Statement of Work 3.1 Introduction This Statement of Work (SOW) is a comprehensive statement of the deliverables required for integration of the proposed two site expansion of the Eagle County SmartZone System that was implemented in 1996 and early 1997. Each deliverable is identified as being provided by Motorola or Eagle County. The assignment of deliverables is based on our current understanding of the requirements and desires of Eagle County. - This document is the most current understanding of the system design, operation and architecture. Changes to this document will be made by formal request by either party and approved by the other. In the event of such a change, the process will be the change request process described in the contract. t The SOW is not a document that addresses the entire detailed system design. It is also not a document that is used to provide information to user groups on key operating parameters which could impact future user loading, as -built information or system documentation. 3.2 Program Objectives The following SOW summariies and identifies the responsibilities of each party to this contract that includes the required. deliverables for successful integration of the proposed system expansion for Eagle County.' Each deliverable has been assigned to a proposed contract party based on our understanliings of the skill sets of each assigned and the needs of Eagle County. The deliverables are listed in the approximate order that they are required for successful completion of the proposed project. 3.3 Program Overview Eagle County desires to purchase the system expansion described below which will be implemented in the following manner: • Construction of one (1) mountain top radio site. System Factory testing and field installation, optimization and coverage testing of two (2) expansion Quantar Intelli-repeater sites. One of these sites will be implemented in the newly constructed mountain top facility and the second µ1l1 be implemet,.ed in a yet to be detemuned building at Lower Beaver Creek. The two (2) sites will be both analog and digital capable. • Ship and install a MOSCAD Fault Management System for existing, Phase I, sites known as Beaver Creek. Beacon Hill and Sunlight Peak and a new Phase II site CSP/Castle Peak. (Lower Beaver Creek will not include MOSCAD.) MOTOROLA \� Confidential and Proprierary Cti Section 3 Version 1.13 91"7 Statement of Work • Ship and install a MOSCAD Fault Management Central at the existing, Phase I, Central Site at Vail PD. • Ship and install four (4) expansion DIU's and card cage at the Central Site. • Ship, for future maintenance use, one (1) quantity of CENTRACOM II Gold spare cards. • Ship and install one (1) software upgrade for the SmartZone Controller at the Central Site. 3.4 Pre -Performance Meeting This meeting is a working session that uses the Contract as a basis for full development of the implementation schedule. Motorola and Eagle county kill discuss delivery schedules for each of the items being provided by Eagle County. Facility and operations integration details will also be covered. Contract clarification and amendment procedures will be reviewed and a formal communication process will be implemented for communicating any and all information that clarifies or modifies the Contract. During the meeting, Motorola and Eagle County will complete development of details from the Contract SOW and also complete the implementation schedule. At the conclusion of the meeting, both Eagle County and Motorola will understand the requirements of each parry. Individuals will be identified as to who is responsible for each major area of Contract implementation. 3.5 Program Managemeni The Motorola Prcject�Mana=er will develop a project team composed of a project manager, system engineer and an instaliation team. 3.6 Project Team 3.6.1 Project Manager The project manager is responsible for project accomplishment and Total Customer Satisfaction, insuring that delivery, compietion and cost schedules are met and that the system performs as specified. The project manager has direct lines of communications with both Eagle County and Motorola man Nianagement. The project ager has the authority to make decisions on any issue that may impact the Contract. MOTOROLA �� Confidential and Proprietary l Section 3 Version 1.13 915197 - Statement of Work The project manager is responsible for financial planning and management, project planning and master scheduling, document control, planning training and all duties required to coordinate the work of various team members to insure an operational system. The Motorola Project Manager will be the only individual within the Motorola Program Team authorized to make changes that affect the scope of the project regardless of how small that change may be. 3.6.2 System Engineer A Motorola System Engineer will be assigned to the project to oversee the technical effort. The System Engineer will support design reviews and implementation system engineering issues. The System Engineer is directly responsible to the Project Manager for project issues, system design and integration. 