AUTHORIZING EXTENSION OF INSURANCE COVERAGE THROUGH EAGLE COUNTY'S GROUP PLAN PAST THE NORMAL "COBRA" PERIOD WHEREAS, by Resolution No. 87-39, the Board of County Commissioners of the County of Eagle, State of Colorado (herein- after referred to as the "Board"), adopted a classification and compensation plan for all County employees paid in whole or in part by the County, hereinafter referred to as "the 1987 Personnel Policy"; and WHEREAS, in connection with the 1987 Personnel Policy, and for the convenience of county employees, the Eagle County Depart- ment of Human Resources developed an "Eagle County Employee Handbook" which incorporates the policies and other information related to employment by Eagle County; and WHEREAS, from time to time, the Board has deemed it neces- sary and appropriate to amend the 1987 Personnel Policy, and the related provisions of the Employee Handbook; and WHEREAS, in conformance with the Federal Consolidated Omnibus Budget Reconciliation Act ("COBRA"), the 1987 Personnel Policy provides that eligible covered employees and/or their eligible dependents may, if they meet certain requirements, continue group insurance coverage for a period of 18 months following an employee's separation from county employment; and WHEREAS, the Board desires at this time to amend the 1987 Personnel Policy related to COBRA continuation of insurance coverage as it applies to the following-described elected offi- cials and employees (hereinafter collectively referred to as "Qualified Employees"): 1. Present and future Elected officials who served a minimum of eight years as an elected official of Eagle County. 2. Past Elected Officials who are currently covered under COBRA, who served a minimum of eight years as an elected official of Eagle County, or a combination totaling eights years as an elected official and employee with Eagle County. 3. Employees who leave employment with the Eagle County after a minimum of 20 years with the County. WON I � I *W-1 to) ki 1:4 Wwe) � V; I RNMERAW-911 I %,! U 0 4W4019 THAT, Qualified Employees, if covered by Eagle County group insurance at the conclusion of their respective elected terms of office, or on the effective date of resignation (if applicable), may elect to continue to participate in Eagle County's group insurance coverage for themselves for as long as they so desire. THAT, Qualified Employees may elect to continue Eagle County's group insurance coverage for their covered eligible spouses, for as long as they so desire. THAT, Qualified Employees may elect to continue Eagle County's group insurance coverage for their covered eligible children, for up to 36 months past the date each child reaches maximum age as provided by the then current insurance coverage documents. THAT, the continued participation by Qualified Employees provided for hereby is subject to timely payment of monthly premiums by the Qualified Employee; to applicable provisions of the 1987 Personnel Policy not otherwise amended hereby; to subsequent amendments of the 1987 Personnel Policy; and to all State and Federal laws and regulations which affect the operation of Eagle County. THAT, the Director of the Department of Human Resources is requested and directed to amend the Employee Handbook to reflect the within action of the Board.
