Commissioner Updates Commissioner McQueeney stated that the legislative session had started. She thanked the representatives for carrying some bills. Representative Roberts was carrying a bill specific to helping a person operate a family childcare home. She also thanked the folks that applied to be on the Planning Commission. The board would be reviewing applications for the Roaring Fork Planning Commission this afternoon. Chairman Chandler-Henry also mentioned the legislative session and thanked all the legislators who were hard at work. She invited anyone to provide input on bills of interest. She gave a shout out to the snow plow drivers,tow truck drivers, and first responders for keeping everyone safe in difficult weather conditions. County Manager Updates Jeff Shroll reminded everyone about the"Getting to Zero"carbon draw down event was next Wednesday, 5:30 to 8:00 pm at Battle Mountain High School. He thanked the people in the Roaring Fork Valley for participating in Roaring Fork Fridays. He also thanked the Marketing Districts for both Vail and Beaver Creek for hosting a joint meeting at the Hyatt yesterday. There were healthy and robust conversations around transit and transportation in the valley. Consent Agenda 1. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. Resolution 2020-006 to Close County Clerk's Office For Non-Election Services on March 3,2020 - Presidential Primary Election Day Regina O'Brien,Clerk&Recorder Executive Summary: On election days, all Clerk&Recorder staff is highly involved,necessarily, in election- related functions such as helping voters, assisting election judges,couriering ballots,receiving and processing returned ballots,and working in the ballot scanning room. This involvement necessitates the closing of other Clerk &Recorder services on Election Day. Motor Vehicle and Recording staff make every attempt to help people with emergency needs even when closed, and over 30 online motor vehicle services are still available. Closing the office for non-election services has been the protocol for the past 10 years and has worked very well to ensure election processes have the experienced staff needed on Election Day.This resolution would authorize the Clerk's offices to be close for non-election services on the Presidential Primary Election Day(March 3,2020). Ms. O'Brien stated that 2020 was a big election year. She heavily relied on the Clerk and Recorder's staff and all offices in all departments to help with election administration. The public would be notified of the closures through social media, in-office communication, and website advertising. Online motor vehicle services were still available at mydmv.colorado.gov. Commissioner McQueeney moved to approve the resolution to close the County Clerk's Office for non- election services on March 3,2020—Presidential Primary Election Day. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2 01/14/2020 2. Resolution 2020-009 Concerning an Appointment to the Eagle Valley Library District Board of Trustees Rhea Silverkorn,Administration Executive Summary: This resolution is to reappoint Adina Dean to another five year term on the Eagle Valley Library District Board of Trustees. Linda Tillson,Board Director recommended the reappointment of Adina Dean to a second term on the Library Board on behalf of the Board. The Library Board was the final word on how the library budget was spent. They also set policy and were advocates for the Library District in the community. Commissioner McQueeney moved to approve the resolution concerning an appointment to the Eagle Valley Library District Board of Trustees. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 3 01/14/2020 5. Resolution 2020-010 Proclaiming January as Mentoring Month in Eagle County Rhea Silverkorn,Administration Executive Summary: Resolution proclaiming January Mentoring Month in Eagle County,to go along with National Mentoring Month. There are many great mentoring organizations in Eagle County including Buddy Mentors, YouthPower365, SOS Outreach, and the Cycle Effect, among others. Rachel Halzel,Buddy Mentor Program Manager,talked about National Mentoring Month. Bright Future supported at least 150 youth throughout the county. They partnered with various organizations around the county and offered monthly activities and continuous support.They were very happy to be a valued part of the community. Commissioner McQueeney moved to approve the resolution proclaiming January as Mentoring Month in Eagle County. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners, the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Eagle County Housing and Development Authority 1. Fourth Amendment to Agreement Between Eagle County Housing and Development Authority and the Town of Vail Kim Bell Williams,Housing Executive Summary: The Eagle County Housing and Development Authority partners with the Town of Vail to provide housing services for the resale of deed restricted properties through The Valley Home Store. This fourth iteration of partnership continues to list deed restricted homes in the town of Vail through The Valley Home Store, as well as providing home buyer education, collaborative information sharing and best practices. Patti Liermann with the Eagle County Housing and Development Authority(ECHDA) stated that the Town of Vail had approved the IGA with the ECHDA. This was the fourth amendment and the fifth year with this partnership. The agreement allows continued assistance with the Town of Vails deed restricted resale lottery and transactions. They also act as the license broker for their deed restricted housing stock at Vail Commons and Chamonix Vail and teach homebuyer classes throughout the year. Commissioner McQueeney moved to approve the fourth amendment to the agreement between Eagle County Housing and Development Authority and the Town of Vail. