This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
COVID-19 Update
Birch Barron,Director of Emergency Operations Center, stated that the county was moving into a new
phase. As of Monday people could congregate in groups of 10 with adequate spacing. There would be a little more
flexibility now. The second piece was recognizing the economic impact of the crisis and giving people guidance,
allowing businesses to open, and helping people get back to work. It was important to remember the disease was
still in the community, so the responsibility was on everyone to move forward reasonably. The next step would be
four to eight weeks out depending on case transmission and impacts on the medical system. There was a lot of
deep thought going into the process moving forward.
Commissioner Updates
Commissioner McQueeney appreciated the update from Mr. Barron. She believed it was important to
continue social distancing. The disease was not visible. She encouraged everyone to be safe and avoid gatherings
with friends.
Commissioner Scherr reminded everyone about the importance of masks. Some businesses were
requirement masks or face coverings and some were not. The masks were not to protect ourselves but to protect
others.
Chairman Chandler-Henry thanked Mr.Barron for his continued updates. She reminded everyone about
the Eagle County COVID Dashboard. The Dashboard showed how the county was doing as a community. People
were being encouraged to get a test immediately if they were symptomatic. She encouraged people to continue to
write in and/or ask questions.
County Manager Updates
Jeff Shroll shared a message he received from Kelley Collier from the Valley Classifieds. He believed the
article was amazing and reminded everyone no be kind regardless of their circumstances.

Commissioner McQueeney moved to approve the Consent Agenda for April 28, 2020, as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. The Board of County Commissioners will meet as necessary to review and take action on any
issues related to the COVID-19 Local Disaster Emergency.
2. Resolution 2020-034 authorizing an Extension of the Temporary Moratorium on the Filing of all
Applications for Land Use Development Permits and on the Scheduling of any Public Hearings or
Work Sessions through May 31, 2020.

Executive Summary: On March 17, 2020, the Board of County Commissioners adopted Eagle County
Resolution 2020-024, implementing a temporary moratorium on the filing and processing of land use
development permit applications and on the scheduling of public hearings and work sessions for a period
of forty-four(44) days, ending at 11:59 p.m. on April 30, 2020 (the"Temporary Moratorium"). On April
16, 2020, Eagle County requested approval for exemptions from some portions of the state's COV ID-19
public health orders. The exemptions would provide Eagle County Public Health&Environment limited
flexibility to start implementing plans that could slowly and incrementally reopen portions of the
community in an approach that still aims to prevent a resurgence of the virus. The Governor is expected to
approve the requested exemptions on April 23, 2020. The Temporary Moratorium ends on April 30, 2020,
and the County desires to continue to take necessary precautions to reduce the spread of COVID-19 during
the period of partial relief from Colorado stay-at-home orders. The County has therefore determined it is
necessary to extend the temporary moratorium on the scheduling of public hearings or work sessions and
on the filing and processing of land use development permit applications for an additional 31-day period,
through May 31, 2020, in order to both avoid additional community spread of COVID-19 and to evaluate
the operations of the County and monitor the spread of the virus.
Jeff Shroll stated that the board was carefully monitoring the different models. The biggest
concern was hosting a public hearing on a land use file and disenfranchising anyone from weighing in
correctly. The planning team was still working and hopefully getting to a place where all the files could be
addressed quickly when it was safe to do so.

Commissioner McQueeney encouraged the community to recognize the unusual circumstances and
be patience.
Mr. Shroll gave a shout out to several developers for being understanding and acting with great
patience.
Commissioner Scherr moved to approve the resolution authorizing an Extension of the Temporary
Moratorium on the Filing of all Applications for Land Use Development Permits and on the Scheduling of any
Public Hearings or Work Sessions through May 31,2020.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
3. Resolution 2020-035 Third Extension of the Eagle County COVID-19 Disaster Emergency

Executive Summary: This resolution will extend the Eagle County COVID-l9 Disaster Emergency
Resolution
Mr.Barron stated that this resolution did not change much other than the authorizing County Government
to develop a plan for reopening.
Chairman Chandler-Henry stated that the declaration went through to May 31.
Commissioner McQueeney moved to approve the Resolutions Approving the Third Extension of the Eagle
County COVID-19 Disaster Emergency.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Eagle County Housing and Development Authority
1. Agreement for Services Between Lake Creek Village LLC and Vail Honeywagon Enterprises LLC

Executive Summary: In 2019, we entered into an agreement with Waste Management of Colorado to oversee the
trash removal at Lake Creek Village. After repeated challenges and poor service,we concluded our best option was
to terminate our contract and enter into one with Vail Honeywagon, a locally owned company,who can assist us
with future plans while ensuring we are serviced promptly.
Commissioner McQueeney moved to approve the agreement for services between Lake Creek Village
LLC and Vail Honeywagon Enterprises LLC.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing Authority and re-convene as the
Eagle County Board of County Commissioners.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
