STATE OF COLORADO
Ballot questions referred by the general
assembly or any political subdivision are listed
by letter, and ballot questions initiated by the
people are listed numerically. A ballot
question listed as an "amendment" proposes a
change to the Colorado constitution, and a
ballot question listed as a "proposition"
proposes a change to the Colorado Revised
Statutes. A "yes" vote on any ballot question is
a vote in favor of changing current law or
existing circumstances, and a "no" vote on any
ballot question is a vote against changing
current law or existing circumstances.
Amendment S (CONSTITUTIONAL)
Shall there be an amendment to the Colorado
constitution concerning the state personnel
system, and, in connection therewith,
expanding the veterans' preference; increasing
the number of candidates eligible to be
appointed to a position; adjusting the duration
of allowable temporary employment; allowing
the flexibility to remove a limited number of
positions from the system; modifying the
residency requirement; adjusting the terms of
service for members of the state personnel
board; and requiring merit-based appointments
to be made through a comparative analysis

regulation of marijuana; permitting a person

retail stores; permitting local governments to
regulate or prohibit such facilities; requiring the
general assembly to enact an excise tax to be
levied upon wholesale sales of marijuana;

raised annually by such tax be credited to the
public school capital construction assistance
fund; and requiring the general assembly to
enact legislation governing the cultivation,

the Vail Town Charter be amended to be

deleted from Section 2.3 of the Vail Town

Because Section 8.4 of the Vail Town Charter
currently refers to a separate Planning
Commission and a separate Environmental
Commission, and because the Town has a
single, combined Planning and Environmental
Commission, shall Section 8.4 of the Town of
Vail Town Charter be repealed in its entirety,
and shall Section 8.3 of the Vail Town Charter
be amended to read as follows:
"There shall be established a seven (7) member
planning and environmental commission
appointed by the council. Members of the
planning and environmental commission shall
be residents of the Town of Vail and registered
electors. The terms of appointment to the
planning commission shall be two (2) years on
an overlapping basis. The functions of the
planning and environmental commission shall
be defined by ordinance and include but not be
limited to aesthetic, architectural, environmental
and ecological coordination and planning
relating to the enhancement and the
preservation of the quality of life."?

YEAR 2012 FOR COLLECTION IN FISCAL
YEAR 2013, WITH SUCH PROCEEDS TO BE
USED TO SUSTAIN THE QUALITY OF THE
DISTRICT'S GENERAL OPERATIONS IN
LIGHT OF DECLINING PROPERTY VALUES
AND RESULTING DECREASED REVENUES,
SPECIFICALLY INCLUDING BUT NOT
LIMITED TO, MAINTAINING APPROPRIATE
LEVELS OF ESSENTIAL FIREFIGHTING AND
EMERGENCY MEDICAL SERVICES
PERSONNEL, REPLACING NECESSARY
MAJOR FIREFIGHTING AND EMERGENCY