3.6.3 Installation Management The Motorola Project Team %%ill include an installation crew consisting of an Installation Project Supervisor and may include an optimization team from the Motorola Systems Integration (SI) Organization. 3.7 Subcontractors Motorola will assign subcontractors to designated tasks within the implementation of the specific system. Subcontractors will meet all requirements requisite of Motorola as per the contract. Motorola proposes to use subcontractors for the following system implementation tasks: • Fabrication and construction of one (1) mountain top radio site. • Installation, optimization and testing of the expansion equipment including the Quantar Intelli-repeater hardware for the two expansion RF sites. • Installation and testing th.- MOSCAD Fault Management System. • Installation and testing nL-w SmartZone Controller software upgrade. M i IWCffVROLA � Confidential and Proprietary Section 3 Version 1.13 91"7 Statement of Work 3.8 Implementation Schedule A proposed implementation schedule is provided to Eagle County. Project duration's and milestones are included. Final project scheduling shall require additional detailed information from Eagle County for those requirements that are the responsibility of Eagle County. Schedules will be greatly influenced by the actual purchase date as it relates to the season of the year. The bulk of the work required to fulfill this system expansion must be completed during the summer months. Final scheduling will be negotiated with Eagle County upon visibility to the approximate purchase date. 3.9 Scheduled Meetings The Motorola Project Manager will develop a schedule for meetings that are required. Informal meetings may be found necessary as the daily tasks and needs arise. These meetings may take the form of passing information, making decisions or solving problems. 3.10 Change Order Procedure The following is to provide guidelines and procedures to insure that all changes to the Agreement (Contract) are properly documented, reviewed and approved prior to inclusion into the document. Changes to an agreement include, but are not limited to, such items as changes to the equipment ordered, changes to Contract verbiage, adjustments of the project schedule, changes in the service options and so on. It should be understood that a change order is an amendment to the contract if it requires the authorization of Eaglet County and/or Motorola. With this fact in mind, a fundamental set of rules should be followed when a change order is initiated from any source. • All change orders must be documented, clearly stating the scope of work, responsible parties doing the work, cost, impact on schedule and signatures. • All change orders require appropriate authorization before work can commence. • All change orders must be communicated to the people or organizations impacted by the change. • All change orders must conform to the scope of work authorized by Eagle County. AMCrMROLA Confidendal and Proprietary Section 3 Version 1.13 915/97 Statement of Work 3.10.1 Eagle County Initiated Change Orders A change order initiated by Eagle County will generally occur when Eagle County wishes to expand or reduce the original scope of work to include changes in performance, features, hardware and software and services. A change order that will amend the contract in either scope or dollar value will require an Eagle County Purchase Order or similar document that will authorize the additional changes. A change order that will reduce the original contract does require a formal written authorization from Eagle County. 3.10.2 Motorola Initiated Change Order A Motorola initiated change order also requires Eagle County authorization when Motorola wishes to expand or reduce the original scope of m(ork to include changes in performance, features, hardware or software or services. A change order that reduces the original contract, in every instance, requires a formal written notification from Eagle County. In all cases, work is not to be performed without written authorization from Eagle County. Changes in the statement of work, equipment quantities, equipment types or services other than that agreed to in the detailed design review will necessitate a change order to the agreement. The specific mechanics of this process can be developed during contract development. The basic change order process will require that either parry that requests a change, do so in writing. A change order does not become binding on either or both patties until it has been fully reconciled and executed by the appropriate parties for both Eagle County and Motorola. 3.11 Motorola Deliverables These are requirements of Motorola that are included in this proposal. The Motorola deliverables are detailed below. 