valuationofcertainresort-hotelsinEagleCountywithseparatelyownedhotelrooms,condos,andretailunitsforuseintheassessmentappealsintheCounty.Thisagreementsetsforththescopeofourworkandthetimerequirementsandfeesassociatedwithourservices.ScopeofServicesA.ValuationMethodologyStudyOurreportwillbesimilarincontenttoourpriorreport(ValuationandMethodologyStudyReportasofJune30,2016)withresearchandanalysisupdates,whereappropriate.Themajorfocuswillbeonrecentcomparablesales,localhotelfinancialstatements,andfollow-upandadditionalinterviewswithlodgingpropertyowners,brokers,andappraisers.Alsoincludedinthefeestructurewillbethetimeandexpensesassociatedwiththeinspectionsofthesixpropertiesthatmaybelitigated.Ourfeeforthisphaseoftheassignmentwillbehourly,nottoexceedabudgetof$25,000without yourapproval.Werequireaninitialpaymentof$10,000uponauthorizationtoproceed.Wealsorequirereimbursementforreasonableandpreapprovedout-of-pockettravelexpenses.usingtheknowledgeandexperiencegainedovera50+yearcareerinrealpropertyappraisingandcounseling,includinglodgingfacilities(seeExhibitA)andourrecent experiencein2018-2019depositions,Boardhearings,anddecisionsonvariousVailresortproperties,wewillprepareand submitareportdetailingthepropermethodologyforuseinappraisingresort-hotelpropertiesas describedabove.Importanttasks/questionstobeansweredtosupportouropinionontheissuesraisedbythepropertyownerappeals,include—•Whetherornottoremoveallincomeassociatedwiththerentalofindependently-ownedhotelrooms•Howtoavoiddoubletaxationoftheseparatelyowned residentialunitsandanyothereconomicunitsownedbyothers•Whether thereisbusinessvalueassociatedwiththeentirepropertyoroneormoreeconomicunits,suchasthemanagementoftheresidentialunits•Howtotreatincomefromretailandrestaurantuses,aswellassupportspacelocatedonthetaxparcelthatisusedbytheskioperationB.CapitalizationRateStudiesWeunderstandthatthereisapossibleneedforseparatecapratestudieson
