This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry gave a shout out to the Housing Department for its overview of what's
happening in housing in Eagle County. The information can be found on the Housing Department's website. She
also reminded everyone that the Eagle County Fair and Rodeo was about a month away, and it was a good time to
start thinking about what could be entered in the Open Class. She encouraged everyone to take part.
Commissioner Scherr spoke about the Lake Christine fire in the Basalt area last year. The Roaring Fork
outdoor volunteers arranged a volunteer day where about 300 people helped to reseed the area and create dams and
run off streams to preventing damage from future runoff.
County Manager Updates
Angelo Fernandez stated that this Saturday, June 22°d the Vail Pass Trail Cleanup would take place.
Anyone interested in helping could sign up online at E=eaglecounty.us.Also,the Eagle County Community
Development Department would have new walk-in hours starting July 15th. He reminded everyone that the county
would continue to monitor high water. Information could be found on eaglecounty.us/floodplanning.

Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. Resolution 2019-037 Adopting a 2nd Supplemental Budget for 2019

Executive Summary: BoCC reviewed the DRAFT 2nd Supplemental request on June 10th, 2019 during the
Manager update. This document represents the request for these additional Appropriations.
Ms. Klosterman highlighted various portions of the request.

Commissioner Chandler-Henry moved to approve the resolution adopting a 2nd Supplemental Budget for
2019.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2019-038 Concerning Appointments to the Eagle County Citizens'Open Space Advisory
Committee
Diane Mauriello, Open Space
Executive Summary: The resolution reappoints Robert Schultz to the Open Space Advisory Committee and
appoints Jennifer Ellis Jones to the Open Space Advisory Committee.
Commissioner Scherr moved to approve the resolution concerning appointments to the Eagle County
Citizens' Open Space Advisory Committee.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
3. Resolution 2019-039 appointing the 2019 County Board of Equalization Hearing Officers
Abby Dallmann, County Manager's Office
Executive Summary: The County Board of Equalization will begin assessment appeal hearings on early July, and
will end by August 5. Eagle County hires independent referees to sit in on hearings on the BoCC's behalf. The 2019
hearing officers are: Mark Bergman, Willem van der Hoeven, Jeb Marsh, Robert Stamp, Barry Vaughan, Dan
Wallace, and Paul Wible.
Commissioner Chandler-Henry moved to approve the resolutions appointing the 2019 County Board of
Equalization Hearing Officers.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
4. Agreement between Eagle County and the Federal Aviation Administration for a Supplemental Grant for
the New De-Ice Pad

Executive Summary: This is a supplemental grant Eagle County is receiving for$9,000,000 from the FAA for the
construction of the new de-ice pad at the Airport.
Commissioner Scherr moved to approve the agreement between Eagle County and the Federal Aviation
Administration for a supplemental grant for the new de-ice pad.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
5. Electronic Recording Technology Board Awards Grant to Clerk
Karen Valas, Clerk&Recorder's Office
Executive Summary: Electronic Recording Technology Board grant award to the Clerk in order to purchase 3
larger size computer monitors for our public viewing stations in order to provide better service for our customers.
We have removed our collection of 24 x 36 in plat maps from the customer research area and these monitors will
allow for better viewing of the maps.
Commissioner Chandler-Henry moved to approve the Electronic Recording Technology Board Awards
Grant to the Clerk.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

6. Health Disparities Grant Program Agreement for Healthy Housing Grant
Katie Haas, Public Health and environment
Executive Summary: This project serves to support healthy housing policy efforts and community engagement
leadership in Eagle County. Healthy Housing Eagle County will work toward policy changes to address long-
standing injustices in our community related to historical inequities in housing opportunities and also work to
increase homeownership. This will take place through the development of policies and/or systems to support
affordable new development and avoid future displacement, and creating opportunities to improve the quality of
current housing stock. Authentic community engagement practices will be utilized to support all Healthy Housing
initiatives.
Commissioner Scherr moved to approve the Health Disparities Gran Program Agreement for Healthy
Housing Grant.
Commissioner Chandler-Henry seconded the motion.The vote was declared unanimous.
7. Deed Restriction Agreement For The Occupancy and Resale of Miller Ranch Housing for 120 Wildcat,
Edwards, Colorado
Kim Bell Williams, Housing
Executive Summary: Eagle County shall place the Deed Restriction Agreement for the Occupancy and Resale of
Miller Ranch Housing on 120 Wildcat, Edwards, Colorado. After recording of this document,the Deed Restriction
shall be back in place on this property.
Commissioner Chandler-Henry moved to approve the deed restriction agreement for the occupancy and
resale of Miller Ranch Housing for 120 Wildcat.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Board of County Commissioners re-convene as the Eagle
County Housing and Development Authority.
Commissioner Chandler-Henry seconded the motion,the vote was declared unanimous.

1. Deed Restriction Agreement For The Occupancy and Resale of Miller Ranch Housing for 120 Wildcat,
Edwards, Colorado

Executive Summary: Eagle County shall place the Deed Restriction Agreement for the Occupancy and Resale of
Miller Ranch Housing on 120 Wildcat, Edwards, Colorado. After recording of this document,the Deed Restriction
shall be back in place on this property.
Commissioner Chandler-Henry moved to approve the deed restriction agreement for the occupancy and
resale of Miller Ranch Housing for 120 Wildcat, Edwards.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2019-040 Authorizing the Resale of Miller Ranch Unit 120 Wildcat and Authorizing any
Commissioner to Sign Closing Documents Associated with the Same

Executive Summary: This Resolution authorizes the Eagle County Housing and Development Authority to
execute all necessary documents for the sale in order to begin the deed restricted re-sales process for 120 Wildcat

Street, Edwards, Colorado. The sale of this property will repay Eagle County Housing and Development
Authority funds used for the purchase in April 2019. The Listing Agent shall be The Valley Home Store that
specializes in deed restricted home sales.
Commissioner Scherr moved to approve the resolution authorizing the resale of Miller Ranch Unit 120
Wildcat and authorizing any commissioner to sign closing documents associated with the same.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
3. Eagle County Housing and Development Authority signature on the Exclusive Right to Sell Listing
Contract and Brokerage Duties Disclosure to Seller for the listing of 120 Wildcat, Edwards, Colorado

Executive Summary: The Eagle County Housing and Development Authority shall list 120 Wildcat, Edwards,
Colorado, for sale through The Valley Home Store at a list price of$425,000. The listing contract shall commence
the marketing on June 18, 2019, through The Valley Home Store's marketing resources, www.valleyhomestore.org,
in particular.
Commissioner Chandler-Henry moved to approve Eagle County Housing and Development Authority
signature on the exclusive right to sell listing contract and brokerage duties disclosure to seller for the listing of 120
Wildcat, Edwards, Colorado
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and re-
convene as the Eagle County Commissioners.
Commissioner Chandler-Henry seconded the motion.
Planning Files — Eagle County Room
1. SE-9041 Jackson Hole Subdivision Exemption
Sean Hanagan, Staff Planner
Executive Summary: The applicant is requesting to create one legal lot by combining three smaller lots through a
Subdivision Exemption process.
Mr. Hanagan presented a vicinity map and explained the details of the proposal. He reviewed the five
exempt standards; and indicated that the applicant had met those standards. Staff recommended approval of the
file.
Chairman McQueeney opened and closed public comment, as there was none.
Commissioner Chandler-Henry moved to approve the Jackson Hole Subdivision Exemption, file no. SE-
9041.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
