FIRST AMENDMENT TO AGREEMENT BETWEEN
EAGLE COUNTY, COLORADO
AND
EARLY CHILDHOOD PARTNERS
THIS FIRST AMENDMENT ("First Amendment") is effective as of 2/19/2019 , by
and between Early Childhood Partners (hereinafter "Consultant" or "Contractor") and Eagle
County, Colorado, a body corporate and politic (hereinafter "County").
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 9th day of May, 2018,
for certain Services (the "Original Agreement"); and
WHEREAS, the Original Agreement contemplated that the Consultant would perform certain
Services with compensation in an amount not to exceed $7,020; and
WHEREAS, the County desires to have Consultant perform additional Services for additional
compensation as set forth below; and
WHEREAS, the term of the Original Agreement expires on the 31St day of December, 2018, and
the parties desire to extend the term for an additional year.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
The Original Agreement shall be amended to include additional Services as described
in Exhibit 1, which is attached hereto and incorporated herein by reference.
2. The compensation for the additional Services set forth in Exhibit 1 shall not exceed
$125,000 or a total maximum compensation under the Original Agreement and this
First Amendment of $132,020.
3. The term of the Original Agreement is hereby extended to the 31St day of December,
2019.
4. Capitalized terms in this First Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the First
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this First Amendment shall govern and control
the rights and obligations of the parties.

5. Except as expressly altered, modified and changed in this First Amendment, all terms
and provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof.
6. This First Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.
IN WITNESS WHEREOF, the parties hereto have executed this First Amendment to the Original
Agreement the day and year first above written.

SCOPE OF SERVICES
INTRODUCTION
As part of the 2019 Early Childhood Roadmap Systems Building initiative, requests for proposals were solicited to
address four priorities; Early Learning, Family Support & Education, Social Emotional Development & Mental
Health and Health. In line with the Early Learning and Family Support & Education priorities, the following are
strategic outcomes addressed through this contract with the Early Childhood Partners (ECP):
• High quality parenting and early childhood development instruction available and accessible to all our
parents
• Tracking and increased coordination of early childhood family services for more efficient expenditure of
resources and fewer families left out of the network
Family Support and Family Resource Centers are characterized as services provided to enhance and strengthen
families and must maintain or strengthen the family/individual's capacity to function as independently as possible.
Services follow a 2 generational approach and are to be provided in a family -centered, community-based and
culturally competent manner. Literature outlines seven common components of Family Resource centers and
include:
• Inclusion of a Diverse Population in Programs and Services
• Strong Collaborative Relationships between Staff and Families
• Strengths -Based Approach to Service Delivery
• Focus on Prevention and Long -Term Growth
• Involvement of Peers, Neighbors, and Communities
• Coordination of Multiple Services
• High -Quality Staff Training and Coaching
CONTRACTOR SHALL COMPLY WITH THE FOLLOWING SCHEDULE OR MILESTONES IN
PERFORMANCE OF THE SERVICES:
• Contractor will deliver work plan(s) for agreement, approval and finalization no later than 30 business days
from the execution of this agreement. Work plan(s) are expected to use measurable output and outcome
results.
• Contractor shall include in the work plan the necessary tasks in the operation of this Contract. These tasks
include but are not limited to the following:
COMMUNITY OUTREACH AND ENGAGEMENT
o Within three (3) months of the Effective Date, Contractor shall identify the "underserved"
population(s) in the Eagle River Valley area for which they will provide focused outreach and
engagement efforts. Outreach strategies may include, but are not limited to, implementing
community events, facilitating parent groups, distributing materials, and providing presentations.
The definition of "underserved populations" for the purposes of this Contract shall include
minority, immigrant, low-income, homeless, and rural families and children with disabilities.
o Contractor will work in collaboration and partnership with agencies and programs already engaged
in communities to provide an integrated approach to services and avoid duplication.
FAMILY DEVELOPMENT (INDIVIDUAL AND GROUP)
o Provide individualized support services to families, including support, information, and referrals,
to ensure that Contractor serves every family that is referred to it. There shall be no eligibility
criteria limiting participation.
o Provide group support events for families through trainings, support groups or parent/child
activities, with at least one (1) of the trainings, playgroups and/or support groups shall focus on
social emotional development.
o Contractor staff shall assess individual family strengths, challenges and provide materials and
information on child development, including social -emotional development, from expert sources.

Provide referrals and services include but, are not limited to the following: Information and
Referral Services, Basic Needs Assistance, Utility and Rental Assistance, Jobs and Employment
Information, Parenting Classes, English as Second Language Classes, GED Classes, Health &
Nutrition Classes, Citizenship Classes, Domestic Violence Advocacy and Assistance, Individual,
Marriage, and Family Counseling, Substance Abuse Prevention, Kinship/Grandparent Raising
Grandchildren Support, Public Use Computers, Informational Resource Fairs, Tax Preparation
Services (Seasonal), *Services and referrals are based on an assessment of need and are subject to
change.
STAFF AND CENTER DEVELOPMENT
o Contractor shall support its staff members' participation in any applicable professional
development activities including but not limited to Strengthening Families Protective Factors,
Motivational interviewing as suggested by the Family Resource Center Association
o Contractor shall establish and maintain a data collection system that includes, at a minimum:
■ Contractor shall collect data on parent satisfaction and the effectiveness of group events
using evaluation tools with questions developed in consultation with County
■ Category of underserved population(s), name, date of birth, gender, race, ethnicity,
address, and ZIP code for each unduplicated parent.
■ Types of service(s) provided to the family (categories might include unduplicated
contacts, parent -to -parent support, information, referral to services)
Contractor shall fully cooperate with County to provide additional information regarding the FRC's
performance under this Contract to the extent such additional information is necessary for County to meet
its obligations of oversight. Types of reporting can include but not be limited to monthly reports, data
summaries, and self -assessments by FRCS, and tracking to specific contract deliverables.
Contractor shall deliver an interim progress report to the ECDHS by August 31, 2017. A final report is due
to ECDHS by January 15, 2020. Each report will include financial and programmatic information that
aligns to the agreed upon work plan(s)
FEES
Contractor shall be compensated for performance of Services as follows:
1. County agrees to pay Contractor $31,250 payable upon receipt of Work Plan;
$31,250 payable upon receipt of April report, $31,250 payable upon receipt of July report
$31,250 payable upon receipt of December report, for a total not to exceed contract value of $125,000
based on a 11 month contract period.
2. Contractor to submit invoice on a quarterly basis with required reporting submitted through google
forms
CONTRACTOR SHALL BE REQUIRED TO SUBMIT THE FOLLOWING REPORTS TO COUNTY:
All reports will be completed using google forms, reports links will be sent to contractor prior to the report deadline
three times a year (April, July, December):
Reporting for the Parent Central program will be submitted through Google forms, will include and is not limited to:
• number of participants
• number of community outreach opportunities and events
• number of group events
• number of referrals
• parent satisfaction
• basic demographics
