This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Scherr spoke about all the ballots being received in the mail and urged everyone to get their
ballots in one of the drop boxes around the county. There were several convenient locations. He also urged anyone
mailing their ballot to get them in by October 31St as post marks, did not count.
Chairman McQueeney stated that commissioners were busy on behalf of the county last week. They'd
been meeting with a couple of organizations who did lobbing for the county. This was the time to reach out with
any ideas such as affordable health care, affordable housing, and others that were affecting our community. The
local representatives would be interested in hearing from anyone with ideas or suggestions.
County Manager Updates
Angelo Fernandez reminded everyone about the jobs available with the Bureau of Census. The Bureau had
many job opportunities for the upcoming Census 2020. Many of the jobs had flexible work hours. He also
announced that Catholic Charities and Eagle County Law Enforcement Immigrant Alliance were sponsoring the 9th
Annual Fall Coat Drive. Winter gear could be dropped off any police station in the county,at the Edwards
Mountain Rec Center, or any county First Bank location.

Commissioner Scherr moved to approve the Consent Agenda for October 22,2019, as presented.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Chairman McQueeney opened and closed constituent input, as there was none.
Business Items
1. Resolution 2019-077 in Support of Ballot Issue 1A

Executive Summary: The Board of County Commissioners for Eagle County is authorized by C.R.S. §1-45-
117(1)(b)(III)(A)to pass a resolution taking a position of advocacy on any local ballot issue. This resolution is in
support of Ballot Issue lA which would fund public health programs and education through the taxation of tobacco
and nicotine products.
Chairman McQueeney stated that this was the issue brought forward by the Public Health Department and
the youth of Eagle County who were looking for way to curb youth vaping issues. The resolution would increase
the sale price through a sales tax on tobacco and nicotine products. This put Eagle County in line with some of the
other towns.
Commissioner Scherr moved to approve the resolution in support of Ballot Issue IA.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
2. Resolution 2019-078 in Support of Ballot Issue 6A

Executive Summary: The Board of County Commissioners for Eagle County is authorized by C.R.S. §1-45-
117(1)(b)(III)(A)to pass a resolution taking a position of advocacy on any local ballot issue. This resolution is in
support of Ballot Issue 6B which would authorize the Eagle Valley Library District to offset revenue losses in
relation to the Gallagher Amendment.
Tegan Davis with the Eagle Valley Library District spoke in support for the resolution supporting Ballot
Issue 6A.
Commissioner Scherr moved to approve the resolution in support of Ballot Issue 6A.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
3. Resolution 2019-079 in Support of Ballot Issue 6B

Executive Summary: The Board of County Commissioners for Eagle County is authorized by C.R.S. §1-45-
117(1)(b)(III)(A)to pass a resolution taking a position of advocacy on any local ballot issue. This resolution is in
support of Ballot Issue 6B which would authorize the Eagle County Health Service District to offset revenue losses
in relation to the Gallagher Amendment.
Chris Montero, Chief Executive Officer for the Eagle County Health Service District spoke in support for
the resolution supporting Ballot Issue 6B.
Commissioner Scherr moved to approve the resolution in support of Ballot Issue 6B.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
4. Resolution 2019-080 in Support of Proposition CC

Executive Summary: The Board of County Commissioners for Eagle County is authorized by C.R.S. §1-45-
117(1)(b)(III)(A)to pass a resolution taking a position of advocacy on any statewide ballot issue. This resolution is
in support of Proposition CC which would allow the state to retain the current rate of tax collection without regard
to TABOR caps.
Bryan Treu stated that Proposition CC was a statewide debrucing question mitigating impacts of TABOR
(Tax Payers Bill of Rights)on a statewide basis. A vast array of local governments had already done the debrucing.
Commissioner Scherr stated that if Proposition CC were passed,the School District would receive between
$1.4 and 4 million dollars over the next three years. Proposition CC also funded transportation.
Commissioner Scherr moved to approve the resolution in support of Proposition CC.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
5. Resolution 2019-081 in Support of Proposition DD

Executive Summary: The Board of County Commissioners for Eagle County is authorized by C.R.S. §1-45-
117(1)(b)(III)(A)to pass a resolution taking a position of advocacy on any statewide ballot issue. This resolution is
in support of Proposition DD which would authorize and tax sports betting in Colorado's casinos to fund water
infrastructure projects.
Bryan Treu stated that Proposition DD would put a 10 percent tax on casinos/sports betting and would go
towards improving water infrastructure projects in Colorado and gambling addiction services.
Commissioner Scherr moved to approve the resolution in support of Proposition DD.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
6. Resolution 2019-082 Concerning an Appointment to the Basalt Regional Library Board

Executive Summary: Resolution to appoint Ryan Anslyn to the Basalt Regional Library District Board of Trustees
as an Eagle County representative.

Library Board.
