BALLOT ISSUE 2A: USE TAX INCREASE
SHALL TOWN OF MINTURN TAXES BE INCREASED
$100,000 ANNUALLY COMMENCING IN 2011 (FIRST FULL
FISCAL YEAR) AND THEN ANNUALLY BY WHATEVER
ADDITIONAL AMOUNTS ARE RAISED THEREAFTER BY
THE IMPOSITION OF A USE TAX UPON THE PRIvilege of
using OR CONSUMING IN THE TOWN ANY CONSTRUC-
TION AND BUILDING MATERIALS PURCHASED AT RE-
TAIL, SUCH TAX BEING AT THE RATE OF 4.00% OF THE
PURCHASE PRICE THEREOF COMMENCING jANUARY
1, 2011, WITH SUCH TAX TO BE SUBJECT TO SUCH EX-
EMPTIONS, WAIVERS, CREDITS, AND COLLECTION AND
ENFORCEMENT PROCEDURES, AS THE TOWN COUN-
CIL MAY PRESCRIBE; AND SHALL THE PROCEEDS OF

Summary of Written Comments FOR
Ballot Issue No. 2A:
The passage of a use tax on building products as proposed
in Ballot Issue 2A allows the collection of a use tax paid to
the town of Minturn instead of a sales tax paid to another
municipality where items such as hardware, lumber, and
other building materials may have been purchased.
Of the revenues received to the town of Minturn, 80% will
go to capital improvements such as roads and sidewalks.
The other 20% would go to the general fund. This tax is
only collected when the contractor is issued a building
permit and the estimated materials cost calculated using
a standard national valuation is then levied. Documenta-
tion would be provided that when presented to a building
materials outlet in another municipality would exempt the
presenter from municipal sales tax at that location. This
will result in a redirection of your tax money from another
municipality to Minturn.
The Use Tax collected allows Minturn to improve and ex-
pand the infrastructure in support of the very development
producing the revenue and impacts. These improvements
will also result in better services for our citizens now and
in the future. In receiving this revenue and implementing
improvements, this will lessen the burden on our citizens
to fund these needed infrastructure projects themselves.
I urge all our citizens of Minturn to vote YES on this ballot
issue to support improvements to our aging infrastructure,
especially since it will involve no increased costs, and in-
deed would lessen our burden in the future.
