HomeMy WebLinkAboutMinutes 10/13/20 PUBLIC HEARING October 13, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Regina O'Brien Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Scherr reminded folks that ballots were in the mail and to look for their ballots. He also suggested that voters sign up for BallotTrax to track their ballots. Lastly,he reminded voters to use 24-hour ballot boxes or to add$0.70 to return their ballots in the mail. Commissioner McQueeney spoke about the Ski Area Work Group that had been meeting over the past four weeks. This was a group of public health professionals,county commissioners, and ski area representatives who were meeting with state staff to figure out what guidance and regulations would be to open ski areas. This group has been meticulous in its preparations. The opening of ski areas was dependent on the community, and the COVID-19 numbers were not trending in a positive direction. As the holidays approached,the community needed to socialize safely. Commissioner Chandler-Henry gave a shout out to Peter Newbanks, an employee of Eagle River Water and Sanitation District who won the William D. Hatfield award. He was recognized for pioneering the Autothermal Thermophilic Aerobic Digestions (ATAD)process installed at the Edwards facility. County Manager Updates Jeff Schroll, County Manager,reminded folks that they can have confidence in the Colorado election process here in Eagle County. He traveled with Ms. O'Brien and the election team to a cybersecurity training centered around elections and election fraud. He gained a whole new perspective on how much security there was in the process. If voters had any questions about the process,he encouraged them to contact the Clerk's Election team. He also gave a shout out to the Vail Valley Partnership for its help in keeping businesses open while trying to help contain the spread of COVID-19 in the community. COVID-19 Update Birch Barron,Emergency Operations Director, stated that there were indications that trends were heading in a poor direction as people engaged in larger social gatherings, indoors and outdoors,without proper protections in place. Those testing positive for COVID-19 were also less willing to engage in contact tracing. There were no current hospitalizations,but the new uptick in cases was concerning. There were 67 new cases last week,with 65% of those not being able to recall their exposure or who were unwilling to share who they were in contact with. This was the same trend across the State of Colorado. Over the last week,Eagle County had seen a doubling of cases. 1 10/13/2020 Even though hospitalizations were stable, Eagle County had seen an increase in cases of people ages 60+ becoming infected. The goal was not to have disease levels at zero but to keep those older members of the community and those at higher risk safe from the disease. Disease spread also increased instability in the community when schools and daycares, for example,had to close. This kind of instability was threatening to our ski season. He believed that this could be controlled if the community cooperated with public health guidelines. Commissioner Chandler-Henry asked where people could find this information. Mr. Barron referenced the www.ecemergency.org website as well as it's Facebook page. Consent Agenda 1. Resolution 2020-083 Tree Farm Phase Two Final Plat Resolution of Approval Tez Hawkins, Planning Commissioner Scherr moved to approve the Consent Agenda for October 13,2020, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency. Manager Update - Holy Cross Room 2 10/13/2020 1. Information Sharing from Commissioners Planning File - Eagle County Room 1. Special Use Permit for Telecommunication Radios Olivia Cook, Planning Executive Summary: This proposal is to add three telecommunication radios underneath an existing deck of a single-family home. Telecommunication facilities may be reviewed and approved in this zone district through a Special Use Permit. Commissioner Scherr moved to approve File No. ZS-009103-2020, incorporating staff's findings and recommended conditions,because this application, as conditioned,meets the standards for approval of a Special Use Permit. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Work Session - Eagle County Room 1.
