Our community is hoping to provide more funds for recreation and public improvements by approving this tax on accommodation and short term rentals in Town. This pro-
posed tax only impacts businesses that have short term rental accommodations in the Town of Red Cliff. Our community is in need of improvements to our streets, road, parks
and other public areas. This tax mechanism provides a new revenue source for building a better community.

SHALL ROARING FORK TRANSPORTATION AUTHORITY (“RFTA”) TAXES BE INCREASED
$7,576,000 (FIRST FULL FISCAL YEAR DOLLAR INCREASE) ANNUALLY BY A 0.3%
(THREE CENTS ON EACH $10 DOLLAR PURCHASE) SALES AND USE TAX LEVIED IN
THE TOWN OF CARBONDALE AND A 0.4% (FOUR CENTS ON EACH $10 DOLLAR PUR-
CHASE) SALES AND USE TAX LEVIED IN THE REMAINDER OF RFTA, IN BOTH CASES ON
AND AFTER JANUARY 1, 2009 UPON EVERY TRANSACTION OR OTHER INCIDENT ON
WHICH A SALES OR USE TAX IS LEVIED BY THE STATE (WHICH DOES NOT INCLUDE
FOOD FOR HOME CONSUMPTION)(THE TAX RATE INCREASE IS LOWER IN CARBON-
DALE BECAUSE EXISTING RFTA TAXES ARE HIGHER IN CARBONDALE); AND SHALL
RFTA DEBT BE INCREASED BY UP TO $44,555,000, WITH A MAXIMUM REPAYMENT
COST OF UP TO $99,162,000, FOR THE PURPOSE OF:
• ACQUIRING, CONSTRUCTING, AND EQUIPPING VEHICLE MAINTENANCE FACILITIES,
BUS STATIONS, BUS STOPS AND PARKING AREAS AND FACILITIES
• ACQUIRING BUSES AND OTHER TRANSIT VEHICLES, AND
• PROVIDING ROAD IMPROVEMENTS RELATED TO THE REGIONAL TRANSPORTATION
SYSTEM AND INTELLIGENT TRANSPORTATION SYSTEM COMPONENTS FOR THE
BUS RAPID TRANSIT SYSTEM;
ON THE DATE OF THIS ELECTION, A SEPARATE BALLOT QUESTION IS BEING SUBMIT-
TED TO THE VOTERS OF THE TOWN OF SILT AUTHORIZING THE TOWN OF SILT JOIN-
ING RFTA, THE IMPOSITION OF A 0.4% RFTA SALES AND USE TAX IN THE TOWN OF
SILT, AND THE DEBT DESCRIBED IN THIS QUESTION AND, IF THE VOTERS OF THE TOWN
OF SILT APPROVE SUCH QUESTION, THE TOTAL FIRST FULL FISCAL YEAR DOLLAR IN-
CREASE FOR RFTA TAXES AUTHORIZED BY THIS QUESTION AND THE TOWN OF SILT
QUESTION COMBINED WILL BE $7,655,000
THE DEBT AUTHORIZED BY THIS QUESTION TO CONSIST OF REVENUE BONDS PAYABLE
FROM ANY LEGALLY AVAILABLE REVENUES OF RFTA INCLUDING, BUT NOT LIMITED
TO, RFTA SALES AND USE TAXES, VEHICLE REGISTRATION FEES, FARE REVENUES, TAXES
AND OTHER MONEYS RECEIVED PURSUANT TO INTERGOVERNMENTAL AGREEMENT
WITH PITKIN COUNTY, EAGLE COUNTY, OR ANY OTHER MEMBER OF RFTA, SERVICE
CONTRACT REVENUES, AND STATE OR FEDERAL GRANTS; WHICH BONDS SHALL BEAR
INTEREST, MATURE, BE SUBJECT TO REDEMPTION, WITH OR WITHOUT PREMIUM, AND
BE ISSUED, DATED AND SOLD AT SUCH TIME OR TIMES, AT SUCH PRICES (AT, ABOVE OR
BELOW PAR) AND IN SUCH MANNER AND CONTAIN SUCH OTHER TERMS, NOT INCON-
SISTENT HEREWITH, AS THE BOARD OF RFTA MAY DETERMINE; SUCH TAXES TO BE IM-
POSED CONCURRENT WITH AN INTERGOVERNMENTAL AGREEMENT TO BE ENTERED
INTO BETWEEN RFTA AND CARBONDALE CONCERNING THE USE OF RFTA TAXES PRE-

The following summaries were prepared from comments fi led by persons FOR
Ballot Issue 4A:
• A yes vote on 4A will provide RFTA with funding it will use to substantially improve
transit services. It will allow RFTA to issue up to $44.55 million in bonds that will
pay for new equipment and facilities.
• A yes vote on 4A will pay for 15 new low-fl oor buses for RFTA.
• A yes vote on 4A will allow RFTA to increase the frequency of its bus service on
Highway 82 from about every 30 minutes to about every 10 minutes during peak
hours. Service during the midday will be about every 15 minutes. Two more
round-trips per day will be added to the 1-70 Grand Hogback bus service.
• A yes vote on 4A will pay for signal priority improvements and bus bypass lanes, at
key congested intersections on Highway 82, making travel by bus faster.
• RFTA’s maintenance facilities are overcrowded. A yes vote on 4A will enable RFTA
to construct additional maintenance facility capacity, so that its services can grow
to keep up with rapidly growing ridership caused by higher gasoline prices.
• A yes vote on 4A will allow RFTA to signifi cantly improve bus stops at 14 locations
from New Castle to Aspen.
• A yes vote on 4A will pay for modern technology that can track the location of
buses throughout the region and provide passengers with bus arrival time infor-
mation at major bus stops.
• A yes vote on 4A will pay for streamlined fare collection equipment that will speed
up the boarding process and make traveling by bus faster.
• The region’s economy depends on RFTA’s transit services to transport visitors, resi-
dents, and employees from where they reside to where they work and play. A yes
vote on 4A will allow RFTA to keep up with increased ridership and provide a more
affordable transportation option as gasoline prices continue to rise.
• RFTA transit services take thousands of cars off of the road each day and make
commuting easier, safer, and more affordable.
• RFTA transit services need adequate funding because they are good for the envi-
ronment and the help to conserve energy.

tion Authority for voter-approved revenue changes.
2 In 2004, Roaring Fork Transportation Authority voters approved a sales tax increase
for Roaring Fork Transportation and the Town of New Castle joined the Roaring
Fork Transportation Authority. The fi rst full fi scal year of this additional revenue is
refl ected in the Fiscal Year Spending for 2005.
3 If the separate RFTA related question is passed by the voters of the Town of Silt, the
aggregate 2009 dollar increase would be $7,655,000.
4 Roaring Fork Transportation Authority (RFTA) does not have any current bonded
debt outstanding; however, Roaring Fork Transportation Authority is contractually
obligated to pay amounts equal to the debt service on certain bonds issued by
Pitkin County, Colorado, outstanding in the amount of $6,670,000 in principal bal-
ance with $679,310 maximum annual repayment cost and $9,483,463 maximum
remaining total repayment cost. Pitkin County issued these bonds to purchase
equipment and facilities that are being used by RFTA.
