This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
COVID-19 Update
Birch Barron, Eagle County Emergency Manager,provided an update on COVID. Mr.Barron reminded
www.ecemergency.org has the most up to date information. Mr.Barron presented a Weekly Performance Indicator
document that will be used. Any data presented May 11th and before was a reflection of what was done when the
county was shut down. He was looking at two weeks after a phase change to see what the trend was moving
forward. With that in mind,the local disease trends are"yellow,"which was cautious because those trends did not
reflect the current phase.
Commissioner Schen stated the data was a shadow of the past. What was happening today would show up
in the data two weeks from now.
Mr. Barron agreed with Commissioner Scherr. The hospital and EMS data showed up three to four weeks
after the occurrence. The virus had been impacting high risk populations. Emergency Management had been
working closely to help high-risk populations. Contract tracing had shown that folks were engaging in more social
activities. The current phase was leading to more disease spread, and it was important to monitor that. The county
has had 16 cases in the past 10 days. The level of cases had stayed low, and this made them feel comfortable.
Currently 5.5%of the tests were coming back as positive, compared to the peak period when 40%of tests were
coming back positive. New cases appeared to be dropping across most of Colorado. Regional testing capability
was beginning to improve. He referred to the COVID dashboard. The data came from Vail Health and from Eagle
County Public Health. The numbers were carefully entered by staff when the data was solid.
Commissioner Chandler-Henry asked for information on the self-reporting tool.
Mr. Barron explained that the self-reporting data was critical when it wasn't possible to test everyone with
symptoms. As time has gone on,the self-reporting data has become less instructive as we now have the ability to
test everyone expressing symptoms. Earlier in this crisis,we had close to one-half of the people who tested for
COVID,test positive. Now,we were at 5.5%positive results, so the self-report tells us a bit less. The self-report
data was completely independent from the confirmed case side of the dashboard.
Commissioner McQueeney asked where the public would be able to see new information.
Mr. Barron recommended the One Valley Voice and the www.ecemergency.org page.
Commissioner McQueeney suggested that the dashboard be revised a bit as the data information changed.
She pointed out that there were over 1000 self-reports; so she believed that folks were engaging with the tool.
Mr. Barron spoke about timing for the next phase. Monday,May 25th was the next day they were looking
at to see if there was anything concerning that would prevent the county from taking the next steps on that day. The
data from the Green phase would determine if it was possible to move forward. He had seen a great level of
personal responsibility in the community.
Commissioner Chandler-Henry thanked Mr.Barron and his team for his time and efforts.
Commissioner Updates

Commissioner McQueeney had been thinking about county government as being approachable and how the
county's legacy would be seen looking back. She felt the county had been evidence-based, innovative,
approachable and responsible. She felt we would be blessed if we could look back at this period and could say that
we handled this with empathy and kindness as county government and as a community.
Commissioner Scherr also wanted the community to look back and find silver-linings. Colorado Mountain
College was offering free classes. This was a tremendous opportunity to grow. CMC was also offering business
consulting services. He encouraged the public to visit www.coloradomtn.edu and explore the services.
Commissioner Chandler-Henry thanked everyone in the community for their ongoing efforts. Fatigue was
considerable. She encouraged people to be kind to them and have fun when possible.
County Manager Updates
Jeff Shroll encouraged the community to embrace and look for opportunities for kindness and empathy in
one's own neighborhood. He thanked a couple of the county partners, Chris Romer with the Vail Valley
Partnership and Mike Imhoff and his team at Vail Valley Foundation.. They have been working hard to reimagine
what a new future looked like for our community. Yuri Kostic has had some great ideas he would like to see
implemented on a larger basis. Cole Bangert with Sage Outdoor Adventures was doing a great job being
innovative. These kinds of innovations were great and he looked forward to May 25th when he hoped to see the
county reopen. If the county could stay adhere to the five commitments on the trail map, it would be possible to
reopen to the next phase.
Consent Agenda
1. Resolution 2020-036 Adopting a First Amendment to the Schedule of Airline Rates and Charges for the
Eagle County Regional Airport

Commissioner Scherr moved to approve the Consent Agenda for May 12, 2020,as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-henry opened and closed constituent input, as there was none.
Business Items
1. The Board of County Commissioners will meet as necessary to review and take action on any issues related
to the COVID-19 Local Disaster Emergency.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

1. Agreement for Services between Lake Creek Village LLC and Mountain Top Ventures, Inc. d/b/a SHC
Nursery and Landscape Co.

Executive Summary: Executive Summary: We will be utilizing a new company in 2020 for landscaping
services.For the past few years we have worked with Ceres Landcare. While our service was very good, we've
decided to go a different direction due to improved pricing and summer plans. We have worked with SHC for the
past few years at Golden Eagle and Seniors on Broadway in Eagle, CO. Their price is fair and their quality of work
is excellent.
Commissioner Scherr moved to approve the agreement for services between Lake Creek Village LLC and
Mountain Top Ventures, Inc. d/b/a SHC Nursery and Landscape Co.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Housing Authority and re-convene as
the Eagle County Board of County Commissioners.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Discussions - Holy Cross Room/Virtual
1. The Board of County Commissioners will meet as necessary to discuss any issues related to COVED-19.