3.11.1 CCSI Staging Quantar Intelli-repeaters, Premisys Channel Bank equipment, antenna combiners and multicouplers will be staged at the Motorola CCSI facility in Schaumburg, Illinois. This will - include equipment functionality, cabling, programming and testing the equipment to specification. The MOSCAD Fault Management System will be staged at -'CSI including programming testing and minimal cabling. Much of the MOSCAD system will be retrofitted to Phase I equipment in the field and that cabling will be c•: stom fabrica:;.d at each applicable site. MOTbROLA Confidential and Proprietary Section 3 Version 1.13 913"7 Statement of Work 3.11.2 Vail PD Central Site Staging Since this is an expansion to an existing and operational Phase I SmartZone System, it is not possible to perform a full staging operation at CCSI, Schaumburg. The expansion hardware will be set up at the Vail, PD Central Site and final staging completed. This will include programming the SmartZone Controller and peripheral to control the new sites, installing and programming four (4) DIU's, locally interfacing the new remote site equipment to the system and testing for proper operation while locally integrated into the operating system 3.11.3 Lower Beaver Creek Avon, Colorado • Transport the new equipment to the site. • Install, optimize and test three (3) Quantar Intelli-repeaters including, TX combiner, RX multicoupler, and antenna duplexer. t • Install, program and test a new rack of Premisys, digital channel bank equipment. • Interface, Eagle County supplied, T1 line from Upper Beaver Creek to the new equipment. • Install telephone line transient suppressers and interface one (1) dial-up telephone circuit to the Premisys Channel Bank that terminates as a site phone at CSP/Castle Peak. • Install telephone line transient suppresser on new T1 line. • Install individual AC surge suppressers on AC power outlet boxes and hook-up to new equipment. • Properly ground all newiy installed equipment. • Document testing results and collect as -built information for system manual. 3.11.4 CSP/Castle Peak Radio Site • Assist in obtaining requir.-d construction permits. • Provide manufactured site building. • Prepare the mountain construction site to receive the building. • Construct concrete foundations/pads to support the building. • Deliver the building to the building site. Install the building. MCYMRDi.IIi Confidential and Proprietary 6 .Section 3 Version 1.13 91"7 Statement of Work • Provide and install ice bridge from new building to existing building • Install two (2) communication antennas, lines, tower top amplifier, ground kits and lightning surge suppressers. • Install an external and interior grounding system. • Complete final grading around the new building. • Place gravel around perimeter of building. • Transport equipment to site. • Install a -48 VDC battery power system including batteries, rack, power disconnect switch and distribution breaker panel. • CSP/Castle Peak to Upper Beaver Creek, Connect%Premysis Channel Banks to CSP T1 via cable between buildings. - • Install, optimize and test three (3) Quantar Intelli-repeaters including, TX combiner. RX multicoupler, one Premisys Channel Bank Rack, back-up batteries and a DC distribution panel for the back-up batteries. • Install, optimize and test the MOSCAD Fault Management equipment. • Install and test site telephone instrument. • Properly ground all newly installed equipment. • Document testing?esults and collect as -built information for system manual. 3.11.5 Upper Beaver Creek - Avon, Colorado • Transport the MOSCAD system equipment to the site. • Connect to the existing site DC power system • Properly ground the new hardware to the existing building ground system. • Install, optimize and test the MOSCAD Fault Management equipment. • Install telepL -jne line transient suppresser on new TI line. • Intim Oce new, customer supplied, Tl circuit to Prem;.ys hdnnel Bank from Lower Beaver Creek Site. • Reprogram Premisys Channel Bank. MOTOROLA Confidential and Proprietary Y Section 3 Version 1.11 915197 Statement of Work • Document testing results and collect as -built information for system manual. 3.11.6 Beacon Hill Site - Eagle, Colorado • Transport the MOSCAD system equipment to the site. • Connect to the existing site DC power system. • Properly ground the new hardware to the existing building ground system. • Reprogram Premisys Channel Bank. • Install, optimize and test the MOSCAD Fault Management equipment. • Document testing results and collect as -built infom�tion for system manual. 3.11.7 Colorado State Patrol - Eagle, Colorado • Install and Test Premysis Channel Banks, cross connect from Eagle County Microwave and Colorado State Patrol (CSP) microwave. Assign DSOs (audio slots on T1s). Document DSO assignment. 3.11.8 Vail PD Communications Center • Install a new MOSCAD Fault Management Central. • Install, program and test 4 new DIVs. • Program the SmartZone Controller to manage the new remote RF sites. • Test system operation with new sites integrated into the system. • Install and test new SmartZone software upgrades. • Document testing results and collect as -built information for system manual. 3.11.9 Sunlight Peak Site • Transport MOSCAD Fault Management equipment to site. • Install, optimize and test the MOSCAD Fault Management equipment. The Eagle County deliverables are detailed below. 