As of today, Volaire has agreements in place to provide consulting services to 69 mostly small and medium size airports. Dur approach to air service development consulting is methodical and driven by the data airlines use to analyze route planning decisions. Our work is well-respected by airline decision makers because the business cases we develop and present to airlines are probablytin e mostthorough and complete of any consulting firm in the air service development business. The thoroughness of ourwork translates into a proven and successful track record in developing new air service far our clients. VOLAlRE AY1,4T 10IV COM9L9LTINC— SERVICES Project Approach The Vola ire Aviation's approach for working with EagleNail will he to huildon existing airline capacity to ensure airline capacity increases and average fares fall so existing passengers continue to choose Eagle County Regional Airport and new passengers are captured from other airports in the region, primarily Denver International Airport. Airlines generallyview EagleMail as afavorable market because it generates relatively high fares and has an affluent base of customers. Traffic at EagleNail is seasonal, and airlines schedule cap acityto accommodate the seasonal nature of the ski market. Exhibit 2 illustrates capacity, in terms of seats per day each way, and traffic, in terms of passengers per day each way, peak in first quarter. First quarter 2017 capacity declined 2.7% and traffic declined A.5% versus first quarter 2016, but published capacity in first quarter 201 8 will increase 19.0% to 1 ,961 seats per day each way. Given the additional capacity in first quarter 2018, traffic will also increase. and fares should fall. While the Airport should strive to secure more airline capacity in the peak season, a primary objective of the Airport's air service development strategy should also be to secure more airline capacity in non - peak periods of the year. The chart in Exhibit 2 illustrates the variance in capacity between the first quarter from 2015 to 2018 versus second quarter through fourth quarter of each year. There is significant opportunity to increase capacity in non -peak periods of the year, especially in the summer months from June through august. Exhihit2. Exhibit 3 illustrates EagleNail's average one-way airfare has trended dawn 9.40A overthe last nine quarters from$346 in first quarter 2015 to $314 in first quarter 2017. Table 3 illustrates 24 potential new routes on ten airlines we have identified as potential targeted new routes and specified whether the route would be targeted for winter/spring service or summer service. The Volaire team will work with the Airport to develop and continuously refine an air service development strategy. The strategywill be developed jointly and will be based on the Airport's air service development opportunities, a preliminary ranking of these opportunities, the ability for airlines to meet at their headquarters offices and industry air service development conferences. The strategy will be revised throughout our relationship with the Airport as Eagle County Regional Airport Proposal for Airport Air Service Development Consultant Vola ire Aviation. Once meetings are scheduled with airlines, business caseswill be developed for presentation. Michael Lum, Volaire's proposed EaglelVail engagement manager, W11 perform the research and analysis relevant to include in business cases presented to airlines. We believe it is important to illustrate positive economic and tourism trends and a community's economic rankings relative to other communities in the United States or in the region. When the data isfavorahle, including economic and tourism trends and rankings enables an airline to understand the drivers of a community's economy and tourism relative to other opportunities the airline maybe considering. The majority of the business case work vve perform for clients includes a written report summarizing the analysis and findingsto supportthe newroute opportunity. A business case presented to an airline will contain the detail and data needed to answer the questions airline decision makers may have during the meeting, and the business case will be structured to persuade the airline planners to perform their awn analysis and forecast of the proposed market. Schedule Availability Our proposed engagement manager, Michael Lum, has the bandwidth to accommodate Eagle County Regional airport as a client. Michael is able to accommodate the workload of all EaglelVail project engagementsto include the analysis of capacity, traffic and fare trends, preparation of business cases, scheduling meetingswith airlines, travel to airline meetings, communication and negotiation with airline personnel and ad-hoc requeststor data or information from the Director of Aviation.
