and take action on any issues related to
the COVID-19 Local Disaster Emergency.
Commissioner Scherr stated that there were no issues to review related to COVID-19
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.
Commissioner Scherr seconded the motion. Of the two voting commissioners, the vote was declared
unanimous.
Eagle County Housing and Development Authority
1. Gershman Mortgage and Lake Creek Village LLC Engagement Letter for Potential Refinance

Executive Summary: Lake Creek Village LLC is exploring options of a refinance through Gershman Mortgage.
The new option would lower the overall interest rate and combine two mortgages into one overall mortgage. This
new option would save the property approximately$30,000 per month. This savings would allow Lake Creek
Village to improve the property continually and potentially provide funding for additional affordable housing in
the valley. The initial cash outlay is $13,945 with approximately an additional$40,000 for title coming later.
Commissioner McQueeney moved to approve the Gershman Mortgage and Lake Creek Village LLC
engagement letter for potential refinance.
Commissioner Scherr seconded the motion. Of the two voting commissioners the vote was declared
unanimous.
2. Rent Schedule Low Income Housing-Riverview Apartments CO990038002
Daniel Murray, Housing
Executive Summary: The 2020-2021 Rent Schedule was previously approved by the ECHDA board. The new
updated schedule changes the effective date from 11/2/2020 to 11/1/2020. The reason for the change is the fact that
HUD has changed their policy and wants renewals on the 1st of the month. In addition, RAP was awarded an
updated HAP contract that extends Riverviews HUD Housing Assistance Payment through 2040 which will enable
residents of Riverview to continue to receive Section 8 subsidy for twenty years. These accompanying documents
will be sent back with the Rent Schedule. This agreement does not change the current year funding and just needs
to be re-approved to accompany the new HAP agreement.
Commissioner McQueeney moved to approve the Rent Schedule for Riverview Apartments.
Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was declared
unanimous.

and reconvene as the Eagle County Board of County Commissioners.