3.12.1 Vail PD Central Site Staging • Obtain Vail PD approval to ship equipment to be field staged to a safe and weatherproof storage area at the Vail PD Communications Facility. • Obtain Vail PD approvai to field stage the new site equipment within 100' cable feet of the Vail PD equipment room. S • Obtain Vail PD approval to utilize AC power while field staging in the test area. • Obtain Vail PD approval to add new hardware to site. (See 3.12.7 below.) 3.12.2 Lower Beaver Creek -Avon, Colorado • Consummate agreement with site owner for required space, power and approvals to complete the installation. Provide one Channel Service Unit (CSL) terminated Tl circuit with the demark provided within three (3) cable feet of the equipment rack installation area. This circuit shall connect Lower Beaver Creek with Holy Cross Electric's site at Upper Beaver Creek. (See UBC requirements for UBC end of this circuit.) • Space required is a minimum of a secure, temperature controlled, weatherproof six (6) X six (6) ft. square room with eight (8) ft. ceiling. • Space to roof top mount one (1) 800 MHZ communications antenna. The room for the equipment and the space to mount the antenna must be within 50 cable feet and have a way to route the coaxial cable between the two spaces. • Acceptable building ground supplied to within six (6) cable feet of the equipment installation area and six (6) cable feet of the antenna. • Provide four (4) 20 amp AC power outlets, each on it's own 20 A circuit breaker, supplied to within three (3) cable feet of the equipment installation area. • Provide two dial-up telephone lines terminated within 3 cable feet of the equipment installation area. One line shall require a telephone instrument for use as a local telephone. The other line will be routed to the Channel Banks and terminate at CSP/Castle Peak. MOTOROLA 9 LJ Confidential and Proprietary Section 3 Version 1.13 915/97 Statement of Work. • Provide Motorola a signed release to proceed with installation. • Permit free access to the site for installation, optimization and testing. 3.12.3 CSP/Castle Peak Radio Site • Consummate legal agreement permitting radio site construction on properties. • Provide Motorola a copy of a document from the land owner detailing exact construction location and parameters aad a signed release for Motorola to proceed with construction. • Obtain FCC license or license modification for three new 800 MHZ Quantar Intelli-repeaters at site. • Have AC power installed to within 10 ft. of site. AC power must support a minimum of 200 - Amp building entry. • Provide storage for equipment as it arrives at the ESO Substation in Eagle -Vail, Colorado. (Some equipment will ship to Vail PD.) • Obtain and insure free access rights to the site. If, for any reason, the site access road will not permit delivering the building to the site, Eagle County is responsible for road modification and/or road development required to enable delivery to the site. 3.12.4 Upper Beaver Creek - Avon, Colorado • Consummate agreement with site owner for required space and power. This will include four (4) DSO circuits to Beacon Hill, -48 VDC to power the MOSCAD Remote. • Provide one Channel Senice Unit (CSU) terminated T1 circuit with the demark provided on the telco board at the site. This circuit shall originate at Lower Beaver Creek. (Required in the summer, 1997, to complete the LBC installation.) • Provide Motorola a signed release to proceed with installation. • Site owner to program new channelization plan into site owners microwave and test. • Permit access to site for installation, optimization and testing. M071CROLA 10 Confidential and Proprietary Section 3 Version 1.13 91"7 Statement of Work 3.12.5 Beacon Hill Site - Eagle, Colorado • Consummate agreement with site owner for required space and power. This will include four (4) DSO circuits to Upper Beaver Creek, -24 VDC to power the MOSCAD Remote. • Provide Motorola a signed release to proceed with installation. • Site owner to program new channelization plan into site owners microwave and test. Permit access to site for instaliation, optimization and testing. 3.12.6 Colorado State Patrol - Eagle, Colorado • Consumate agreement with site owner for required space, power and approvals to complete the installation. This will include expanding in the existing, Phase I installed, CEB and wiring to a punch block at CSP's direction. % • Provide Motorola a signed release to proceed with installation. 3.12.7 Vail PD Communications Center • Consummate agreement with site owner for required space, power and approvals to complete the installation. In the Vail PD Equipment Room, this will include the addition of one (1) new rack installed contiguously to the back of the SmartZone Controller and the rack space open in the existing rack adjacent to and on the opposite side of the old CEB from the Phase I installation. Existing AC outlets will be utilized. • Obtain Vail PD approval to utilize additional microwave channels in microwave hop to Upper US West. No expansion telephone circuits outside the currently occupied two (2), T1's in the microwave hop to upper US West will be required. • Provide Motorola a signed release to proceed with installation. 