RESOLUTION REGARDING
FORMATION OF THE EAGLE VALLEY LIBRARY DISTRICT
WHEREAS, it is anticipated that the Board of County
Commissioners shall receive petitions duly executed by qualified
electors requesting that the Board of County Commissioners for
Eagle County place upon the ballot of the November general
election, a question of whether the Eagle Valley Library District
shall be established and authorized to levy a property tax not to
exceed 2.75 mills, pursuant C.R.S. Section 24-90-107 (3).
WHEREAS, it is proposed the Eagle Valley Library District
shall serve all portions of Eagle County not within the town
boundaries of the Town of Vail as well as those areas not within
the boundaries of the Basalt Regional Library District.
NOW, THEREFORE, BE IT RESOLVED:
THAT, upon receipt of said petitions, duly executed by one
hundred registered electors residing in the proposed library
service area, the Eagle County Manager is authorized and directed
to give the following written notice to the Board of Trustees of
the Eagle County Library and to Eagle County:
The Eagle County Board of County Commissioners is in
receipt of petitions, duly executed by registered electors of
Eagle County, requesting the Board to place upon the ballot
of the November 3, 1992 general election, a question of
whether the Eagle Valley Library District shall be established
and authorized to levy a property tax not to exceed 2.75
mills. Said proposed library district shall serve all of
those portions of Eagle County not within the town boundaries
of the Town of Vail as well as those areas not within the
boundaries of the Basalt Regional Library District.
The Board of County Commissioners shall hold a public
hearing on the creation of said proposed library district on
September 14, 1992, at 1:45 p.m., which shall include a
discussion of the purposes of the library to be formed. It
is anticipated that the proposed library district would
replace the existing Eagle County Library.
THAT, at its public hearing on September 14, 1992, the Board
shall consider establishing the ballot question for the election.

Proposal Title and Brief Description: Library District Formation
Colorado Library ~Iaw provides for the conversion of an existing
library system to a library district, a financially and
politically autonomous entity whose sole purpose is the provision
of library services. Library Trustees and County Commissioners
agree: if the Eagle County Public Library System is to meet the
challenges it faces, it must become a library district.
Geographic Area to be served: The boundaries are conterminous
with the boundaries of Eagle County with the exception of the
areas served by the Basalt Library District and the Town of Vail.-
Client Group to be served: Citizens of Eagle County Size of
group: 18,000-22,000.
Anticipated Starting Date for Proposal: January 1, 1993.
Type of Request: Voter Approval for mill levy increase for
capital and operating support.
Total Proposal Cost:$34.00 per year per $100,000 valuation per
property owner.

PURPOSE
The Citizens of Eagle County will directly benefit from the
formation of a library district. It will in essence be THEIR
library as they will decide the funding amount and support they
feel is necessary to meet library service demands.
The Eagle Valley Library District would expand hours of
service, double the amount of materials purchased, expand
business information, increase children's programming, and
provide capital outlay for increased facility space in Eagle and
Avon and a new facility in Gypsum.
More materials would mean an increase in informational
access for students of all ages, business reference sources would
meet the needs of that clientele, and recreational magazines and
books would meet the demands of the general public and special
visitors who are attracted to the area. Databases would be
purchased to provide the latest in reference and business
information. Children's programming would be expanded and
offered throughtout the county. New facilities would allow space
for the above growth as well as offering a pleasant atmosphere
for studying and/or recreational reading, and space for
programming for both children and adults.
With a 2.75 mill levy it is felt that the budget would be
appropriate to carry out the above intended outcomes.
The experience and training of the staff of the Eagle County
Public Library both on the professional librarian and
pars-professional level with additional personnel will be able to
carry out the purposes of this proposal.

STATEMENT OF NEBD
I. Sub-standard number of items (books, audio-visual
periodicals) the library will need in it's collection to
meet future service requirements. .
II. Sub-standard library space involving the following areas:
A. Floor space that is needed to house the current and
recommended standards of the projected collection.
B. Number of seats the library needs to accommodate in-
house use of the collection.
C. The number of staff work stations that are necessary to
support the staff's projected routines and how much
floor space these require. .
D. Capacity of meeting rooms that the library needs and
how much floor space these require.
The following is a step-by-step process for -determining
collection size specifications and space requirements. It is a
combination of methods approved by the American Library
Association and the Wisconsin Department of Public Instruction,
