HomeMy WebLinkAboutR17-067 Mental Health DayI Commissioner ii 6ilee,,nr moved adoption of the following Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE,STATE OF COLORADO RESOLUTION NO.2017 2' RESOLUTION DESIGNATING OCTOBER 10,2017 AS WORLD MENTAL HEALTH DAY IN EAGLE COUNTY WHEREAS,mental health services are important for the growing needs of Eagle County, Colorado; and WHEREAS,Eagle County recognizes the importance of mental health globally and locally and the purpose of this resolution is to highlight the contributions and value of mental health, psychosocial support, and resource capacity, particularly in Eagle County; and WHEREAS,on October 10, 2017,World Mental Health Day is observed across the world; and WHEREAS, mental health is essential to achieve the full potential of an individual and mental health disorders can affect the ability of an individual to carry out daily tasks, establish or maintain relationships, or pursue other fundamental endeavors; and WHEREAS,mental health disorders and substance use disorders are the leading causes of disability globally; and WHEREAS, mental health disorders and consequences,including suicide,are higher in Eagle County compared to both the State of Colorado and the United States rates; and WHEREAS, 1 in 4 Eagle County residents will struggle with a mental emergency this calendar year and depression is the third leading cause of disease burden globally, and recognizing that, by 2030, depression will be the highest cause of disease burden in low-income countries and the second highest cause of disease burden in Eagle County; and WHEREAS, depression has a particularly negative impact on women, for whom depression is the leading cause of disease burden independent of the income level; and recognizing that already this year we are 25% higher than the historical avg. with already 10 people having killed themselves in Eagle County,6 of which were women; and WHEREAS, for each completed suicide, 20 more individuals attempt to commit suicide and up to 90 percent of individuals who commit suicide have a diagnosable mental health disorder; and WHEREAS, there is an urgent need to create readily-accessible,high-quality mental health services in line with national and global guidelines by designing and implementing comprehensive programs that are culturally, developmentally, and linguistically appropriate, building local human resource capacity, and strengthening health systems; and WHEREAS,by proclaiming October 10, 2017 as World Mental Health Day in Eagle County, Eagle County recognizes the importance of mental health services for all of those in need of mental health care. NOW THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE,STATE OF COLORADO: THAT, October 10, 2017 be proclaimed World Mental Health Day in Eagle County. THAT, the Eagle County Board of County Commissioners (the"Board") recognizes the importance of World Mental Health Day; affirms the continued support of Eagle County for making resources available to provide mental health services and build capacity; honors the importance of trained mental health workers as they enhance human well-being and mental health, restore functioning, and save lives by ensuring the availability of high-quality, context-relevant mental health and psychosocial support services. THAT, the Board calls on the heads of all departments of the Eagle County Government to integrate mental health and psychosocial training for all staff by providing Mental Health First Aid training for all staff in order to improve the overall quality of life of individuals living with mental health disorders. THAT, the Board commends the dedication of organizations,professionals, and volunteers who work to improve the mental health of all individuals,and the important contributions and bravery of individuals who live with or have overcome mental health disorders. THAT,the Board hereby finds,determines and declares that this Resolution is necessary for the public health,safety and welfare of the residents of the County of Eagle, State of Colorado.
