This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
COVID-19 Update
Birch Barron reviewed the key performance indicators. Statewide there had been a decrease in COVID-19
cases and a slight flatting of the curve. There were a lot of increase cases in the southern states.The community
was dependent on visitors, and it was important to look closely at creating a culture for visitors so there was a
respect for the community. Hospital visits and medical visits were comfortable. Over the last five day period,there
had been 33 new cases,representing a significant increase. It was too soon to determine if this increase was a
trend. He believed that Eagle County was a community that cared about one another and everyone needed to take
responsibility. The county submitted a variance request to the state a couple of weeks ago,but the county had not
received an approval or denial of the variance. The county was currently in the"Blue Phase"and making changes
to remove the cap on lodging and allow small gathering with social distancing.
Commissioner Scherr asked if the outbreaks came from outside the community.
Mr.Barron stated that most of the outbreaks were residents in the Roaring Fork area. The two large
clusters came from groups of people participating in public gatherings within the community.
Commissioner Updates
Commissioner Scherr encouraged everyone to get out and vote. Ballots could be dropped off at various
locations in the county.
Chairman Chandler-Henry reminded people of the importance of wearing masks. Washing hands and
social distancing was still very important. The county was working with the communications department to
provide information to guests and visitors who may not be aware of the face covering recommendations.
County Manager Updates
Jeff Shroll stated that he just returned from a meeting with the Beaver Creek Restaurant and Lodging
Association and provided to them an update on the county's current state of affairs. He believed the lodging
industry and restaurant owners were happy that certain restrictions were being lifted.

Chairman Chandler-Henry stated that Item 2 would be pulled from the Consent Agenda and considered by
the Eagle County Air Terminal Corporation later on the agenda.
Commissioner Scherr moved to approve the Consent Agenda for June 23, 2020,as presented, excluding
Item 2.
Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. Fire Impact Fee Increase-Greater Eagle Fire Protection District

Executive Summary: The Greater Eagle Fire Protection District approved an increase to the Emergency Service
Impact Fee which is collected by Eagle County at the time of Building Permit Application. The fee is set and

revised annually by the fire district based on inflation and approved by the Board of County Commissioners.The
proposed fee increase is 2.7%.

Ms. Landers dialed in Kathy Parker from the Attorney's Office.
Ms. Landers stated that the impact fees were used to maintain services and improvements and were
collected by the county on behalf of the Fire District.
Ms. Parker stated that this was basically a cost of living increase.
Commissioner Scherr moved to approve the fire impact fee increase for the Greater Eagle Fire Protection
District.
Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
2. Resolution 2020-045 Authorizing Treasurer to Waive and Suspend Late Property Tax Payment Interest

Ms. Simonton explained that the resolution was an effort to provide financial relief to taxpayers during the
COVID-19 pandemic and was in line with Colorado House Bill 20-1421, enacted on June 14,2020.
Chairman Chandler-Henry thanked Ms. Simonton for her work on getting the bill through legislature and
getting Eagle County set up to participate.
Commissioner Scherr moved to approve the resolution authorizing the Treasurer to waive and suspend late
property tax payment interest.
Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
3. The Board of County Commissioners will meet as necessary to review and take action on any issues related
to the COVID-19 Local Disaster Emergency.
There were no items under this category today.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Air Terminal Corporation.
Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Eagle County Air Terminal Corporation
1. Termination Agreement in Connection with the Payoff of the 2017A Bonds for Eagle County Air
Terminal Corporation(ECAT)

Executive Summary: The 2017A ECAT Bonds(which refunded prior bonds that financed the de-icing facility and
acquisition of the road improvements site)have been paid off on May 1, 2019. This Agreement terminates related
project agreements, leases and subleases associated with the paid off bonds. Since those project agreements, leases
and subleases were recorded,we would like to record the Termination Agreement as well to clear the title.
Mr. Treu explained the details of the agreement.

Executive Summary: The applicant requests approval for a Minor Type B Subdivision to subdivide townhome
units located at 230-236 Overlook Ridge and Buildings S &T Tract within the Blue Ridge Planned Unit
Development. The request is to subdivide"Building Q Tract"into four individual lots for separate sale and also
subdivide"Buildings S and T Tract"into"Building S Tract"and"Building T Tract". This hearing is one of two
hearings on this file; the second hearing is scheduled for June 30, 2020.
Mr.Berck stated that public comment period would close on Friday,June 26th at 5 p.m..People could
submit public comment through the active land use page. The applicant wished to create new lots within a legally
approved subdivision. The subdivision and associated density were approved as part of the Blue Ridge Planned
Unit Development in August 1999. Prior to this application, 61 of the approved 121 townhouses units had been
built and platted. The application was sent to 15 external agencies and 5 of the 15 agencies responded. Staff
confirmed the school land dedication payment was made in 2005,parking standards had been adhered to, and
comments from the Metropolitan District and Colorado Geologic Survey were added at the time of building permit.
The standards for access,water, and sewage had been met.
Jeffery Spanel,representative for the applicant, stated the project was moving forward. He anticipated two
more phases in the future.

Holly Strablizky,Assistant county Attorney stated that public comment would remain open until Friday
June 26.
Commissioner Scherr moved to table the file until June 30, 2020 at 2 p.m.
