This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry reflected on the Eagle County Fair and Rodeo and stated that Kelley Collier
got Grand Champion for her divinity in the Fair and Rodeo Candy Division. She thanked all the staff and everyone
from the community who helped during the event. She believed there was a sense of pride being exhibited by staff
throughout the four days of the event.
Commissioner Scherr stated that this was his first year as a participant in the Fair and Rodeo, and it was a
lot of fun. He spoke about the water level on the rivers and encouraged everyone to be safe.
Chairman McQueeney stated that she recently attended the monthly Elected&Director Meeting and was
over joyed by the staff recognitions and projects going on in the county.
County Manager Updates
Deputy County Manager,Kelley Collier acknowledged all the staff and community members who
volunteered and worked during the Fair and Rodeo. She reminded everyone about the Eagle Mushroom and Wild
Food Festival being held in Eagle this weekend.

1. Agreement Between Eagle County and Felsburg Holt& Ullevig, Inc for US 6 West Edwards
Improvements Design

Executive Summary: This contract has two components, the Road Improvement Design portion and the Transit
Connectivity Plan portion. The Road Improvement Design will look at three intersections in West Edwards.
Arrowgrass, Fox Hollow Drive, and Hillcrest Drive. Arrowgrass and Fox Hollow Drive will be designed to a 30%
conceptual level and Hillcrest Drive will be design to 100% final plans. The Transit Connectivity Plan will create a
conceptual plan, including alternatives, for transit improvements and non-motorized connectivity for the West
Edwards area.
Mr. Davies stated that the contract would not exceed $462,307.46. The funding partnership with the
Edwards Metropolitan District was helpful.
Chairman McQueeney wondered who determined that Hillcrest Drive location was the pressing of the three
intersections.
Mr. Davies stated that Hillcrest Drive was identified as a high priority due to the backup of commuter
traffic at peak hours. It was a community process that determined the priority. He stated that the design completion
date was expected to be December 2021.
Commissioner Chandler-Henry moved to approve the agreement between Eagle County and Felsburg Holt
&Ullevig, Inc. for US 6 West Edwards Improvements Design.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2019-050 Authorizing Assignment To The Colorado Housing and Finance Authority of a
Private Activity Bond Allocation of Eagle County Pursuant to the Colorado Private Activity Bond Ceiling
Allocation Act

Executive Summary: The Colorado Private Activity Bond Ceiling Allocation Act allows each county in the state
of Colorado to receive a Private Activity Bond Allocation based on population. In 2019, Eagle County was

awarded $2,909,918 in Private Activity Bond Allocation. Eagle County shall assign their portion of the bonds to
the Colorado Housing and Finance Authority, who will allocate that same portion to the Spring Creek Apartments
future Low Income Housing Tax Credit project located in Gypsum, Colorado. Spring Creek Apartments will
provide 150 rental units to persons earning 60%of area median income based on income and rental rate caps.
Construction is scheduled to begin at Spring Creek in 2019.
Ms. Bell Williams stated that the funding was based on census data.
Commissioner Scherr moved to approve the resolution authorizing assignment to the Colorado Housing
and Finance Authority of a Private Activity Bond Allocation of Eagle County Pursuant to the Colorado Private
Activity Bond Ceiling Allocation Act.
Commissioner Chandler-Henry seconded the motion.
3. Assignment of Allocation by County for Multifamily Housing Facility Bonds/Single Family Mortgage
Revenue Bonds to the Colorado Housing and Finance Authority

Executive Summary: The Colorado Housing and Finance Authority requests the Assignment of Allocation for
Multifamily I lousing Facility/Single Family Mortgage Revenue Bonds. as assigned to Eagle County. In 2019. the
Private Activity Bond Allocation from Eagle County is $2,909,918 to be assigned to CHFA.
Commissioner Chandler-Henry moved to approve the Assignment of Allocation by the county for
multifamily housing facility bonds/single family mortgage revenue bonds to the Colorado Housing and Finance
Authority.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Board of Equalization.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
County Board of Equalization
1. Resolution 2019-051 Regarding Petitions to the Eagle County Board of Equalization 7-30-19