3.12.8 Sunlight Peak Consummate agreement with site owner for required space, power and approvals to complete the MOSCAD installation. This will include -48 VDC to power the MOSCAD Remote. The remote will require rack space other than what's available from Phase I. Provide Motorola a signed release to proceed with .nstallation. /90IMFivt.14 Confidendar and Proprietary 11 Section 3 Version L13 915/97 Statement of Work 3.12.9 FCC Licensing Procurement of Federal Communications Commission (FCC) licenses is the responsibility of Eagle County. Motorola may assist Eagle County in this requirement. 3.12.10 Access Motorola's system expansion implementation process will require standard four wheel drive vehicle and concrete truck access to installation and operational areas on a Monday through Friday, 8:00 AM to 5:00 PM basis. Access requirements outside this time frame will be communicated to Eagle County's Project Manager. Similarly, any request to restrict the standard work period should be communicated to Motorola's Project Manager. Eagle County shall be responsible for providing special vehicles (snowcats, etc) if required to deliver, install, test or service the site equipment. 3.12.11 Site/Property Right Agreements Since the implementation of this system expansion requires access, space, modifications, equipment power and leased microwave circuits at third parry owned and managed existing sites, it is the responsibility of Eagle County to negotiate and consummate contractual agreements with these third parties and certify to Motorola authorization to proceed when such agreements are complete and in place. Likewise, agreements between Eagle County and the property owners to construct new radio sites is the responsibility of Eagle County and Eagle County must provide Motorola defined drawings identifying the exact parameters of allowable placement of where structures may be constructed. at those sites requiring new building construction. This information must accompany Eagle County's notification to Motorola to proceed with constructiotvinstallation for that given site. 3.12.12 Transmission/Telephone Lines/Circuits Additional telephone company supplied circuits are required to complete the implementation of the system expansion. Lease agreements, ordering and repair arrangements (when required) of these circuits is the responsibility of Eagle County. Motorola will provide Eagle County with the information necessary to define the required circuits and/or the determination that a supplied circuit does not perform properly. 3.13 Back -Up Power The Quantar Intelli-repeaters will revert to batteries provided as pan of this proposal. The banery bzxI---.ip ;s designed to power the Quantar Iuielli-repeateib for 24 hours until primary power is restored. The Lower Beaver Creek site does not include back-up power. The decision to not include back- uo Dower at this site was based on: MOTOROLA Confidential and Proprietary 12 � _Section 3 verslan'.ls 91"7 Statement of Work • The site is located in a populated area and not as likely to experience lengthy commercial power failures as can be expected at remote sites. • The Lower Beaver Creek Site is a "Filler" site for in building coverage. The temporary loss of the site will not sacrifice coverage on the street. • The floor loading of the building may not support the long term floor loading associated with the required batteries. Quantar Intelli-repeaters, MOSCAD and Premisys Channel Bank battery power systems are included for the CSP/Castle Peak site. These systems are -48 VDC with AC battery chargers. Upon the loss of commercial power, the battery system is sized to provide continuous power to the site, as loaded at start-up, for 24 hours. 3.14 Site Grounding The new exterior ground system that will be installed under this contract for CSP/Castle Peak will be the best conventional system possible under the soil conditions that exist at the site but these conditions cannot be determined until construction actually commences. This system is designed to the Motorola R56 Standard, however, actual soil conditions may prevent achieving our goal. Should it not be possible to meet the Motorola R56 Standard due to rock, the system actually provided will be the best possible short of the installation of a chemical ground network which would insert additional cost and environmental problems that are not included as a part of this contract. Motorola cannot guarantee the actual ground resistivity that will be obtained at mountain top sites. 