HomeMy WebLinkAboutMinutes 02/04/20 PUBLIC HEARING February 4, 2020 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Brian Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney gave a shout out to the County Attorney's Office for their work on a possible bill in this legislative session to help out with the issue around early childhood. She hoped the bill would be introduced. Chairman Chandler-Henry spoke about the Walking Mountain's sustainable film series. The event was meant to raise awareness and encourage community dialogue about environmental issues afflicting the world. The Biggest Little Farm film about farming and biodiversity would be shown on February 12th. Commissioner Scherr provided information about the Food System Summit at Colorado Mountain College being held on Sat. February 22, from 10 a.m. to 5 p.m. County Manager Updates Jeff Shroll reminded everyone about the State of the County address next week. There would be a video presentation and employee recognition followed by light snacks. Consent Agenda 1. Modification#7 to Federal Highway Administration Agreement Regarding Red Dirt Bridge Rickie Davies,Engineering 2. Amendments to Memorandum of Understanding Between Eagle County and the Colorado Workforce Center Rhea Silverkorn,Administration 3. 2018 FTA Section 5339(c)Grant for Electric Buses and Chargers with Colorado Department of Transportation Jared Barnes, ECO Transit 4. 2020 VW Settlement Funds Grant for Electric Buses and Chargers with Colorado Department of Transportation Jaren Barnes,ECO Transit 5. Resolution 2020-011 Updating Ambulance Licensing Standards 1 02/04/2020 Kathy Parker,Attorney's Office 6. Approval of the Minutes for the Board of County Commissioner Meetings for November 19,December 9, December 10, and December 13,2019 Kathy Scriver, Clerk&Recorder's Office Jared Barnes spoke about items 3 and 4 on the Consent Agenda. The grant agreement was for funding assistance for ECO Transit's purchase of three electric buses and chargers. The 5339(c) funding was providing$1,300,000 of funding and was been combined with Volkswagon settlement funds to provide ECO Transit with a project total of$2,882,700. The 5339(c)grant will require the entire project local match of$304,166. ECO Transit's matching funds are currently budgeted in 2020. Chris Montera, CEO with Eagle County Paramedics spoke about item 5 on the Consent Agenda. The amended Eagle County Emergency Medical Services Ambulance Licensing Standards adds a Class B license that was administratively approved license for service providers that are licensed in another county and provide limited services in the county, such as for special events. The standards were also revised and reorganized for increased clarity. Commissioner Schen moved to approve the Consent Agenda for February 04, 2020, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. Resolution 2020-012 Concerning Appointments to the Eagle County Regional Transportation Authority Board Claire Wilson,ECO Transit Executive Summary: The Town of Eagle requests the Commissioners appoint Anne McKibbin as the regular member for a term expiring April 30, 2020. Tanya Allen,Regional Transportation Director stated that the resolutions appointed Anne McKibbin as the representative from Town of Eagle. Commissioner McQueeney moved to approve the resolution concerning appointments to the Eagle County Regional Transportation Authority Board. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Resolution 2020-013 Proclaiming One Book One Valley, a Valley-Wide Community Read 2020 Rhea Silverkorn,Administration Executive Summary: This resolution promotes a valley-wide community read of the book"I Am Not Your Perfect Mexican Daughter." One Book One Valley is an annual event, organized by the Vail Public Library, in collaboration with the Bookworm of Edwards, Colorado Mountain College, Battle Mountain High School,Eagle Valley High School and Vail Mountain School. Lori Barnes, Vail Town Librarian spoke. She introduced Katie Walker with Colorado Mountain College. Ms. Walker introduced the book chosen for this year's read,I Am Not Your Perfect Mexican Daughter by Erika Sanchez. She encouraged everyone to read the book. The book was a national award winner. 2 02/04/2020 Commissioner Scherr moved to approve the resolution proclaiming One Book One Valley, a Valley-Wide Community Read 2020. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 3. Northwest Loan Fund 2020 Grant Application Anna Earl,Finance Executive Summary: The Northwest Loan Fund(NLF)is submitting a grant application for 2020 on behalf of Northwest Colorado Council of Governments to fund new local business.NLF is requesting the Commissioners close out the current grant and sign the 2020 grant application and intergovernmental agreement. Anita Cameron, Director of Northwest Loan Fund Business Lending, spoke. The regions included were those in Northwest Colorado, except for Mesa County. Eagle County was the lead county for the grant application. Some of the local businesses borrowers included, 7 Hermits Brewing,Mountain Water Works,Vail Brewing Company, Capitol Creek Brewing in Basalt, Rocky Mountain Adventure,and Eagle Climbing Fitness. She introduced Larry Moore with Eagle Climbing Fitness. Mr.Moore stated that he found Ms. Cameron through the Vail Valley Partnership. He was grateful to be a part of the community. Ms. Cameron spoke about the loan fund members. The loan committee member for Eagle County was Jill Klosterman. She reviewed the numbers in the loan fund. They were able to make higher risk loans,reaching beyond what banking institutions were able to consider. Commissioner McQueeney moved to approve the Northwest Loan Fund 2020 Grant Application. Commissioner Scherr seconded the motion. The vote was declared unanimous. 4. Resolution 2020-014 Adopting the Eagle County 2020 Legislative Policy Statement Abby Dallmann,County Manager's Office Executive Summary: The 2020 Legislative Policy Statement identifies the county's key policy principles on legislative issues.The county will utilize the Legislative Policy Statement as a guiding document when reviewing and analyzing specific bills that impact Eagle County interests. Throughout the 2020 Colorado General Assembly, the Board of Commissioners will weigh in and report on any advocacy efforts undertaken. Ms. Dallmann, Eagle County Special Project Manager, stated that the policy statement was the framework by which the Board of County Commissioners reviewed legislation both at the state and federal level. The legislative policy statement primarily focused on strategic plan priorities, government structure, and funding sources. The policy statement was on the Eagle County Website. Chairman Chandler-Henry encouraged people to take a look those and provide feedback. Commissioner Scherr moved to approve the resolution adopting the Eagle County 2020 Legislative Policy Statement. Commissioner McQueeney seconded the motion.The vote was declared unanimous. Planning Files—Eagle County Room 1. Tabling of ZS-009001-2019 Walking Mountains Science Center- Sweetwater Campus Kris Valdez, Community Development 3 02/04/2020 Executive Summary: The applicant requests approval for a year-round resort recreational facility on the property located at 776 Sweetwater Road. The proposal consists of day and overnight camps as well as up to two special events each year with up to 300 attendees. The camp and special events would be operated by Walking Mountains Science Center. The applicant requested the tabling to resolve a driveway variance issue. Kris Valdez stated that the applicant was requesting a tabling in order to work out a variance with the Fire District. The file would be tabled unit February 25, 2020 at approx. 1:30 p.m. Commissioner Scherr moved to table file ZS-009001-2019 Walking Mountains Science Center— Sweetwater Campus until February 25,2020.
