HomeMy WebLinkAboutMinutes 09/22/20 PUBLIC HEARING September 22, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Angelo Fernandez Deputy County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Scherr reminded everyone that today was National Voter Registration Day. He stated that Colorado was one of the best voting states because the state made it easy to register,to check registrations,and to vote. He encouraged people to go to govotecolorado.gov and check their registrations. Commissioner McQueeney stated that there was no reason people should not be registered to vote. She gave an update on a workgroup organized by the state for the ski resorts of Colorado. The group would be meeting to make some decisions and provide guidance. Chairman Chandler-Henry wished everyone a happy Equinox Day. She also stated that she would be participating in a virtual fly in with members of Congress both House and Senate to talk about some public land dedications. County Manager Updates Angelo Fernandez gave a shout out to all the cooperators that helped with the Gypsum gas leak this past week. It was another great example of the valley coming together to support one another. COVID-19 Update Birch Barron,Director of Emergency Management gave a brief update on the Grizzly Creek fire. At this time the fire was being managed by a type four management team. The fire was still marked 91%percent,but there was no risk. Mr.Barron also provided a COVID-19 update.The local dial was in the green,and the local disease spread was"Cautious." There was still a community spread. There were 40 cases over the past 14 days.There were still some severe diseases in the community at a low level. Some neighboring states were seeing an increase. European countries were now seeing a resurgence. The state put out a new dial.The dial had five levels. There were three levels of"Safer at Home." The county was currently in"yellow." The county's low incident rate was not low compared to other areas in the state. Eagle County was in school and talking about the upcoming ski season because of the efforts of everyone in the community to maintain a low incident rate. 1 09/22/2020 Consent Agenda 1.Intergovernmental Agreement for a Northwest Colorado Regional Collaborative Shared Regional Eligibility Technician Megan Burch,Human Services 2.Modification of Grant or Agreement with the Forest Service and Eagle County Regarding Magnesium Chloride on Coffee pot road&Red Sandstone-Muddy Pass Nicole Trujillo,Road&Bridge 3.Application for DOLA Mental Health Resource Grant for Eagle County Public Safety Jessie Porter, Sheriffs Office 4.August 2020 Payment Report Jill Klosgterman,Finance Commissioner McQueeney moved to approve the Consent Agenda for September 22,2020,as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input,as there was none. Business Items 1.The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency. Chairman Chandler-Henry stated that there was nothing to review. Work Session - Eagle County Room 1. Wildfire Mitigation Program Updates in Response to 2020 Wildfire Season Adam Palmer, Sustainable Communities Executive Summary: With the Grizzly Creek Wildfire and additional wildfires in Eagle County in 2020,Eagle County's Wildfire Mitigation Coordinator Eric Lovgren will brief the BOCC on wildfire mitigation needs and strategies,additional$89,000 grant funding from the BLM to support additional mitigation work,and referencing the Eagle County Community Resilience Plan resilienteaglecounty.com as well as the newly released Future Avoidance Cost Explorer toolhttps://cwcb.colorado.gov/FACE from the state as we plan for impacts to our community and economy as a function of a changing climate. 2 09/22/2020 County Manager/Commissioner Retreat - Airport Conference Room 1. Strategic Priority Planning Rhea Silverkorn Executive Summary:The BoCC will meet with the County Manager's Office to discuss strategic priorities going into 2021.The work session will focus on how the strategic priorities will be operationalized within County Departments and prioritization of the budget to fund associated activities and programs.