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle County Liquor Licensing Authority. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 4 01/14/2020 Eagle County Liquor Licensing Authority 1. Application by Beaver Creek Promotional Association Inc. for Promotional Association Certification and Common Consumption Area Regina O'Brien,Clerk&Recorder Ms. O'Brien stated that the original application was received and processed by the Clerk's office and the Attorney's office for a hearing on January 14, 2020. Despite some issues and concerns identified by both offices, the applicant originally chose to move forward with the original application as submitted. However,on January 12th the applicant's counsel asked that this matter be tabled and a new hearing date be assigned so that staff could comment on and the board could consider an amended application. The revised application was received by the Clerk's office on January 14. Staff supported the applicant's request to table this hearing to January 28 at 1 pm to allow staff and the Attorney's office time to review the amended application and revised staff report, as appropriate. Chairman Chandler-Henry stated that the county strived to make sure the public had time for notification and to review both the application and staff report and attend the hearings if desired. Commissioner McQueeney moved to table the application by Beaver Creek Promotional Association Inc. for Promotional Association Certification and Common Consumption Area to a date certain of January 28,2020 at 1:00 pm. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Liquor Licensing Authority and re- convene as the Eagle County Board of County Commissioners. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Planning Files 1. ZS-6443 Nova Guides Special Use Permit Kris Valdez, Community Development and Rickie Davies, Engineering Executive Summary: The applicant requests approval for an outdoor resort recreational facility on the property located at 7088 HWY 24 along Tennessee Pass.The proposal consists of the existing outdoor recreation activities as allowed by the existing Special Use Permits under Resolution No. 92-74 and Resolution No. 97-117,with the addition of special events, and a year-round restaurant. The outdoor activities, special events,and the year-round restaurant would be operated by Nova Guides,Inc. Ms.Valdez presented the request. She introduced Terrell Knight,Knight Planning Services, Inc. and Matt Weisbrod,with Engineering Services.The applicant was requesting a year-round resort recreational facility,year- round restaurant, and to hold events up to 400 attendees. Any events over 400 would require a Mass Gathering Permit. The roadway must be improved to comply with the CDOT Access Permit as required per condition#3. This includes the construction of a left turn deceleration lane on Hwy 24. She reviewed the standards and indicated that the comprehensive plan supported these types of uses and the application met the standards. Chairman Chandler-Henry asked about the waste water system and whether it could accommodate events of 400. Ms. Valdez stated that porta potties and hand washing stations would be brought in as an alternative measure. Mr.Knight stated that the file had been a tough project but the owners had been in business over 30 years and tried to meet all the standards. They were required to work with many agencies,the Forest Service, CDOT and 5 01/14/2020 Parkes and Wildlife with different requirements and standards. The owners had stayed the course and were committed to meet all the requirements. Chairman Chandler-Henry wondered about the timeline on the construction of the turn lane. Mr.Weisbrod stated that it was a matter of permit approvals. He hoped for a summer completion. Chairman Chandler-Henry opened public comment,as there was none. Commissioner McQueeney thanked staff for a clear application. She had no issues with the application. Chairman Chandler-Henry concurred with Commissioner McQueeney's comments and believed the standards had been met. Commissioner McQueeney moved to approve file no.ZS-6443, incorporating staff's findings and recommended conditions,because this application m as conditioned,meets the standards for approval of a special use permit. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Work Session - Eagle County Room 1. Eagle County Housing and Development Authority Board and Advisory Committee Joint Semi-Annual Work Session Kim Bell Williams&Tori Franks Executive Summary: The Eagle County Housing and Development Authority board meetings semi-annually with the Advisory Committee. This meeting will include a discussion of the Eagle County Affordable Housing Guideline update,and partners in the Eagle County Loan Fund contribution in 2019 and 2020. Other regular business of the Eagle County Housing and Development Authority may be discussed.
