BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 92 - ~~_
RESOLUTION CONCERNING APPOINTMENTS
WF~REAS, The Boazd of County Commissioners of the County of Eagle, State of Colorado
(hereinafter "the Boazd"), desires to make certain necessary administrative appointments and
designations for the terms specified hereinbelow; and
WHEREAS, the Boazd further desires to make necessary appointments to the various
commissions and boazds established by the Board resulting from the fact that certain terms have,
or in the near future will, expire, all of such commissions and boards being selected, designated
and appointed by the Boazd; and
WHEREAS, it is necessary that the Board designate official legal depositories for the County
of Eagle, State of Colorado, for fiscal yeaz 1992, pursuant to Sections 24-75-603 and 30-10-708,
C.R.S.; and
WI~REAS, the Boazd wishes to designate an official legal newspaper for fiscal yeaz 1992 for
the publication of all County business which, by law, must be published; and
WHEREAS, the following appointments and designations do not constitute contractual
obligations of the County of Eagle nor of the Boazd, and the County and the Board aze not
legally bound for the respective terms of appointment of designation as specified hereinbelow,
the County, by and through the Board, having the authority, in its sole discretion, to change,
add, or abolish such appointments and designations and to fill vacancies therefor as it sees fit.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMII~IISSIONERS
OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Commissioner Richard L. Gustafson be and is hereby elected Chairman to the Board
of County Commissioners of the County of Eagle, State of Colorado, for cone-year term
commencing January 6, 1992, and continuing until his successor is appointed for fiscal year
1993, in accordance with Section 30-10-307, C.R.S.
THAT, Commissioner Donald H. Welch be and is hereby elected Vice Chairman to the Board
County Commissioners of the County of Eagle, State of Colorado, to preside, in the absence
of the Chairman, at all meetings of the Boazd and to sign all County orders concerning matters
submitted to the Boazd or connected with its powers and duties, for cone-year term commencing
January 6, 1992, and continuing until his successor is appointed for fiscal year 1993.
THAT, James R. Fritze be and is hereby appointed the Eagle County Manager and Eagle
County Budget Officer for the term commencing January 6, 1992, until further order of the
Boazd, in accordance with Section 30-11-107 (1) (n), C.R.S. and Section 29-1-105 C.R.S.
THAT, Kevin B. Lindahl be and is hereby appointed the Eagle County Attorney for the term
commencing January 6, 1992, until further order of the Boazd, in accordance with Section 30-
11-118, C.R.S.
THAT, James R. Fritze be and is hereby appointed Special Counsel to the Boazd to handle
those legal matters the Boazd of County Commissioners may from time to time designate.
THAT, Don Fessler be and is hereby appointed the Eagle County Road and Bridge Supervisor
for all roads constituting the County roadway system for the term commencing January 6, 1992,
until further order of the Boazd, in accordance with Section 43-2-111, C.R.S.
THAT, Kathleen Forinash be and is hereby appointed Eagle County Director of Social Services
for the term commencing January 6, 1992, until further order of the Boazd, in accordance with
Sections 26-1-115 and 26-1-117 (1), C.R.S.
THAT, Kathleen Forinash be and is hereby appointed Secretary to the Eagle County Board
of Social Services for the term commencing January 6, 1992, until further order of the Boazd,
in accordance with Section 26-1-117 (1), C.R.S.
THAT, Ross W. Armour, M.D., be and is hereby appointed the Eagle County Health Officer
for the term commencing January 6, 1992, until further order of the Boazd, in accordance with
Section 25-1-601, et seq., C.R.S.
THAT, Jack Johnson be and is hereby appointed the Eagle County Emergency Management
Director for the term commencing January 6, 1992, until further order of the Boazd, in
accordance with Section 24-33.5-707, C.R.S.
THAT, in conjunction with the aforesaid statutory authority, the Boazd acknowledges that it has
established various administrative departments and designated directors thereof deemed necessary
by the Boazd for the efficient management of the business and concerns of the Eagle County
government; however, the Board finds, determines and declazes that the normal appointment of
such department directors, except as otherwise noted hereinbelow, is not necessary nor
appropriate since such directors aze under the supervision and direction of the County's Manager
who, in turn, is under the direct control of the Boazd. The Boazd reserves the right and
authority granted to it by statute to designate, from time to time, certain County employees to
such directorships who shall serve at the pleasure of the Boazd while in such positions, to
prescribe the duties to be performed by such department directors, and to pay the same from the
appropriate County fund; all of the foregoing being at the sole discretion of the Boazd.
