BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION N0. 81- /~
MERIT INCREASE POOL - BUDGET HEARINGS FOR THE 1981 FISCAL
YEAR - COMPLETION OF CLASSIFICATION AND COMPENSATION
STUDY FOR THE COUNTY OF EAGLE, COLORADO.
WHEREAS, pursuant to ยง 29-1-110, C.R.S. 1973, as
amended, the local Government Budget Law, the Board of
County Commissioners, County of Eagle, Colorado, herein-
after referred to as the "Board", has the ultimate respon-
sibility for the conduct of the fiscal affairs of the
County including, but not limited to, the construction and
adoption of an annual budget from submission from the
various County departments of their anticipated financial
needs for the ensuing year; and
WHEREAS, pursuant to such authority, the Board, as
prescribed by law, held public hearings on September 29,
September 30, October 1, October 2, October 3, and October
6, 1980, respectively, to construct and establish the budget
for the 1981 fiscal year for the County of Eagle, Colorado,
its various departments, offices, boards, commissions, and
other spending agencies; and
WHEREAS, in establishing and formulating the 1981
budget, the Board took into consideration with each department's
request the amount of revenue available, the needs of other
county departments and the ability of the county's taxpayers
to fund additional requests, as well as the requesting
department's need for the expenditures; and
WHEREAS, during such budget public hearings, it
was brought to the attention of the Board that the present
County Classification and Compensation Plan and its various
amendments thereto had not adequately addressed the present
needs and demands of county employees; had not resolved
the problems associated with the extensive employment of
additional personnel in order to meet the increased demand
for county services by the populace of the County; and
had not provided a fair and impartial system in compensating
an individual County employee based upon the description
and workload of his/her job, and his/her length of employment
with the County; and
WHEREAS, the Board determined to retain a Counsultant,
Arthur Young & Company, to study job evaluation and classifi-
cation procedures for employees of Eagle County, and to
develop recommendations concerning workloads, manpower planning,
and a merit/longevity pay system; and
WHEREAS, in order to have revenues available to
equitably and fairly compensate through merit increases
and reclassification, those employees and personnel of the
County who are justified in receiving additional compensation
based upon the conclusions arrived at through the compen-
sation and classification study referred to herein, the
Board determined at the budget public hearing held October
6, 1981, to increase the salaries of all County employees
and personnel by 9.5% for the 1981 fiscal year, and to
retain merit increase monies derived by such salaries in a
merit increase pool in the County General Fund which would
not be spent until the completion of said Compensation and
Classification Study and the Board's approval and determi-
nation thereto of how to adequately effectuate same equit-

ably and fairly amongst the County's various departments
and offices; and
WHEREAS, all of the various County's departments and
offices were notified of the Board's consideration of how
to handle the merit increase pool and were given an opportunity
to be fully heard on October 6, 1981, prior to the Board's
decision thereon as stated in the paragraph next above; and
WHEREAS, it has been brought to the attention of the
Board that prior to the completion of the Compensation and
Classification Study, various departments and offices in
the County have requested merit increases and reclassifications
for the purpose of increasing their employees' compensation;
such additional compensation to come out of the merit increase
pool; and
WHEREAS, the Board desires to restate it's position
relative to the merit increase pool as stated during the
establishment and adoption of the 1981 budget.
NOW, THEREFORE, be it resolved by the Board of County
Commissioners, County of Eagle, Colorado:
THAT, those certain monies earmarked as merit
increase in the County General Fund for the 1981 budget
year, and which were not included and/or specified in any
respective individual department's or office's budget for
1981, shall not be appropriated, transferred or spent until
such time as the Classification and Compensation Study
being performed by Arthur Young & Company is completed
and the Board has officially approved such study and have
determined, based thereon, the proper mechanism to fairly
and equitably disburse such merit increase monies to those
employees justified in receiving such additional compensation
through merit increase or reclassification.

MOVED, READ AND UNANIMOUSLY ADOPTED by the Board
of County Commissioners, County of Eagle, State of Colorado,
at its regular meeting held this ~~ day of March, 1981.
