The study will include the Eagle River Valley portion of Eagle County. The report will analyze the Eagle River Valley by dividing it into three major market areas: up -valley, mid -valley and down -valley. The report will provide, further analysis of individual communities, to the extent survey data is available. The three major market areas are: • Up -Valley — Vail, Minturn and Redcliff and surrounding areas in east Eagle County • Mid -Valley — Edwards, Avon and surrounding areas in south and central Eagle County including Eagle Vail • Down -Valley —Eagle and Gypsum and surrounding areas of central and west Eagle County The report will be organized as follows: 1. Key Findings This section will summarize the key findings observed in the analysis Z. Demographics and Economics This section will provide the demographic and economic data upon which the demand calculations are built, including: • the current number of workforce households and jobs in each market area, • rates of job growth, historical and projected • commuting, both into and within the Eagle River Valley and • demographic characteristics such as income, own/rent, household size and household type. Sources: Household and Employer Survey, 2000 and 2010 U5 Census, American Community Survey, State Demographer estimates and forecasts 3. Housing Costs and Availability This section will provide current average and median prices of homes for sale by market area and zip code, and average rents and vacancy rates county -wide. It will document housing affordability by market area compared with purchasing power of the local workforce. Sources: MLS, Polar Star Properties, Land Title, and realtor/property manager focus group 4. Housing Demand Analysis The section will provide quantitative estimates for the current and projected number of workforce housing units needed. This analysis will quantify demand by market area, income, unit size, and own/rent. It will build upon the format of the 2007 Needs Assessment and 2011, and 2016 Updates, covering the "catch up" and "keep up" housing gap as follows: Catch-up Demand from unfilled jobs In -commuters desiring to move Homes to address overcrowding Keep -up Job growth Retiring employees The Demand Analysis will provide detailed projections through the year 2020 so that the findings from the analysis can be compared with data from the Census, upon its release, to make adjustments needed. This will create a baseline from which future projections can be produced. The final report will also provide 10 -year estimates of total housing demand. Given that changes in the economy and housing markets are highly dynamic, it is recommended that job and population growth be monitored and projections adjusted as warranted. Sources: data from sections Z, 3, and 5 5. Housing Preferences, Tradeoffs, and Solutions The report will conclude with an in-depth analysis of household preferences and tradeoffs to inform future housing solutions. Household and Employer surveys will be the primary data source for this section of the report. The Demand Analysis will draw conclusions that will help local officials and developers plan and build housing that is responsive to workforce housing preferences and that is priced appropriately. The report will examine the type, size, number of bedrooms, and amenities preferred by residents in each market area. It will measure buyers' and renters' willingness to make tradeoffs between location, price point and deed restrictions, and will compare where employees live to where they want to live. Both employer and resident perceptions regarding the severity of housing as a problem will be included in the final report. Both household and employer surveys will test the appropriateness/acceptance of potential solutions incl udingtaxes, inclusionary housing, linkage, dedication of publicly - owned land, and other tools. Survey questions will include a brief definition of the tool. Results will be cross tabulated by market area and community, where sufficient samples are available. The report will provide an analysis of the appropriateness and acceptance of potential housing solutions. Sources: Household and Employer surveys The report will be provided in a format that can be easily printed, emailed, and posted on websites. Research Approach Much of the information that will be included in the Demand Analysis can only be obtained through primary research. The Consultant will conduct two surveys, one of households and one of employers. Both surveys will be conducted on-line. This focus group will inform housing market conditions and assist in designing the preferences and tradeoffs portion of the household survey. Two consultants will conduct this focus group. Household Survey The Consultant will conduct an online survey of households throughout the Eagle River Valley. ECHDA staff will assist the Consultant in community outreach and ensure that the survey link is widely disseminated in print media, radio, online, and to ECHDA clients. Consultant will also provide printed post cards that can be placed in public places and/or handed out through employers. Consultant will monitor responses throughout the survey process and may seek assistance to targeted areas where response rates are low. Employer Survey Consultant will conduct a short on-line survey of employers, which is needed to gather data on unfilled jobs, commuting patterns, and perceptions regarding housing problems and solutions. ECIDHA staff will assist Consultant by coordinating outreach to business leaders and chambers and to follow-up with employers to ensure broad participation.