Executive Summary: Taxpayers who chose to appeal Eagle County Assessor's 2019 valuation(identified on the
list of CBOE appeals attached hereto as Exhibit"A") were set for hearing before the Board of County
Commissioners of Eagle County, organized and convened as the County Board of Equalization for the purposes of
adjusting, equalizing, raising or lowering the valuation for assessment of real and personal property within this
county, fixed and made by the County Assessor for the year 2019.The Board appointed independent Referees to
conduct hearings and to make findings and submit recommendations to the County Board of Equalization for its
final action, based upon testimony and evidence presented by the Petitioners and the Assessor's representatives with
regard to said petitions.The Referees have recommended adjustments of value or no adjustment of value or the
parties have stipulated to a value with respect to those petitions identified.The signatures of the Board are
requested upon consideration and approval of the recommendations of the referees.
Commissioner Chandler-Henry moved to approve the petitions to the Eagle County Board of Equalization
7-30-19.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

Commissioner Scherr moved to adjourn as the Eagle County Board of Equalization and re-convene as the
Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Planning File - Eagle County Room
1. Red Mountain Ranch PUD Amendment, File No.PDA-6658 and Zone Change File No. PDA-6659

Executive Summary: This application seeks to add an additional 5.58 acres of land to the existing Parcel L-1 and
to add a solar farm over 80K to the PUD Guide as a use permitted by special review.
Mr. Hanagan presented the application. The applicant was requesting an amendment to the PUD to include
5.58 acres of land to the existing parcel and add a solar farm to the PUD Guide. Mr. Flanagan reviewed the PUD
amendment approval standards and indicated that the application was in conformance with the county standards and
all findings were positive. Staff recommended approval of the proposed zone change. On March 18, 2019.this file
was sent out on referral to seven internal and external agencies. None of those agencies expressed concerns for the
application. The Eagle County Planning Commission reviewed the application and voted unanimously to
recommend approval of the Zone Change and PUD Amendment. No outstanding concerns were expressed.
Commissioner Chandler-Henry asked the applicant if they were comfortable with the 80k solar farm
limitations.
Eric Eves believed it was a use by right if it was under 80k. He understood that anything under 80k would
require a PUD amendment.
Mr. Hanagan confirmed that it was a use by right as long as the solar farm remained within the limitations.
Chairman McQueeney opened and closed public comment, as there was none.
Commissioner Chandler-Henry believed the file looked clear and the application met the standards.
Commissioner Scherr agreed with Commissioner Chandler-Henry's comments.
Chairman McQueeney thanked staff and the applicant for their work on the application.
Commissioner Chandler-Henry moved to approve File No. ZC-6659 incorporating staffs findings and
conditions, as the application meet the standards for approval of a Zone Change.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to approve File No. PDA-6658 incorporating staff's findings and
condition, as the application meets the standards for approval of an amendment to a planned unit
development.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Event - Eagle Park & Ride
1. New 50-kw DC Fast Charger-Ribbon Cutting

Executive Summary: Eagle County will commemorate completion of the first public electric vehicle(EV) fast
charging station in the Eagle Valley. The 50-kw DC Fast Charging unit can charge most EVs in under 20 minutes.

Strategically placed at the ECO-Transit Park and Ride location in Eagle adjacent to I-70 and other services,the EV
charging station provides a convenient charging opportunity for both locals and drivers traveling long distances.
The station was installed with a $30,000 grant from Charge Ahead Colorado, along with in-kind transformer and
electric infrastructure upgrades from Holy Cross Energy. The project aligns with strategies outlined in the Climate
Action Plan for the Eagle County Community in support of electrification of the transportation sector. In addition
to environmental, safety, and air quality benefits, EVs offer operational cost savings. As a general rule, charging an
EV at the new station will cost about $1.10 per gallon equivalent, or about 1/3 the fuel cost compared to a gas-
powered vehicle.
Work Session - Eagle County Room
1. IMS Eagle County Pavement Analysis Presentation

Executive Summary: In the summer of 2018, Eagle County signed a contract with Infrastructure Management
Services, LLC (IMS)to perform pavement analysis to assess the conditions of all paved roadways in Eagle
County. This meeting is to present the results of that analysis and a plan for continuing to rehabilitate the roadways
in Eagle County.
