HomeMy WebLinkAboutMinutes 09/03/19 PUBLIC HEARING September 3, 2019 Present: Jeanne McQueeney Chairman Kathy Chandler-Henry Commissioner Matt Scherr Commissioner Angelo Fernandez Deputy County Manager Brian Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Chandler-Henry gave a shout out to Labor Day. She spoke about the labor movement and improvements to labor laws. She thanked all the workers in the county, around the country, and those who came before us. Commissioner Scherr reminded everyone about the Annual Eagle River Cleanup put on by the Watershed Council on September 7th. Chairman McQueeney reminded everyone about the Ice Cream Social event being held from 4 p.m.to 6 p.m. on September 11th at the June Community Park in El Jebel. The event was intended to allow constituents to connect with elected officials. County Manager Updates Angelo Fernandez spoke about the installation of a new electric vehicle charging station at the El Jebel office. Consent Agenda 1. Agreement between Eagle County and Miller Engineers, Inc. dba Souder, Miller&Associates Mandi Nolan, Solid Waste&Recycling 2. Second Amendment to Agreement Between Eagle County and Early Childhood Partners Tracy Branch, Human Services 3. Women, Infant, Children(WIC) Contract Amendment#1 Jennie Wahrer, Public Health&Environment 4. Agreement for Services Between Eagle County and Kraemer North America for US 6 Mid-Block Crossing at Bull Run Construction Rickie Davies, Engineering 5. Amended Final Plat For Red Mountain Ranch PUD Parcel L-1 Sean Hanagan, Planning 1 09/03/2019 Commissioner Scherr moved to approve the Consent Agenda for September 3, 2019 as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman McQueeney opened and closed constituent input, as there was none. Business Items 1. Resolution 2019-066 by the Board of County Commissioners of Eagle County Recognizing the Calling of an Election of November 5 for the Eagle Valley Library District Rhea Silverkorn, Administration Executive Summary: This Resolution recognizes the Eagle Valley Library District's request to submit a ballot question to the District's eligible electors in the November 5 election. Linda Tillson stated that it was a question to hold the Library District harmless from the Gallagher Amendment. Since the Gallagher legislation, the library had lost close to one million dollars, and it was beginning to affect their services. Chairman McQueeney stated that this was something that Colorado Mountain College and some of the Fire Districts had done. It was a statewide issue. Commissioner Chandler-Henry believed the Gallagher Amendment was especially burdensome for the districts that relied on property taxes. The library was a source for community focus and all kinds of innovative work. Commissioner Chandler-Henry moved to approve the resolution by the Board of County Commissioners of Eagle County calling of an Election of November 5 for the Eagle Valley Library District. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Resolution 2019-067 Approving the 3rd Supplemental Budget 2019 Jill Klosterman, Finance Executive Summary: BoCC will be reviewing the 3rd Supplemental request on August 26th, 2019 during the Manager update. Public Notice will be completed on August 29, 2019 and the request for these additional Appropriations will be made in the September 3rd, 2019 public meeting. Ms. Klosterman summarized the request. She stated that the biggest expenditure in the General Fund was the transfer of funds to the Insurance Fund. Commissioner Chandler-Henry stated that she liked the last page of Ms. Klosterman's summary showing the fund balances and expenditures. The General Fund still appeared to be in a very healthy position. Chairman McQueeney stated that she also liked the pages that gave the description of what the changes were. Brian Treu spoke about the legal fees needed to support Sherriff Van Beek. Unfortunately the tax payers were paying for the prosecution and the defense. The county hired David Kaplan to represent Sheriff Van Beek. His office would be doing some of the work as well, but his office did not have expertise criminal defense. Commissioner Scherr moved to approve the resolution approving the 3`d Supplemental Budget 2019. Commissioner Chandler-Henry seconded the motion.
