HomeMy WebLinkAboutMinutes 08/18/20 PUBLIC HEARING August 18, 2020 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Angelo Fernandez Deputy County Manager Kathy Scriver Deputy Clerk to the Board Absent: Matt Scherr Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney spoke about the Colorado Counties and Acting Together Group that met last week to discuss safely opening ski resorts.There were five members from the Governor's office in attendance. The Governor's office staff was also meeting with the business industry. She wanted to let people know that there were efforts being made to come up with some standards for safely operating this winter season. Commissioner Chandler-Henry thanked the Public Health team and all the county staff for working on COVID-19 related issues and for providing food and shelter for those working on the fire. 1.Financial Reporting Awards Commissioner Chandler-Henry recognized the Eagle County Finance Department for being awarded the Certificate of Achievement Award. The Finance Department had received the certificate for achievement for excellence in financial reporting. The program was established by the Government Finance Account Office in 1945 to recognize governments for going beyond what were the minimum requirements and for making reports that exhibited the spirit of transparency and full disclosure. County Manager Updates Angelo Fernandez,Deputy County Manager,expressed appreciation for the Emergency Operation Center team's work on the fire. COVID-19 Update Becky Larson,Deputy Director of Public Health,provided a COVID-19 Update. She stated that all of the indicators were trending in a positive direction. The number of new cases has decreased over 50%since last week's reporting period. The county was still moderately high. There was still some workplace exposure. Testing was still at a high volume,at over a thousand residents every two weeks. There was only one hospitalization in the last 1 08/18/2020 14 days. The state's overall case numbers were decreasing. She believed it was important that people not let their guard down,and it was important to continue with the five commitments to containments. Birch Barron,Director of Emergency Management,provided an update on the Grizzly Creek Fire. He reviewed the fire boundary and spoke about the unpredictability of fire spread. There was still fire on and near I-70 and the interstate remained closed. Air quality remained a concern. He advised people to minimize their time outside and reminded them that if they could smell smoke,they were breathing smoke. Consent Agenda 1.Resolution 2020-056 Concerning Taxpayer Generated Abatement and Refund of Taxes-Request for Administrative Denial Brittany Thatcher/Rhea Silverkorn,Assessor/Administration 2.First Amendment to Brush Creek Valley Ranch and Open Space Lease/Operating Plan Between Eagle County and Gerard Family Ranch Holly Strablizky,Attorney's Office 3.Approval of the Minutes for the Board of County Commissioner Meetings for June 16,June 23,June 30,and July 7,2020 Kathy Scriver,Clerk&Recorder's Office Commissioner McQueeney moved to approve the Consent Agenda for August 18,2020,as presented. Commissioner Chandler-Henry seconded the motion. Of the two Commissioners,the vote was unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input,as there was none. Business Items 1.Resolution 2020-057 Adopting a Third Supplemental Budget 2020 Jill Klosterman,Finance Executive Summary: BoCC will review the 3rd Supplemental request on August 11, 2020 during the Manager update. Public Notice will be completed on August 13, 2020 and the request for these additional Appropriations will be made in the August 18, 2020 public meeting. Ms.Klosterman provided some highlights. The supplemental showed a total revenue decrease of 3,246,766, primarily from sales tax and ECO transit fares. Any improvement projects would be prioritized. 2 08/18/2020 There was$250,000.00 added to emergency funding. The county had a good amount of reserves and was in a good position. Commissioner McQueeney moved to approve the resolution Adopting a Third Supplemental Budget for fiscal year 2020. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2.Resolution 2020-058 Adopting The Eagle County Noxious Weed Management Plan For The Unincorporated Areas of Eagle County Nicole Trujillo/Doug Riggins,Vegetation Management Executive Summary:The purpose of this Plan is to implement the Act by identifying integrated management options for designated noxious weeds.Options include education,preve.}tative measures, and good stewardship and control techniques. • Doug Riggins stated that the plan was reviewed every three years. The changes were minimal.The county link had been updated and with the list of weeds. Commissioner Chandler-Henry asked about the major noxious weeds in Eagle County that Mr.Riggins was concerned with. Mr.Riggins stated Russian knapweed,thistles,and Russian olive trees were concerns. All of the Colorado noxious weeds were listed on the county website. Commissioner McQueeney moved to approve the resolution adopting the Eagle County Noxious Weed Management Plan for the unincorporated areas of Eagle County. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 3. Contract between Eagle County Public Health and Environment and Colorado Department of Public Health and Environment for Communities that Care Grant Danielle Lettice/Mandy Ivanov,Public Health Executive Summary: This project serves to reduce negative health outcomes among Colorado youth,including substance misuse,violence, and delinquency. CDPHE is funding this project to prevent those health outcomes by reducing risk and increasing protective factors in the lives of youth Ms. Ivanov,Healthy Communities Coordinator,stated that she oversaw the grant that provided funding that filled in service gaps. Commissioner McQueeney moved to approve the contract between Eagle County Public Health and Environment and Colorado Department of Public Health and Environment for Communities that Care Grant. Commissioner Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 3 08/18/2020 4.The Board of County Commissioners will meet as necessary to review and take action on any issues related to the COVID-19 Local Disaster Emergency. There were no items to address. The current public health order had been extended.
