HomeMy WebLinkAboutMinutes 09/08/20 PUBLIC HEARING September 8, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Scherr stated that the Valley Home Store would be hosting two virtual home buyer classes. They were great classes to learn about the process, deed restrictions, and down payment assistance. Commissioner McQueeney gave a shout out to Senator Bennet who recently spent some time in Eagle County and who took the time to meet with her and a number of other people to discuss childcare. There were also a number of parents who met with the Senator to discuss the shortage of childcare and the challenges it had created in the community. Chairman Chandler-Henry gave a shout out to all of the workers in Eagle County. Labor Day was a federal holiday created in 1894 that celebrated the contributions of American workers. She believed that Eagle County had some of the best workers in the country. County Manager Updates Jeff Shroll reminded people that the General Election was quickly approaching and encouraged people to check their voter registrations for accuracy. Ballots would be mailed in a few weeks. COVID-19 Update Birch Barron,Director of Emergency Management,provided an update on the COVID-19 front. Currently the county was solidly in the green and was in the"Comfortable"range. In the past 14 days,there were 31 cases reported and the incident rate was 57 cases per 100,000. He encouraged people to remain vigilant. Newly reported cases had plateaued in Colorado. He addressed the mask requirement and believed the numbers were low because people were being cautious and careful. Most of the local policies were based on state requirements. Mr. Barron gave a brief update on the Grizzly Creek Fire. At this time,the fire was 91.2 %contained. There were still about 400 firefighters working to contain the fire. The fire covered over 32,000 acres. There was still a flooding and debris risk mainly in Garfield County. He hoped that with the upcoming moisture and cooler weather there would be an end to the fire season. He reminded everyone that Eagle County had a fire mitigation program that helped homeowners create a defensible space around their properties. 1 09/08/2020 Consent Agenda 1. Commissioner Scherr seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. Early Head Start Continuation Grant,Waiver for Non-Federal Funds, &Expansion Grant Kendra Kleinschmidt,Human Services Executive Summary: EHS requests BoCC approval for the three following matters: 1. Annual submission of the EHS grant. Please review documents. EHS program and school readiness goals and 2021 program budget. Please sign the letter of approval and SF-424 form. 2. The program has applied for a waiver of$100,000 of the non-federal share of the EHS grant(without the waiver, the non-federal share is $245,230). As a reminder, EHS is funded 80%by the federal government and 20%by Eagle County Government. Due to the budget implications of COVID-19 and the program's inability to host in-person volunteer events, EHS is requesting a waiver for$100,000 of our non-federal share. Please see document, Justification of waiver for portion of 2020 non-federal share. Please sign the letter of approval and SF-424 form. 2 09/08/2020 3. EHS has an opportunity to apply for an expansion grant, EHS proposes to serve 16 additional families with child care services at family child care homes.One additional full-time employee would be required to manage this workload. Please review documents, EHS expansion 2021_Overview and EHS expansion grant budget.Please sign the letter of approval and SF-424 signature will be completed by grants.gov at time of submission(by September 21 st). Megan Burch,Director of Human Services was present. Kendra Kleinschmidt, Deputy Director Child, Family&Adult Services,was present via remote video. She reviewed the items being considered by the board. She thanked the board for their ongoing commitment to early • childhood and acting as the governing body for Early Head Start(EHS). She highlighted each item giving the board an opportunity to weigh in and ask questions. The county applied every year for the continuation grant to fund the EHS program.The program served 74 children and their families.The program has been run through Eagle County Human Services for almost 20 years. The second item of business related to the county budget. Due to the budget implications of COVID-19 and the program's inability to host events,EHS was requesting a waiver for$100,000 of their non-federal share. The county had never applied for a waiver for many years, so Ms. Kleinschmidt did not see any issues with an approval. The third item was an opportunity to apply for an expansion grant. This would allow the county to serve 16 more children and their families. Currently there were 12 child care home providers in Eagle County. A lot of work would need to go into creating a network of family child care homes. This would bring a total enrollment to 90 children. In full transparency,the budget for the EHS did increase annually through a cost of living adjustment which went directly to the contracted childcare providers. The expansion grant was budgeted for a total of $393,000,the county share would be approximately$79,000. Commissioner Scherr moved to approve the Early Head Start Continuation Grant, Waiver for Non-Federal Funds,and Expansion Grant. Commissioner McQueeney seconded the motion. The vote was unanimous. 2.The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency. Chairman Chandler-Henry stated that there were no items to address. Commissioner McQueeney moved to adjourn as the Board of Compty Commissioners and reconvene as the Eagle County Board of Equalization. ' Commissioner Scherr seconded the motion. The vote was dectOunanimous. County Board of Equalization 1. Resolution 2020-068 Regarding Presentation of Reports of Valuation for Assessment of Taxable Real and Personal Property,and List of Actions on Eagle Real and Personal Property Appeals to the County Board of Equalization Mark Chapin,Assessor's Office 3 09/08/2020 Executive Summary: Resolution Regarding Presentation of Reports of Valuation for Assessment of Taxable Real and Personal Property,and List of Actions on Eagle Real and Personal Property Appeals to the County Board of Equalization Mary Kessler spoke on behalf of Mark Chapin who was unable to attend. She summarized the appeal process and stated that due to COVID-19, all of the dates had pushed forward.There were a total of 301 appeals; out of that, 102 were adjusted, 197 were denied,and 2 were satisfied. Commissioner McQueeney moved to adjourn as the Eagle County Board of Equalization and reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion.
