EAGLE COUNTY, COLORADO
AND
NATALIE BULLARD, DVM
THIS SECOND AMENDMENT ("Second Amendment") is effective as of 01/12/2018 by
and between Natalie Bullard, DVM, a sole proprietor (hereinafter "Consultant" or "Contractor")
and Eagle County, Colorado, a body corporate and politic (hereinafter "County").
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 14't' day of June, 2016,
for certain Services (the "Original Agreement"); and
WHEREAS, by a First Amendment dated the 20"' day of December, 2016, the parties extended
the term of the Original Agreement to December 31, 2017 and modified the scope and
compensation; and
WHEREAS, the County desires to have Consultant perform additional Services for additional
compensation as set forth below; and
WHEREAS, the term of the Original Agreement expires on the 31"' day of December, 2017, and
the parties desire to extend the term of the Original Agreement for an additional year.
SECOND AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below, the parties agree as follows:
1. The Original Agreement shall be amended to include additional Services as described
in Exhibit A2, which is attached hereto and incorporated herein by reference.
2. The compensation for the additional Services set forth in Exhibit A2 shall not exceed
$45,900 annually.
3. The term of the Original Agreement is hereby extended to the 3 V day of December,
2018.
4. Capitalized terms in this Second Amendment will have the same meaning as in the
Original Agreement. To the extent that the terms and provisions of the Second
Amendment conflict with, modify or supplement portions of the Original Agreement,
the terms and provisions contained in this Second Amendment shall govern and
control the rights and obligations of the parties.
5. Except as expressly altered, modified and changed in this Second Amendment, all
terms and provisions of the Original Agreement shall remain in full force and effect,
and are hereby ratified and confirmed in all respects as of the date hereof.

5. This Second Amendment shall be binding on the parties hereto, their heirs, executors,
successors, and assigns.
IN WITNESS WHEREOF, the parties hereto have executed this Second Amendment to the
Original Agreement the day and year first above written.

EXHIBIT A2
SCOPE OF SERVICES, SCHEDULE, FEES
Purpose:
Eagle County Animal Services (ECAS) provides care and shelter to stray animals in need while
maintaining a safe community and promotes responsible pet ownership through outreach,
education and enforcement. ECAS seeks to contract with a veterinarian to provide basic medical
exams, vaccinations, and spay/neuter of animals in ECAS's care. ECAS will provide necessary
equipment, supplies and tools for use by Contractor, at its facility located at 1400 Fairgrounds
Road in Eagle, Colorado.
Veterinarian ResponsibBities:
1. Provide copy of current vet license.
2. Provide copy of $1,000,0001$3,000,000 liability and malpractice insurance policy, up to
$500.00 of which will be covered by Eagle County.
3. Sterilization procedures (spay and neuter).
4. Anesthetic dental cleaning, simple and surgical extractions.
5. Health exams for all sheltered animals.
5. Weekly on-site visits to perform surgery and assess animal health and shelter condition.
These visits will occur on days as mutually agreed upon between the shelter manager
and Contractor. All surgeries will be performed during morning hours, concluding no
later than 3:00 pm to allow for observation of animals during the recovery process. Any
deviation to this surgery schedule must be determined in consultation with the shelter
manager. Trap -Neuter -Release (TNR) surgeries will be arranged in advance and animals
will be presented for surgery in traps and will be returned to traps for recovery and return
to location of origin.
7. Require a weekly written report from shelter staff detailing animal health, medications
administered, health or behavior concerns.
8. Phone, email and text support provided to shelter and field services managers.
9. Allow use of CO veterinary license for, and provide oversight for supply ordering.
10. Allow use of CO veterinary license for, and provide oversight and professional
recommendations for discount Hill's shelter feeding program.
11. Provide ongoing training and education to shelter and field services staff as requested
during weekly on-site visits.
12. Provide input to shelter and field services policies, procedures and protocols as requested.
13. Attend one Animal Services Advisory Committee meeting per year to update Committee
members on veterinary services at the shelter.
14. Spay or neuter animals from other shelters that are officially transferred for an additional
fee, not to exceed $3,000 in total.
15. If the Contractor wishes to terminate this Agreement, sixty (50) days' written notice is
required.
Fees and Compensation:
County shall compensate Contractor $3,533 per month for a maximum of 8 hours per week
($42,400 annually). County agrees to pay up to $500 for professional liability insurance. Total

contract not to exceed $45,900. Invoice shall be emailed to Abby Musfeldt at
abby.musfoldt@eaglecounty.us by the fifth day of each month. Invoices shall include detail
regarding the hours spent, tasks performed and such other detail as County may request. County
agrees to only use Contractor for animals in the care of Eagle County and will not use Contractor
to care for animals from other shelters, unless animals are officially transferred or participating
in vaccination clinics.