3.15 System Installation Once all required site preparations specified earlier have been completed and Eagle County has successfully obtained the required licenses and agreements permitting construction and system installation and has provided Motorola with the certification to proceed by site, Motorola will then commence construction and/or installation of all components specified in the Contract. Motorola will insure that the installation personnel utilized will have the proper training and tools to construct and/or install the expansion items in a neat and professional manner and insure that the expansion operates within published specifications. MOTb/40LA Confrdendal and Proprietary 13 Section 3 venlon L13 91"7 Statement of Work 3.16 Implementation Plan Upon consummation of a Contract to provide this expansion system and at the Pre -performance Meeting referenced in 3.4 above, with full visibility to the final start date, a firm implementation schedule will be agreed upon. The start date will determine the flow of the project implementation since, the bulk of the work required to complete this system expansion can only be accomplished during the summer months. The expansion is offered based on this fact and should the implementation be delayed for any reason and/or should the winter season start prematurely, all mountain top work must stop pending conditions that will permit standard four wheel drive access to the mountain top sites. The remaining schedule would then be delayed by an amount of time proportional to the weather delay. During mid winter 1997, once the Lower Beaver Creek building top site is available and prepared by Eagle County and the communications circuits are installed and tested, Lower Beaver Creek can be implemented and made operational. This implementation will occur during winter months that do not permit mountain top work. This plan is only possible assuming that the required Tl circuit installation from LBC to UBC is cor{rpleted prior to the start of the winter season in 1997. The bulk of the expansion system offered is planned to be constructed/installed during the summer of 1998 when the CSP/Castle Peak Site will be constructed. After the building construction is complete equipment installation will commence at both Upper Beaver Creek and CSP/Castle Peak. The bulk of the new Motorola expansion equipment will be staged for equipment functionality at the Motorola Schaumburg. facility. It will then be shipped to the Eagle County Sub -station at Eagle -Vail and to the Vail PD Communications Center in Vail, Colorado. Final system staging will be completed at the Vail PD Center prior to delivery to specific sites. The Quantar Intelli-repeater equipment can now be installed, optimized and tested at CSP/Castle Peak. The CSP/Castle Peak Site would then be operational. The MOSCAD Fault Management System will be staged at Schaumburg CCSI concurrent with CSP/Castle Peak. The four (4) remotes and central sites will be physically installed as summer time 1998 permits and sites become available. The system will then be optimized at each site and tested. The CSP and Vail upgrades will be implemented near the end of the summer, 1998, schedule. 3.17 Documentation 3.17.1 Operational Manuals Motorola will provide factory maintenance and vendor manuals for all new supplied equipment. In order to demonstrate component and system performance provided under the Smart one Radio Proposal, Motorola has proposed a series of acceptance tests. Upon completion of these tests, Motorola will have demonstrated that the SmartZone System Expansion does meet all specifications and is performing according to the stated system design. The successful completion of these tests will mark completion of Phase II project implementation and will satisfy the criteria fQr system final acceptance and payment. Final Acceptance will result in the start of the system warranty period. Beneficial use of the system by Eagle County, prior to system acceptance or without the issuance of a Conditional Acceptance, for other than testing, will constitute acceptance of the system and result in the start of the system warranty period. Method of Testing Several methods will be used -lo verify that the various components of the Phase II system are performing in concert with the Phase I system and according to the stated purpose of the component under test. A* system component, for the purpose of this document, will be defined as a piece of equipment or several pieces of equipment that perform a specific task as it relates to the rest of the system: Many of these components will be tested on an individual basis as well as on a system level. However, due to the complex nature of some of these system components, some of the system components will be tested only at a system level. The performance of these components will be demonstrated by testing various features of the system. The tests included in this acceptance test plan have been developed to provide an efficient yet thorough method of testing. Test Procedure Details System Factory Testing Testing of the Phase H system components and a portion of the system functionality will take place at the "System Factory", referred to as CCSI (Customer Center for System Implementation). Testing will take place upon completion of the staging process. The system or system components are fully operational at this point and the various modes of testing can be simulated making