This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney pointed out that Chairman Chandler-Henry was not present because she was
representing the county in Washington DC at the NACo Conference. Chairman Chandler-Henry sat on the Public
Lands Committee and this committee was important to Eagle County. Commissioner McQueeney believed it was
important to point out that the commissioners were not always in attendance due to other commitments that were
equally as important.
Chairman Pro-Tern Scherr pointed out that in addition to the Presidential Primary Election on this day,the
Eagle Democrats would be holding their caucus this Saturday from 2—4 p.m. The Democrats had six caucus
locations, and for information people could go to eagledems.org. The Republicans would be holding their caucus
at the Eagle County building at 10 a.m., check in began at 9 a.m. or one could pre-register at caucus.colo.gop.org.
Check in early was important to the caucuses because if you arrived late for the discussions you would not be
permitted to vote. Also, Dylan Roberts would be at the Avon Library this weekend from 3:30—4:40 p.m.. He also
noted that there had been discussions with the Treasurer regarding the county's climate goals and diverting from
fossil fuel investments.
County Manager Updates
Jeff Scroll, Eagle County Manager,reminded everyone that the Census would be starting up next week.
People could respond online or by phone. If anyone was interested in applying to be a Census worker they could
still do that by going to 2020Census.gov.

Jeff Shroll added details on the Front Country Ranger Program. The program was collaboration between
all the municipalities in Eagle County to fund additional rangers for the Holy Cross wilderness and White River
National Forest.
Commissioner McQueeney wanted to highlight items#5 and#6. The county was able to provide these
services due to the support of the community and those who backed the tax on marijuana.
John Harris,Road and Bridge Director, discussed the agreement between Eagle County and Garfield
County. Eagle County R&B provided winter snow and ice removal service, including road checks associated
with snow and ice on sections of roads (Cattle Creek,Upper Cattle Creek Rd and Sweetwater Road) in Garfield
County. This year rather than charging by the hour, one lump sum of$4000.00 would be paid.
Commissioner McQueeney moved to approve the Consent Agenda for March 3, 2020, as presented.
Chairman Pro-Tem Scherr seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Constituent Input
Chairman Pro-Tem Scherr opened and closed constituent input, as there was none.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Chairman Pro-Tem Scherr seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Eagle County Housing and Development Authority
1. Gershman Mortgage and Riverview Apartments Engagement Letter

Executive Summary: Riverview's current loan has a very high interest rate of 5.3%. At 9 years into the loan and
partnership with our Tax Credit investor, Riverview has the opportunity to refinance down to a lower interest rate in

the ball park of 3.5% depending on the market. This, combined with a higher valuation of Riverview,will enable
the property to take cash out and pay down a significant portion of their debt while only increasing the monthly
debt service by a very small amount. The final figures will be determined after HUD reviews and approves the
loan, but Riverview anticipates being able to pay down approximately$4 million of subordinate debt.
Mr.Murray stated that 10 years ago a remodel was done at Riverview. This was a refinance of the loan on
the property.
Kim Williams, Eagle County Housing Director,believed this was an exciting opportunity that will help
upgrade the units as the year goes by.
Commissioner Scherr believed the county had done a great job of keeping the properties valuable and
taking advantage of the value. It was good timing.
Commissioner McQueeney concurred that this was very exciting and she was looking forward to seeing
what Eagle County Housing& Development Authority could do with a little more money in their bank account.
Commissioner McQueeney moved to approve the Gershman Mortgage and Riverview Apartments
Engagement Letter.
Chairman Pro-Tem Scherr seconded the motion. Of the two voting Commissioners, the vote was declared
unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Housing Authority and re-convene as
the Eagle County Board of County Commissioners.
