There was a Lyons Club spaghetti dinner on Friday, and on Saturday there was the Rocky Mountain Oyster Feed event that supported 4H. She commented on the loss of Eric Hill, a Gypsum Firefighter,who tragically lost his life while working with CDOT last week. She offered condolences to his family. Matt Scherr reminded everyone about the next ski, ride with elected officials on Vail Mountain on March 22. He also reminded everyone that next week was spring break for Eagle County Schools and to be cautious of children near the roadways. Chairman McQueeney looked forward the next ski with the elected official even. She believed there should be more community members joining in. She thanked the Eagle County Department on Aging who invited the board to lunch yesterday with the seniors at the Avon Recreation Center. Certificate of Financial Achievement Award Eagle County received a Certificate of Achievement for Excellence in Financial Reporting Program ("CAFR Program") for the 2017 fiscal year.This is the 20th year the County has received this award. The Governmental Finance Officers Association ("GFOA") established the CAFR Program in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles. The Program supported the preparation of comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then recognized individual governments that succeed in achieving that goal. The goal of the program is not to assess the financial health of participating governments but rather to ensure that users of their financial statements have the information they need to do so themselves. The Finance Department had invested significant time and effort to ensure that the County once again received a clean audit opinion and was awarded this certificate in the CAFR Program. The County benefits from all of this hard work by knowing that the County is making decisions based on accurate, transparent, and comparable financial information. Chairman McQueeney recognized the Eagle County Financial Department for their Certificate of Financial Achievement Award for excellence in financial reporting. Jill Klosterman stated that the award was for an audit that her office did every year as they did more than the minimum required. 1 03/19/2019 County Manager Updates Kelly Collier, Deputy County Manager thanked all the team members worked diligently during the massive winter. The Facility Department moved snow nonstop;the airport team members had been removing snow to keep the runway open. The Sherriff s Department, Road&Bridge, and Emergency Manager had all stepped up. SMB-8021;Highland Meadows Subdivision Filing 2,A Resubdivision of Lot 13 Chris Cerimele,Planning Commissioner Scherr moved to approve the Consent Agenda for March 19,2019, as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman McQueeney opened constituent input. Joanne Rock discussed a few items related to Social Security fraud that had affected her. She wondered about the completive bid process for the Two 10 at Castle Peak project. She shared a book she was reading, Lost Connections, about the causes of depression, written by Johann Hari. Chairman McQueeney closed constituent input. Business Items 1. Resolution 2019-014 Concerning Ratification and Appointment to the Basalt Regional Library Board Rhea Silverkorn,Administration Executive Summary: The Board of County Commissioners of Eagle County desires to appoint Maria Mendez as an Eagle County representative to the Basalt Regional Library District Board of Trustees and ratify her appointment for a three year term. Commissioner Chandler-Henry moved to approve the resolution concerning ratification and appointment to the Basalt Regional Library Board. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2 03/19/2019 2. Resolution 2019-015 Adopting a 1st Supplemental Budget for 2019 Jill Klosterman, Finance Executive Summary: BoCC reviewed the 1st Supplemental request on March 11, 2019 during the Manager update. Public Notice will be completed on March 14th and the request for these carry forwards and additional appropriations will be made in the March 19th, 2019 public meeting. Jill Klosterman presented the request. The primary uses of the fund balances were used for large capital projects, primarily the terminal at the airport and the roundabout in Edwards.The carry forwards had been discussed in the 2018 budget. She focused on the new requests that came after the 2019 budget was approved. She highlighted some of the FTE changes and additions. Commissioner Chandler-Henry stated that she like the new format and the request was well presented. Commissioner Scherr moved to approve the resolution adopting a l 5t Supplemental Budget and appropriation of unanticipated revenue for fiscal year 2019, and authorizing the transfer of budgeted and appropriated monies between various spending agencies. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and re-convene as the Eagle County Housing and Development Authority. Commissioner Scherr seconded the motion. The vote was declared unanimous. Eagle County Housing and Development Authority 1. Intergovernmental Agreement Between Eagle County Housing and Development Authority And The Town of Eagle Kim Bell Williams and Tori Franks, Housing Executive Summary: The Eagle County Housing and Development Authority through The Valley Home Store has been a strong collaborative partner with the Town of Eagle since 2009 to provide housing services for the town's Local Employee Resident Program(LERP). The LERP program has a growing inventory of deed restricted for sale properties located within the town of Eagle, currently at 29 for sale deed restricted units. The Valley Home Store shall provide a variety of housing related services to include re-sale, compliance, administration and education for the public on behalf of the Town of Eagle. Commissioner Scherr moved to approve the intergovernmental agreement between Eagle County Housing and Development Authority and the Town of Eagle. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 2. Intergovernmental Agreement Between Eagle County Housing and Development Authority and the Town of Vail Kim Bell Williams, Housing Executive Summary: The Eagle County Housing and Development Authority through The Valley Home Store has been a strong collaborative partner with the Town of Vail since 2016 to provide housing services for the town's workforce housing inventory. The town's program has a growing inventory of deed restricted for sale properties located within the town of Vail, currently at 100+for sale deed restricted units. The Valley Home Store shall provide a variety of housing related services to include re-sale and education for the public on behalf of the Town of Vail. 3 03/19/2019 Commissioner Chandler-Henry moved to approve the intergovernmental agreement between Eagle County Housing and Development Authority and the Town of Vail. Commissioner Scherr seconded the motion. The vote was declared unanimous. 3. Agreement for Services between the Valley Home Store and Electricbaby Inc. Tori Franks, Housing Executive Summary: The Agreement between the Eagle County Housing and Development Authority and Electricbaby for service to create an online form for applicants of affordable housing programs managed by The Valley Home Store. Commissioner Scherr moved to approve the agreement or services between the Valley Home Store and Electricbaby Inc. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 4. Amendment to Agreement between Eagle County Housing and Development Authority and JV DeSousa LLC Tori Franks, Housing Executive Summary: Amendment to the Agreement between Eagle County Housing and Development Authority and JV DeSousa LLC for architectural services for Two10 at Castle Peak Commissioner Chandler-Henry moved to approve the amendment to agreement between Eagle County Housing and Development Authority and JV DeSousa LLC for architectural services for Two10 at Castle Peak. Commissioner Scherr seconded the motion. The vote was declared unanimous. 5. Resolution 209-016 Approving the Use of Funds for Acquisition of the CenturyLink Parcel and Authorizing Any Board Member to Execute All Documents Necessary to Effectuate the Closing of the Purchase Kim Bell Williams&Tori Franks, Housing Executive Summary: The Eagle County Housing and Development Authority has a Purchase and Sale Agreement with Centurytel Televideo, Inc. to purchase a parcel of land located at 766 Castle Drive in Eagle, Colorado. The Agreement is for a purchase price of$245,000 for the CenturyLink Parcel, closing costs at approximately $5,000 and the relocation of an easement to the public right of way post-closing at a cost not to exceed $20,000. The Authority shall use funds assigned for new projects as awarded through the CIP fund many years ago. Eagle County owns an adjacent parcel of land in West Eagle. This parcel will then be considered for expansion of the existing parcel and planning for future development in West Eagle. Commissioner Scherr moved to approve the use of funds for acquisition of the CentruyLink Parcel and authorizing any board member to execute all documents necessary to effectuate the closing of the purchase. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle County Liquor Licensing Authority. Commissioner Scherr seconded the motion. The vote was declared unanimous. Eagle County Liquor Licensing Authority 4 03/19/2019 1. Liquor Licensing Authority-Transfer of a Tavern License -Eat Edwards, LLC Kathy Scriver, Clerk&Recorder's Office Ms. Scriver presented the request and indicated that the applicant had met all the requirements for the transfer of a Tavern license and all staff findings were positive. Commissioner Chandler-Henry moved that the Local Liquor Licensing Authority approve the transfer of a Tavern liquor license from Eat Inc.to Eat Edwards, LLC d/b/a Eat. Commissioner Scherr seconded the motion. The vote was declared unanimous. 2. Liquor Licensing Authority-Transfer of a Retail Liquor Store License -Drink Edwards, LLC Kathy Scriver, Clerk&Recorder's Office Ms. Scriver presented the request and indicated that the applicant had met all the requirements for the transfer of a Retail Liquor Store license and all staff findings were positive. Commissioner Scherr moved that the Local Liquor Licensing Authority approve the transfer of a Retail Liquor Store License from Drink Inc. to Drink Edwards, LLC d/b/a Drink. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Liquor Licensing Authority and re- convene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. ZS-7875; Gypsum Solar, LLC -Tabling Request Chris Cerimele, Planning Executive Summary: The applicant is requesting a Special Use Permit for a 5.5 MW solar energy facility on a Resource zoned property located at 80 Crocket Ct. in the Gypsum area. The proposed site is approximately 40-acres in size. The request for today is to table to a future date. 5 03/19/2019 Mr. Cerimele stated the applicant was still working out their agreement with Holy Cross and requested a tabling to April 22. 2019 at 5:00 p.m. Commissioner Scherr moved to table the file ZS-7875 Gypsum Solar, LLC until April 22, 2019 at 5:00 p.m. Chairman McQueeney seconded the motion.
