HomeMy WebLinkAboutR20-097 Bridge Grant Program for Small Businesses Impacted by COVID DocuSign Envelope ID:848EB2F6-DC5D-4B8B-A1A1-BC1 C17405096 Resolution No.2020-097 Commissioner Scherr moved adoption Of the following Resolution: A RESOLUTION BY THE EAGLE COUNTY BOARD OF COUNTY COMMISSIONERS ESTABLISHING THE EAGLE COUNTY BRIDGE GRANT PROGRAM FOR EAGLE COUNTY SMALL BUSINESSES IMPACTED BY THE COVID-19 PANDEMIC WHEREAS,on March 6,2020,Eagle County Public Health and Environment("ECPHE") confirmed its first case of COVID-19 within the county. Since that time,Eagle County has seen over 2,731 cases of the illness as well as 13 fatalities to date;and WHEREAS,on March 6,2020,pursuant to the authority delegated by the Board of County Commissioners("Board"),the Eagle County Manager declared a COVID-19 Local Disaster Emergency ("Declaration")because the cost and magnitude of responding to and recovering from the impact of COVID-19 in the community is far in excess of the county's available resources. Said Declaration has been extended and remains in effect; WHEREAS, ECPHE, pursuant to the authority in C.R.S. §25-1-506(2)(a)(I), and in conjunction with statewide and federal mandates, currently has a standing public health order that remains in effect regulating and otherwise curtailing personal and business activities necessary to address the ongoing transmission of COVID-19 within Eagle County;and WHEREAS,without the participation and cooperation of local businesses through the imposition of public health closures,restrictions, and guidelines,the threat to the community from COVID-19 would be significantly greater; and WHEREAS,the Board recognizes the financial and personal sacrifices made by business owners, employees, customers, and the public at large to comply with public health orders, executive orders, and other requirements to help keep the community safe by controlling the spread of COVID-19;and WHEREAS, without the sacrifices and business interruptions made by the small business community, Eagle County would lack the resources and funding to take the necessary public safety measures to protect the community as a whole;and WHEREAS, the Eagle County business community has been instrumental and vital in a cooperative effort with ECPHE to mitigate against the uncontrolled spread of COVID-19 by complying with public health guidelines and requirements,resulting in unexpected financial losses incurred as a result of governmental mandates;and WHEREAS,the Board recognizes the public purpose in creating the Eagle County Bridge Grant program for Eagle County small businesses impacted by the COVID19 pandemic. Aiding these businesses in their ability to curtail operations to assist our efforts to slow the spread of COVID-19 is critical to the effectiveness of our local and statewide public health orders. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS FOR EAGLE COUNTY AS FOLLOWS: 1. The Eagle County Bridge Grant program is hereby created for local businesses financially impacted by the public health emergency resulting from the COVID-19 pandemic. Eagle County shall allocate one million dollars in fiscal year 2020 and two million dollars in fiscal year 2021 in payments to qualifying and eligible local businesses,to reimburse the costs of business interruption caused by required closures and other COVID-19 related losses. The grant program may be increased, lowered, or otherwise modified in the sole discretion of Eagle County. The program shall be administered in compliance with the appropriate guidance from the Eagle County Finance Department. 3. Information regarding the program,administration,eligibility criteria,application process, and other necessary details may be found at https://sites.google.com/eaglecounty.us/covid/bridge-eagle- county. 4. All eligible local businesses that have suffered economic losses due to the COVID-19 emergency and that meet the eligibility criteria are encouraged and urged to make application for financial assistance.
