EDA CARES Act Recovery Assistance to Counties
CONTRACT
This contract is made between Eagle County Government and Northwest Colorado Council of
Governments Economic Development District. Eagle County Government is awarded $30,000 to carry
out the activities described in the Scope of Work attached to this contract (Attachment A), which shall
outline projects for economic recovery and resiliency efforts that prevent, prepare for, and respond to
coronavirus, including for necessary expenses for responding to economic injury as a result of
coronavirus, as well as serve to carry out strategies and tasks outlined in county-level economic
development plans. The project shall be a partnership between the Eagle County Government and the
Economic Development Organization(s) in Eagle County. The project will start on Oct. 1, 2020 and will be
completed no later than March 30, 2022. This funding comes from EDA CARES Act.
Reporting Requirements:
Eagle County will submit progress reports, no more than 2 pages in length, describing progress on the
scope of work every 6 months on the following dates:
•April 1, 2021 (covering the period October 1, 2020 – March 30, 2021)
•October 1, 2021 (covering the period April 1, 2021 – September 30, 2021)
•April 1, 2022 (covering the period October 1, 2021 – March 31, 2022)
Payment Schedule:
•$10,000 – 10/15/2020
•$10,000 – 1/1/2021
•$10,000 – 10/1/2021

Attachment A: Scope of Work
County: Eagle County
1. Eagle County is leading the development of a community-wide Community Vision and
Resiliency Plan. Through a robust community engagement process, stakeholders and
community members will work to achieve these desired outcomes:
1. Build a more equitable, resilient, and sustainable community
2. Create a community vision for Eagle County
3. Develop a team of community partners invested in the plan and each other
4. Create strategies that advance to community’s vision for the future
5. Build action plans for priority strategies that identify specific action steps and the planning
and implementation vehicles (e.g. Economic Recovery and Resilience Plan, Comp Plan, LURs,
CAP, Housing Guidelines, etc) to carry the vision and strategies forward.
SCOPE PHASE 1: GROUNDWORK, VALUES, ASSESSMENT

underneath challenging political issues.

2. Through work with Vail Valley Partnership, Eagle County developed the Eagle County
Economic Development Plan in 2016. Five objectives were identified: build a business-friendly
Eagle County; market the Vail Valley business brand; retain, grow and recruit businesses;
support our opportunity segments; and provide support for a quality workforce.
The final objective of “provide support for a quality workforce,” strikes at the heart of the
issues facing Eagle County today. As an economy built upon tourist-based recreation and
amenities, Eagle County has been hard hit by the Covid-19 Coronavirus with 21%
unemployment at the beginning of the pandemic, double that of the Colorado state average.
The pandemic has exposed fissures in our local economy which have existed for decades - the
lack of affordable housing, sustainable and comprehensive transportation systems, affordable
and accessible childcare, and affordable and accessible healthcare. COVID-19 has not only had
disparate financial impacts on low- to mid-income workers, but also many employees and their
families were unknowingly exposed to the virus. For example, Latinos, who make up just 30% of

the Eagle County population, represent 60% of the positive tested COVID cases, all due to lack
of benefits, sick pay, information, health care and other protective programs and policies.
Similarly, the strategic direction provided by NWCCOG in its Economic Development District’s
Comprehensive Economic Development Strategy (CEDS) also emphasizes the importance of the
same issues. Without a quality workforce, a diversified economy, and supports for workers and
families, we cannot be resilient in the face of so many challenges.
3. Through the emergency management support function for economic resiliency, Eagle County
has been working closely with Vail Valley Partnership, Basalt Chamber of Commerce, and other
entities to launch this project with Community Builders. Individuals from both organizations will
sit on the leadership/steering committee for this plan.
