This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney reminded everyone that schools were out and to be on the lookout for kids in
the neighborhood. She spoke about looking back at this in a year and reminded everyone to be compassionate in
regards to transitioning into the next phase. It would take some time to adjust to the change.
Commissioner Scherr reminded everyone about the state Primary Election coming up next month. June 1st
was the last day to declare a party affiliation. People could check their registration online at govotecolorado.gov.
Unaffiliated voters would be receiving two ballots but could only vote one.
Chairman Chandler-Henry gave a shout out to all of the staff at Eagle County for making this transition to
"Blue"possible. She also gave a shout out to everyone involved in the Memorial Day ceremony yesterday at
Freedom Park. Pat Hammon and Carolyn Schneider with the Veteran Service Office organized the event. The
video that the Eagle County Communications team did of the ceremony was amazing.
County Manager Updates
Jeff Shroll spoke about the efforts of all the team members and the relationships in the private sector to get
the county moving forward. There was a lot of research that the county team was doing behind the scene to get the
county where were today. He thanked the community for their patience. It was his hope to begin moving into phase
three in four weeks' time. He thanked the entire county team for their in work providing helpful information.
COVID-19 Update
Birch Barron, Emergency Operation Center Manager spoke about the next phase and what was needed to
be successful. He believed that the community really stepped up which got us to the next phase. The next step
would allow restaurants to open with a 50%capacity inside and unlimited outside as long as social distancing was
followed. Everything carried some level of risk but the risk was manageable. The risk of not doing anything
different would have devastating effects on the community and economy. The disease was still out there so there
needed to be a commitment to personal responsibility. He reviewed the performance indicator dashboard which
indicated that there was still disease being spread in the community and social distancing was still important to
reduce the disease spread. Over the last 10 days there had been 17 new cases and two hospitalizations. The state
and national trends were being monitored. The goal was to support everyone in the new"Blue"phase. The
extension of the COVID Disaster Emergency Resolution if approved would run through June 20, 2020.

Commissioner Scherr moved to approve the Consent Agenda for May 26, 2020,as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. Agreement for Professional Between Eagle County and Clarion Associates for Land Use Regulation
Rewrite

Executive Summary: The requested contract approval is for a revised contract negotiated to successfully complete
the comprehensive rewrite of Eagle County's Land Use Regulations. The county executed a contract with Clarion
for this work in February 2018; however, the project was placed on hold. The county has renegotiated the Scope of
Work for the project based on current goals and community needs. This contract represents the revised Scope of
Work and revised Project Budget to execute the project.
Morgan Landers stated that the agreement had been renegotiated. There would be public meetings and
online platforms that would allow for public input.
Commissioner Scherr moved to approve the agreement between Eagle County and Clarion Associates for
Land Use Regulation rewrite.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
2. Resolution 2020-039 Fourth Extension of Eagle County COVID-19 Disaster Emergency

Executive Summary: This resolution will extend the Eagle County COVID-19 Disaster Emergency Resolution

Chairman Chandler-Henry stated that the resolution would extend the Disaster Emergency Resolution
through June 20,2020.
Commissioner McQueeney moved to approve the Fourth Extension of the Eagle County COVID-19
Disaster Emergency resolution.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
3. The Board of County Commissioners will meet as necessary to review and take action on any issues related
to the COVID-19 Local Disaster Emergency.
