HomeMy WebLinkAboutMinutes 04/30/19 PUBLIC HEARING April 30, 2019 Present: Jeanne McQueeney Chairman Kathy Chandler-Henry Commissioner Matt Scherr Commissioner Jeff Shroll County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Chandler-Henry gave a shout out the Eagle County Historical Society. They had their annual event last Sunday. She thanked them for all they did to promote history in Eagle County. She stated that she would be attending a Colorado Cooperation conference this weekend. It was a statewide origination put together through Club 20 that talked about things like gas, oil, water, economics, and recreation. She would report back next week. Commissioner Scherr reminded everyone that the Valley Home Store would be hosting a couple of upcoming home buying classes May 1st in Eagle and May 8th in Avon. Commissioner Chandler-Henry thanked all the volunteers for participating in the Eagle River Watershed Council highway cleanup last weekend. The Eagle County team cleaned up the two miles on Highway 6 by Costco. Chairman McQueeney stated that she spent time last week in Denver at the Early Childhood Leadership Commission. The commission celebrated a signing of a bill for full day kindergarten. What this meant to Eagle County was that preschool slots could become available. County Manager Updates The Eagle County Assessor would be mailing notices of valuation to all property owners this week. Beginning today the Eagle Pop-Up station would be back at the County Building. The town was inviting residents to make comments. Lastly, Fair and Rodeo tickets were on sale. The rodeo would be July 24 through the 27th this year. Consent Agenda 1. Agreement Between Eagle County and Early Childhood Network Leigh Carlson-Hernandez, Human Services 2. Approval of the Minutes of the Board of County Commissioner Meetings for March 12,March 19, and April 2, 2019 Kathy Scriver, Clerk&Recorder's Office Commissioner Scherr moved to approve the Consent Agenda for April 30, 2019, as presented. 1 04/30/2019 Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened constituent input. Joanne Rock stated that today was the last day for people to complete an online survey related to the CU Regent's selection of Mark Kennedy. She also spoke about two movies she checked out from the library. Chairman McQueeney closed public input. Business Items 1. Resolution 2019-028 Concerning Appointments to the Eagle County Regional Transportation Authority Board Claire Wilson, ECO Transit Executive Summary: The towns of Gypsum, Red Cliff and Vail have re-appointed and/or appointed regular and alternate board members to the Eagle County Regional Transportation Authority board for a three-year term. • Gypsum -Jeremy Rietmann being reappointed as regular member. Jim Hancock being reappointed as alternate member • Red Cliff- Valarie Blevins being reappointed as regular member, Art Fox being appointed as alternate member • Vail -Jenn Bruno being reappointed as regular member, Kevin Foley being reappointed as alternate member Ms. Wilson recognized everyone for their commitment to a three-year term. Commissioner Chandler-Henry moved to approve the resolution concerning appointments to the Eagle County Regional Transportation Authority Board. Commissioner Scherr seconded the motion. The vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Air Terminal Corporation. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Eagle County Air Terminal Corporation 1. First Amendment to Agreement with John Bean Technologies contract for Procurement and Installation Services Josh Miller, Project Management Executive Summary: This is the first amendment to the agreement for procurement and installation services between Eagle County Air Terminal Corporation and John Bean Technologies Corporation.This is a zero dollar change order that changes the schedule for completion of work. Mr. Miller stated that the change order simply shortened the schedule. The jet bridges would be fully operational by July 1 St Commissioner Chandler-Henry moved to approve the first amendment to agreement with John Bean Technologies contract for procurement and installation services. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2 04/30/2019 2. Agreement between Eagle County Air Terminal Corporation and Amadeus Airport IT Americas Inc. Jodi Doney&Jake Klearman, Airport&ECIT Executive Summary: This agreement between Eagle County Air Terminal Corporation and Amadeus Airport IT Americas, Inc. is for the procurement and installation of equipment and technology to add the Extended Airline System Environment ("EASE") on six gates in the new terminal.This shared use technology will allow the airport and airlines to be more flexible in their gate planning, as well as, more easily providing access for new potential airlines to begin service at EGE. With our busy winter schedule,there are often times when having the capability to be more flexible at our gates will provide a more positive customer experience.Through this agreement, Amadeus will also provide yearly training and support to the airport and airlines. Mr. Miller stated that Amadeus Airport IT Americas, Inc. would be providing the computer and hardware systems for the shared use gate technology at the six new gates. This would allow any airline to operate out of any of the six gates, at any time. Commissioner Scherr moved to approve the agreement between Eagle County Air Terminal Corporation and Amadeus Airport IT Americans Inc. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. The vote was declared unanimous. Administration Update - Holy Cross Room 1. BoCC schedules 2. Greater Roaring Fork Regional Housing Study Presentation Kim Bell Williams Executive Summary: A collaboration of counties, municipalities, housing authorities and community leaders in the Roaring Fork Valley have come together to support the regional housing needs study as presented by Economic & Planning Systems, Inc. and RRC Associates. The 165 page report will summarize the local housing needs throughout the Roaring Fork Valley. The consultants are also presenting in Aspen and Glenwood Springs on April 29th and April 30th.
