EAGLE COUNTY, COLORADO
AND
EARLY CHILDHOOD NETWORK
THIS FIRST AMENDMENT (“First Amendment”) is effective as of _________________, by
and between Early Childhood Network a Colorado 501(c)(3) nonprofit corporation (hereinafter
“Consultant” or “Contractor”) and Eagle County, Colorado, a body corporate and politic
(hereinafter “County”).
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 4th day of April, 2019,
for certain Services (the “Original Agreement”); and
WHEREAS, the term of the Original Agreement expires on the 31st day of December, 2019, and
the parties desire to extend the term for an additional year.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
1. The Original Agreement shall be amended to include additional Services as described
in Exhibit 1, which is attached hereto and incorporated herein by reference.
2. The compensation for the additional Services set forth in Exhibit 1 shall not exceed
$83,900 a total maximum compensation under this First Amendment of $83,900
3. The term of the Original Agreement is hereby extended to the 31st day of December,
2020.
4. Capitalized terms in this First Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the First
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this First Amendment shall govern and control
the rights and obligations of the parties.
5. Except as expressly altered, modified and changed in this First Amendment, all terms
and provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof.
6. This First Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.

SCOPE OF SERVICES, SCHEDULE, FEES
INTRODUCTION
Early Childhood Quality Coaching
As part of the continuation for the 2019 Early Childhood Roadmap RFP process, Early Childhood
Network provides coaching for Western Eagle County Early Childhood Providers using the Colorado
Shines coaching model that supports all five quality standards. Coaching includes intensive support
offered by subject matter experts to enhance particular aspects of quality. This support can occur in
person or remotely, for example via phone, email, or video conference. This model incorporates practice
based coaching which focuses on planning and goal setting, focused observation, reflection and sharing
teaching practices. Coaches are required to be working toward or hold a coaching credential to coach
within this framework. Coaching includes both direct coaching and indirect coaching activities.
Coaching Intent. The intent of Council Quality Improvement Coach(es) is to help programs grow,
develop, and achieve their goals. The Quality Improvement Coach’s goal is to support the Program
Recipient by jointly creating a unique plan to strengthen already existing practices, integrate new ideas
and implement techniques to provide the highest quality care and education to the children and families
served. While Quality Improvement Coaches may sometimes challenge a program toward higher
achievement, the relationship starts with the program’s agenda, values, and initiative. The Program
Recipient will make the final choices about what actions to take and which areas the Quality
Improvement Coach and program will work together.
Early Head Start Practice Based Coaching
The Head Start Program Performance Standards (HSPPS) (1302.92(c)1-5 Training and Professional
Development) require the Eagle County Early Head Start (ECEHS) program to implement research-
based, coordinated coaching strategy for education staff. Early Childhood Network (ECN) is well suited
to provide coaching services in the Roaring Fork Valley to meet this Head Start standard. Eagle County
Department of Human Services would like to contract with ECN to ensure this coaching is available and
accessible to the teachers working directly with Early Head Start children for the Eagle County Early
Head Start contracted childcare center, Basalt Campus Kids
According to the Head Start Standards, the ECEHS program must implement a research-based,
coordinated coaching strategy for education staff that:
● Assesses all education staff to identify strengths, areas of needed support, and which staff would
benefit most from intensive coaching;
● At a minimum, provides opportunities for intensive coaching to those education staff identified
through the process in paragraph (c)(1) of this section, including opportunities to be observed and
receive feedback and modeling of effective teacher practices directly related to program
performance goals;
● At a minimum, provides opportunities for education staff not identified for intensive coaching
through the process in paragraph (c)(1) of this section to receive other forms of research-based
professional development aligned with program performance goals;
● Ensures intensive coaching opportunities for the staff identified through the process in paragraph
(c)(1) of this section that:
● Align with the program’s school readiness goals, curricula, and other approaches to professional
development;

