Pathways in Technology Early College High Schools
Memorandum of Understanding
This memorandum of understanding (“MOU”) entered into on ________________reflects
the overall commitment of Eagle County Schools and Colorado Mountain College
(collectively the “Schools”) and Eagle County Government in the partnership for an Eagle
County Pathways in Technology Early College High Schools (“P-TECH”), pursuant to
Colorado HOUSE BILL 15-1270.
P-TECH is an innovative partnership between a school district, a community college, and one
or more local high growth industry employer. Students begin in ninth grade and continue for
up to six years (i.e. high school and two equivalent years of college), and will graduate with
both a high school diploma and an industry- recognized associate degree, in addition to gaining
relevant workplace skills. Students receive intensive student support services, mentoring, job
shadowing, internships, pre-apprenticeships, and other workplace educational experiences. P-
TECH is open to all students, with a special focus on encouraging enrollment of students who
are socio-economically and racially diverse, first-generation college students, English language
learners, and students with disabilities.
Overall Party Responsibilities
The parties agree to facilitate communication with and between each other in order to ensure
that they know all aspects/activities that will be conducted through the Eagle County P-TECH
program. The Schools may choose to select a lead to facilitate communications.
All parties should review their respective roles and responsibilities outlined below and sign
the MOU to indicate their commitment to fulfilling all of these and any additional
responsibilities they may indicate.
Eagle County Schools Responsibilities
Eagle County Schools must provide to the student, at a minimum, coursework, counseling, and
student support services, as well as provisions relating to instructor qualifications for their
attendant educational facilities.
Eagle County Schools should communicate and share decision-making with Colorado Mountain
College and Eagle County Government regarding school operations.
Colorado Mountain College Responsibilities
Colorado Mountain College must provide to the student, at a minimum, coursework,

counseling, and student support services, as well as provisions relating to instructor
qualifications for their attendant educational facilities.
Colorado Mountain College should communicate and share decision-making with Eagle County
Schools and Eagle County Government regarding school operations.
Eagle County Government Responsibilities
Eagle County Government will provide workplace experiences and training (mentoring, job
shadowing, etc.).
Eagle County Government will consult with the Schools on course design, as requested.
Eagle County Government will work with the Colorado Mountain College to ensure that
course and post-secondary program competencies meet wider industry expectations as well as
its needs as an employer.
Eagle County Government’s participation in Eagle County’s P-TECH program includes the
following:
• Identifying a mentor for every participating student (a sample commitment would be for
mentors to participate in at least two face-to-face opportunities with their mentee per
year and communicate with their mentee online every week with an approximate time
commitment of 30 minutes per week.
• Creating an up-to-date skills map that identifies essential job requirements.
• Collaborating with the Schools to identify the post-secondary two year degree that will
ensure students meet industry expectations and validating the proposed scope and
sequence.
• Providing workplace visits, speakers, internships and apprenticeships for participating
students.
• Collaborating with the Schools’ staff to align technical skills and workplace
competencies with curriculum, course offerings, and other resources.
Eagle County Government commits to participate in a statewide network of Colorado P-
TECH schools and work with such colleagues to share expertise and experience on the
development of the Colorado P-TECH model, as well as pertinent resources, tools and
strategies.

The Parties designate the following representatives to ensure coordination during
implementation of this MOU. The Parties may change their point of contact at any time by
providing written notice to the other Party.

Compliance with Applicable Laws and Regulations; Severability Clause
This MOU is subject to all applicable federal, state and local laws, regulations and rules,
whether now in force or hereafter enacted or promulgated. If any term or provision of this
MOU is held to be invalid or illegal, such term or provision shall not affect the validity or
enforceability of the remaining terms and provisions. Meeting the terms of this MOU shall
not excuse any failure to comply with all applicable laws and regulations, whether or not
these laws and regulations are specifically listed herein.
Term, Amendment, and Termination
A. Term of MOU:

1. This MOU becomes effective upon the date listed above.
2. The MOU will remain in effect from the execution date until terminated.
B. Amendments:
1. The Parties may request changes to this MOU, which shall be effective only upon the
written agreement of the Parties.
2. Any changes, modification, revisions, or amendments to this MOU shall be
incorporated by written instrument, executed and signed by the Parties, and will be
effective in accordance with the terms and conditions contained herein.
C. Termination:
1. This MOU may be terminated upon 30-day written notice and agreement by the
Parties to terminate this MOU.