the test procedure xery efficient. Since this phase -consist of add-on sites, the Wide -Area features will not be tested at CCSI. However. the site trunking features can be tested to verify that the repeaters are operational as Quantar Intelli-repeaters. A Motorola representative will perform the testing on the assembled equipment and will provide Eagle County with the documented test results. The Premisys Channel Banks will not be fully tested until they are installed at the site. However, it can be verified that they are properly assembled and that a VT 100 terminal can communicate with the programming port while at CCSI. Items to be tested at the system factory are: Stand-alone trunking of the Lower Beaver Creek Site. Stand-alone trunking of the CSP/Castle Peak Site. Features and functions of the MOSCAD Fault Maintenance System. A check list of the features to be tested will be provided to CCSI to insure that all stand- alone features are operational. (Reference Attachment "A") Component Testing Each of the Quantar In*elli-repeaters will be tested as an individual component. The individual specifications for each Quantar Intelli-repeaters will be tested and documented at the time of "System Facton," optimization. The Quantar Intelli -repeaters aTe also tested at a system level at the "System Factory" and in the system tests. The transmitter antenna combining system will be tested for insertions loss. The Tower top amplifiers will be tested and padded for proper gain. The duplexer at Lower Beaver 9/5,197 MOTOROLA Eagle County TKed Radio System Phase II Acceptance Test Plan Creek will be tested for insertion loss and desensitivity. These tests will be performed at the time of optimization. The results of each of these tests will be documented and verified against factory test sheets. The Spare Boards ordered for the Centra -Com Gold consoles will be inserted into the system to test for compatibility. The T1 Circuits will each be tested as a component. After each circuit is installed, a T1 Perfomance Monitoring test will be performed using the built in diagnostic tools of the microwave itself or the Premisys Channel Banks on each end of the T1 circuits being used. The existing microwave will be tested to ensure that basic specifications are met and those readings will be documented at the time of installation. The MOSCAD Fault Maintenance can be tested after each unit is installed at the remote site(s) and the central site is completed and operating. A photo of the site will verify the physical appearance. A check list referred to as a site audit form will be provided for each site. Motorola is responsible for site construction at CSP/Castle Peak but is not responsible for the site upgrades at Lower Beaver Creek. In addition to the site audit, Motorola will also perform testing and documentation on the following site components using Attachment "D". • Antenna SWR and mounting integrity • -48 volt Battery system • Building security • AC power System Testing The site equipment will be tested in a stand-alone mode at the system factory. Prior to taking the equipment to the site, the equipment will be tested for compatible operation with the rest of the Phase I system at the central site (Vail PD). At this time the wide area features of the site will be tested. The list of features to be tested at the time of field staging are listed on a Wide Area Features check list (attachment "F'). The Premisys Channel Banks will also be programmed, tested and documented. While this field staging test is vital in the implementation procedure. the actual system testing cannot be performed until the new equipment is delivered to the site, the links are connected, the programming of the new sites into the Zone controller is complete and the new site perforins as an integral part of the system. At that time the alarms at the central site will be monitored to verify that the new sites come on line. The new sites will then be exercised to verify that they operate correctly. The System Coverage Acceptance Test for CSP/Castle Peak site will consist of testing for mobile coverage. The Mobile Coverage Acceptance Test Plan is designed to evaluate the mean signal level for a mobile talk -out configuration. Testing will be accomplished while inside the vehicle and will not require any additional special equipment to get to the test location. Grid size for testing coverage is defined as a geographical area not to exceed 1/2 miles by 1/2 miles but may be smaller in size. Testing will be done along primary roads. While signal strength to much of this area will be adequate to use portable radios, regions at the edge of these shaded areas will experience degradation over the mobile coverage. The Lower Beaver Creek site has been included to provide the best possible in building coverage in the densely populated area of the county in Beaver Creek. However, no in building predictions have been made. Data Analyzation and Report Generation During the field test, computer files are generated which include the signal level averages for each test location.