THAT, James R. Fritze be and is hereby appointed Eagle County's representative to the
Community Corrections Board for the Fifth Judicial District, until further order of the Boazd.
THAT, George A. Gates be and is hereby reappointed Eagle County's representative to the
Northwest Colorado Council of Governments, for a term continuing until his successor is
appointed for fiscal yeaz 1993.
THAT, Richazd L. Gustafson be and is hereby appointed Eagle County's representative to the
Colorado River Water Conservation District, for a term continuing until his successor is
appointed for fiscal year 1995.
THAT, Richazd L. Gustafson be and is hereby appointed Eagle County's representative to the
Ruedi Reservoir Water and Power Authority for a term continuing until his successor is
appointed for fiscal yeaz 1993.
THAT, Sid Fox be and is hereby appointed Eagle County's representative to the Roaring Fork
River Council, until further order of the Boazd.
THAT, Jack Johnson be and is hereby appointed as the Eagle County Veteran Services Officer
for a term commencing January 6, 1992, until further order of the Board.
THAT, the Boazd does hereby appoint Donald Price and Robert Warner to serve as regular
members to the Eagle County Zoning Board of Adjustment, for terms commencing with the
first Zoning Boazd of Adjustment in 1992, and continuing through the first regular meeting of
the new Zoning Board of Adjustment of the year 1993. The Boazd desires to defer the
appointment of alternate members to the Zoning Board of Adjustment.
THAT, Robert Tether is hereby appointed to serve as a regulaz member of the Eagle and
Colorado Valley Planning Commission for a term commencing January 6, 1992, and
continuing until his respective successor is appointed for fiscal year 1994. The Boazd further
appoints as alternates to the Eagle and Colorado Valley Planning Commission, Kathy Heicher,
Arlene Quenon and Jeff Forbes, for terms commencing January 6, 1992, and continuing until
their successors shall have been appointed for fiscal year 1993.
THAT, the Boazd desires to defer the appointment of members to the Roaring Fork Valley
Planning Commission.
THAT, the Boazd does hereby appoint Rose Belden, Rick Beveridge, Dan Wilson, and Trent
Eichler to serve as regular members of the Eagle County Fairboard, for terms beginning
January 6, 1992, and ending when their successors have been appointed for fiscal yeaz 1995.
THAT, Pam Holmes-Boyd be and is hereby reappointed to serve as Trustee of the Eagle County
Library Board, for a term commencing the first regular meeting of the Library Boazd in 1992,
and continuing through the first regulaz meeting of the Library Boazd of the yeaz 1995.
THAT, the Boazd does hereby appoint the following individuals to serve on the Usage
Committee for the Golden Eagle Senior Center, for one-yeaz terms commencing January 6,
1992, and continuing until their successors aze appointed for fiscal year 1993:

THAT, the Boazd does hereby designate the Eagle Valley Enterprise as the official legal
newspaper of the County of Eagle, State of Colorado, for fiscal year 1992, and until further
order of the Boazd of County Commissioners.
THAT, the Boazd does hereby designate all Colorado State banks and savings and loan
institutions and all Federal charter banks and savings and loan institutions located within the
State of Colorado which meet all Federal and State statutory requirements regazding county
deposits as legal depositories for the County of Eagle, State of Colorado, in accordance with
Section 24-75-~3 and 30-10-708, C.R.S., as amended.
THAT, the Boazd does hereby appoint the firm of Bondi & Co. as the official auditor for the
County of Eagle, State of Colorado, for a term commencing January 1, 1992, and ending the
first regular meeting day of fiscal yeaz 1993.
THAT, the Boazd hereby finds, determines and declares that this Resolution is necessary for the
public health, safety and welfaze of the residents of the County of Eagle, State of Colorado.
MOVED, READ AND ADOPTED by the Board of County Commissioners of the County of
Eagle, State of Colorado, at its regular meeting held the 6th day of January, 1992.
