This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:

1.Approve Certification of Levies and Revenue by Eagle County Board of County Commissioners

Executive Summary: Taxing jurisdictions are required to submit their approved mill levy certifications to the
County each year by December 15. In addition,the County Assessor certifies the valuations for each District. The
county Finance Department compiles the information and checks the calculations of revenue derived from the mill
levies and valuations. Once the BoCC acknowledges that Finance has compiled and the mill levy certifications
using the Assessor's valuations,they agree to agree forward them to the State. Further, one commissioner signs the
compiled document,thereby certifying that the document represents "true copies of valuations as certified to the
County Commissioners by the County Assessor and levies and revenues are ready to be forwarded to the Property
Administrator and the State.
Anna Earl, Senior Financial Analyst explained the certification process. The preliminary report was sent to
all jurisdictions to review for accuracy.An approval was required by the BoCC prior to filing certification with
DOLA. The state's deadline was December 22,2019 to certify the levies and order into record the levies for each
taxing jurisdiction within Eagle County.
Mark Chapin,County Assessor added that there were some questionable errors found that prompted
additional review,which was common.
Chairman Chandler-Henry asked how the county looked compared to previous years.
Ms. Earl stated that they saw a decrease this year of 63.5 mills for all district types. The top changes for
2020 for the Districts were a result of...
Commissioner Scherr asked about the movement of the revenue target.
Mr. Chapin stated that the total assessed value increased from$3.25 billion for 2019 to $3.54 billion for
2020 budget year, approximately a 12%growth in the assessed value.
Ms. Earl stated that the Gross revenue for 2020 was$30.06 million.The total Mill Levy for 2020 8.499
same as 2019. The 2020 budgeted revenue totaled$28,115,788.
Commissioner Chandler-Henry moved to approve the preliminary certification of mill levies a
Commissioner Scherr seconded the motion. The vote was declared unanimous.
