HomeMy WebLinkAboutMinutes 10/29/19 PUBLIC HEARING October 29, 2019 Present: Jeanne McQueeney Chairman Matt Scherr Commissioner Kelley Collier Deputy County Manager Brian Treu County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Scherr stated that Pazzos Pizza,Holy Cross Energy and the Climate Action Collaborative were holding an event to promote the purchase of renewable power. "Pizza for the Planet"would be held from 5:00 p.m.to 7:30 p.m. at Pazzos Pizza in Avon. He also encouraged the public to check out the Family Leadership Training Institute. Classes would begin January 4th.Applications for this year's classes were now being accepted Chairman McQueeney shared that she was in Denver last week for the Early Childhood Leadership Commission. Senate Bill 63 required that the Department of Early Childhood compile a study and a report for the legislators about why there was a shortage of infant toddler care and family childcare and what could be done about it. A report was being drafted, and she believed there were some issues that might attract some legislative as well as local interest. One of the biggest issues was whether or not a family childcare was excluded from being able to operate in an HOA. This was a big issue in Eagle County and became a legislative issue because it was an issued shared across the entire state. 1. Distinguished Budget Presentation Award 2019 Chairman McQueeney stated that the Eagle County Finance Department was honored with the Distinguished Budget Presentation Award from the Government Finance Officers Association for the County's 2019 budget. The award recognizes exemplary budgeting practices among governmental entities in the U.S. and Canada. The award acknowledged the transparency and accessibility. Jill Klosterman,Finance Director stated that this was a brand new award that they had received, and it was due to her great team. She acknowledged her office staff for their hard work. County Manager Updates Kelley Collier spoke about the shortage of infant and toddler care in the county,and stated that the county recently increased the new hire incentive bonus from$500 to $1,000. If anyone knew of anyone looking for work in the early childhood field,they were encouraged to contact Eagle County. She also stated that winter was coming and encouraged everyone to sign up with EC Alerts for road and weather information. There were some great additions to flights at Eagle County Airport and encouraged everyone to check out the local fares. 1 10/29/2019 Consent Agenda 1. Colorado State University Extension Memorandum Of Understanding with Eagle County Glenda Wentworth, CSU Extension 2. Agreement for Purchase of Software and Installation Services Between Eagle County and Clever Devices LTD Lance Trujillo,ECO Transit Glenda Wentworth stated that the Colorado State University Extension was part of the land grant system that came about over 100 years ago through legislation. Land grant universities came about 150 years ago under the Morrill Act when Abraham Lincoln signed the Act into effect. This gave states federal monies to start universities on agriculture and natural resources,home economics. The agreement states what extensions would provide and what Eagle County would provide in the Memorandum of Understanding. Commissioner Scherr moved to approve the Consent Agenda for October 29,2019, as presented. Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman McQueeney opened and closed constituent input, as there was none. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Air Terminal Corporation. Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Eagle County Air Terminal Corporation 1. First Amendment to the Agreement between ECAT and Amadeus Airport IT Americas Inc. Jake Klearman, Innovation and Technology Executive Summary: This contract will allow the airport to purchase four more boarding pass/bag tag printers and cabinets. This contract includes additional on-site professional services and configuration of these new devices. Currently, each gate only has one bag tag and boarding pass printer. This purchase will create high availability for the airline gate agents on a critical function. Jill Klosterman stated that the amendment to the contract to provide services at the airport to keep things running smoothly. Commissioner Scherr moved to approve the First Amendment to the Agreement between ECAT and Amadeus Airport IT Americas Inc. Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Air Terminal Corporation and re-convene as the Eagle County Board of County Commissioners. Chairman McQueeney seconded the motion.