● Utilize a coach with adequate training and experience in adult learning and in using assessment
data to drive coaching strategies aligned with program performance goals;
● Provide ongoing communication between the coach, program director, education director, and
any other relevant staff; and,
● Include clearly articulated goals informed by the program’s goals, as described in §1302.102, (I
placed a link to this standard) and a process for achieving those goals; and,
● Establishes policies that ensure assessment results are not used to solely determine punitive
actions for staff identified as needing support, without providing time and resources for staff to
improve.
SCOPE OF SERVICES
CONTRACTOR SHALL PERFORM OR PROVIDE THE FOLLOWING SERVICES FOR
EARLY CHILDHOOD QUALITY COACHING:
Coaching for up to 6 licensed facilities teachers, not to exceed $80,000 per year. This amount includes all
required reporting and documentation of coaching provided to ECE providers:
Eagle County will contract with ECN to provide the services identified below ;
● attend functions in the community where families of young children are likely to be, such as
during story time at local libraries and health fairs to outreach and connect with families with
young children.
● using ECN's referral system help identify families with financial need and guide them to early
childhood resources to obtain assistance.
● increase the overall quality of childcare programs in Western Eagle County, including Colorado
Shines ratings.
● increase accessibility to licensed early childhood education programs for low-income and
vulnerable families.
● support all early childhood education teachers with successfully implementing their
improvement/growth plans
● act as a connector between childcare programs, families and early childhood resources in
collaboration with the Family Resource Center, Colorado Shines, Valley Settlement, Colorado
Child Care Assistance Program, and other organizations benefiting families of young children in
the region.
EARLY HEAD START PRACTICE BASED COACHING:
Coaching for one ECEHS contracted facilities teachers working directly with Early Head Start Children,
three hours a month, for twelve months, at a rate of $65.00 per hour, not to exceed $1,200 per year. This
amount includes all required reporting and documentation of coaching provided to ECEHS
ECEHS will contract with ECN to provide the services identified below as it relates to the Head Start
Standards:
● Contractor will provide coaching to three teachers at ECEHS contracted childcare center,Basalt
Campus Kids

● Contractor will observe, provide feedback and model to the selected teachers three hours per
month
● Contractor will keep up to date coaching credentials through the Colorado Department of
Education
● Contractor and ECEHS will respect confidentiality of information related to, and not related to,
ECEHS program participants
● ECEHS will provide the contractor with specific program goals, if any arise, that need to be
addressed in the coaching program
FOCUSED FAMILIES, FOCUSED KIDS PARENT TRAINING
Focused Kids ™ is an evidence based mindfulness curriculum developed for children 3-8 years old and
their parents using a 2 Generation approach. Children, Parents and Teachers learn about the brain and
then the skills of focusing and calming using activities that support self control at a rate of $2,700
● Contractor will provide two parent trainings, one in English, one in Spanish using Focused
Families, Focused kids curriculum, in Western Eagle County
● Contractor will provide trainings for free with food and childcare available for each session
FEES
EARLY CHILDHOOD QUALITY COACHING
Contractor shall be compensated for the performance of assigned services as follows:
1. County agrees to pay Contractor $80,000 for providing Early Childhood Quality Coaching to licensed
providers in Western Eagle County
This Agreement shall commence upon the effective date, and shall continue in full force and effect
through December 31, 2020 and may be renewed through amendment as described.
EARLY HEAD START PRACTICE BASED COACHING
Contractor shall be compensated for the performance of assigned services as follows:
1. County agrees to pay Contractor $100.00 per month, a total not to exceed contract value of $1,200.00
based on a 12 month contract period.
2. Contractor to submit invoice on a monthly basis with required coaching logs including name of
teacher receiving coaching, subject area/topic of coaching session, date of coaching session.
NOTE: Goals, progress, and status of goals (Ex. Completed, in progress, not started) will be provided three
times per year. Initial goals provided after month 1, progress provided after month 4, final status provided
with final billing after month 12.
FOCUSED FAMILIES, FOCUSED KIDS PARENT TRAINING
Contractor shall be compensated for the performance of assigned services as follows:
2. County agrees to pay Contractor $2,700 for providing two Focused Families, Focused Kids Parenting
classes in Western Eagle County

This Agreement shall commence upon the effective date, and shall continue in full force and effect
through December 31, 2020 and may be renewed through amendment as described.
CONTRACTOR SHALL BE REQUIRED TO SUBMIT THE FOLLOWING REPORTS TO
COUNTY:
FOR ALL COACHING SERVICES
● Monthly coaching log detailing:
● Name of teacher receiving coaching
● Subject area of the coaching
● Date of the coaching sessions
● Three times a year: A report regarding coaching goals, progress and status of goals for each
teacher
FOR FOCUSEDKIDS
● Dates of each session
● number of attendees for each session and total number of families participating
