HomeMy WebLinkAboutMinutes 02/18/20 PUBLIC HEARING February 18, 2020 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Jeff Shroll County Manager Beth Oliver Deputy County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Matt Scherr Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney gave a shout out to Representative Dylan Roberts for his work on carrying forward a couple of bills that may have an impact on increasing the capacity in local childcare. Chairman Chandler-Henry stated that there were some big losses over the weekend. Two local young men passed away, one of whom worked at the county,Dillon Blocks. The county was mourning their passing and was asking anyone struggling to reach out to HR and talk it through as it was a tough loss to deal with. County Manager Updates Jeff Shroll thanked the first responders and search&rescue that helped in the recovery of the deceased. He gave a shout out to the Fleet Department. They were the group that took extra care of all the county vehicles. Dillon Blocks set the standard on the quality of service that the department provided to the entire county. Consent Agenda 1. Cigna Agreement to Release Claim Information to Voya, Eagle County's Stop Loss Insurance Vendor Hollis Dempsey,Human Resources 2. The Colorado Parks and Wildlife Impact Assistance Grant Application for Payback Program Mark Chapin,Assessor's Office 3. Resolution 2020-015 for the Approval of the Special Use Permit for Stumpy's Firewood-File No. ZS-5- 17-6883 Morgan Beryl, Community Development 4. Approval of the Minutes for the Board of County Commissioner Meetings for December 17,December 20, 2019 and January 7, and January 14,2020 Kathy Scriver, Clerk&Recorder's Office Mary Kessler with the Assessor's Office provided an overview of the Colorado Parks and Wildlife Impact Assistance Grant application program. Commissioner McQueeney moved to approve the Consent Agenda for February 18, 2020, as presented. 1 02/18/2020 Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. Agreement between Eagle County and Green Electrical Solutions LLC for Airport SRE Building Solar John Gitchell, Sustainable Communities Executive Summary: Rooftop solar photovoltaic systems reduce building operating costs and support community renewable energy goals. This agreement with Green Electrical Solutions LLC is for the design and construction of a 70.4 kilowatt Solar Photovoltaic rooftop system at the Snow Removal Equipment Building at the Eagle County Regional Airport. The system will be installed spring of 2020 and will offset 100%of the electricity used in the building for cost savings of approximately$8,500 per year. John Gitchell provided some background on solar usage in Eagle County. There were currently seven rooftop systems at various county locations. The county had invested$5.3 million dollars over the past 10 years in solar rooftops as well as community solar projects. The county was earning a return of roughly$350,000 per year and reduced utility costs. Green Electrical Solutions was based out of Basalt; Jay Bure and Chris Tezanos were present to answer any questions. Mr. Gitchell stated that the system would be installed this spring. A study on reflectivity was done and was approved by the FAA as part of the RFP process. Chairman Chandler-Henry believed solar was a good investment for the county. Commissioner McQueeney moved to approve the agreement between Eagle County and Green Electrical Solutions LLC for Airport SRE Building Solar. Chairman Chandler-Henry seconded the motion.
