This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Scherr stated that the Vail Valley Partnership just celebrated their 2019 Success Awards. It
was a great community event. Chris Lindley, Director of Public Health and Environment was nominated for the
Behavioral Health Initiative with Vail Heath. Laura Hartman, who was no longer with the county,won Young
Professional of the Year. He also mentioned that the legislative session had wrapped up and recognized the
tremendous amount of work that went into passing a lot of bills. He stated that the Evening of Stars teacher
recognition event would take place at Park Hyatt Beaver Creek on Saturday, May 18th. The event was put on
annually by the Education Foundation of Eagle County.
Commissioner Chandler-Henry reminded everyone that this Saturday was Colorado Public Lands Day.
Chairman McQueeney spoke about a challenge by Vail Health, Eagle County School District, and Eagle
County.The challenge was to disconnect from social media and reconnect with friends and family.
County Manager Updates
Kelley Collier spoke about a couple of events on Saturday. The Special Olympic Torch Run would be held
at Freedom Park and the Community Potluck would take place at the Eagle Town Park. She mentioned that a new
Aviation Director had been selected and would start with the county on June 24.
Consent Agenda

Commissioner Scherr moved to approve the Consent Agenda for May 14, 2019, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman McQueeney opened and closed constituent input, as there was none.
Business Items
1. Agreement for Construction Between Eagle County and Interstate Highway Construction for AIP De-Ice
Pad
Josh Miller, Project Management
Executive Summary: Eagle County Regional Airport, AIP Project No.3-08-0020-060-2019 in compliance with
federal guidelines using state and/or federal grant dollars will award the construction of De-Ice Pad to Interstate
Highway Construction. Inc. who was chosen as the successful respondent to the invitation for bid for this project.
Mr. Miller stated that the project would be phased out over two years.
Commissioner Chandler-Henry moved to approve the agreement for construction between Eagle County
and Interstate Highway Construction for AlP De-Ice Pad.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2019-031 Home Buyer Assistance Committee Appointment

Executive Summary: Appointment Resolution for the Home Buyer Assistance Committee, the volunteer
committee that advises the Housing Department on Eagle County Loan Fund down payment assistance program.
Ms. Franks stated that the committee was a group of volunteers that advised on the Eagle County Loan
Fund, a down payment assistance program available to home buyers in Eagle County. The resolution simply
reappointed the volunteers to the committee. The term had been extended to a four year term.
Through the county supplemental in March,the board approved a donation of$250,000 in matching loan funds.
The fund had been depleted due to a record year of loans in 2018 A $30,000 donation form the Vail Board of
Realtors was also received. A discounted interest payment plan was implemented and had been a success; the
program received $131,329 in repayment. Currently there was about $313,000 in the fund and the down payment
assistance loan amount was recently increased to $15,000.
Commissioner Chandler-Henry thanked everyone and believed it was a great program for the community.
She wondered if enough was being done to promote the program.
Chris Nelson stated that the information was out there and the program was highly promoted. She also
believed the increase in assistance from $10,000 to $15,000 was helpful.
Commissioner Scherr stated that on Thursday the Eagle County Loan Fund won an award for its
contributions.
Chairman McQueeney expressed her appreciation.
Commissioner Scherr moved to approve the resolution appointment of the Home Buyer Assistance
Committee.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
