TOWN OF GYPSUM
CONDITIONAL USE PERMIT No. 1-97
This permit entitles CASTLE ROCK CONSTRUCTION COMPANY to establish and operate a concrete
batch plan* on the following property: Eagle County Regional Airport.
This permit is granted with the following conditions:
1.) The staging area for the plant must be located within the "Contractor Staging Area" as indicated on
Sheet 3 of 16 of the construction plans dated May 8, 1997 as submitted by Isbill Associates, AIP
Project No. 3-08-0020-24.
2.) The scope of project is to complete only Schedules I - V as depicted on Sheet 1 of 16 of the
construction plans. Any other work to be completed by the establishment of the concrete batch plant
must be fust submitted to the Town of Gypsum for an amendment to this Conditional Use Permit.
3.) The effective date of the permit shall be from September 1, 1997 at 7:00 a.m., and shall expire on
October 31, 1997 at 7:00 p.m. The Town of Gypsum must receive a one week notice if it appears the
permit will need to be extended beyond the date of October 31, 1997. At that time the Town of
Gypsum, at its sole discretion, may amend the hours of operation.
4.) The hours of operation will be 7:00 a.m. to 7:00 p.m. Monday through Saturday. By written request
the Town of Gypsum, at its sole discretion, may amend the hours of operation to allow for work on
Sunday.
5.) The applicant is required to secure a meter from the Town of Gypsum's Public Works Director to
meter the amount of water used for the operation of the batch plant. The applicant must remit
payment within 30 days of invoice for the use of the metered water. At any time during the 60 day
operation, the Town of Gypsum, at its sole discretion, may disconnect the meter and disallow further
usage of water for construction purposes. In such a case the applicant will be notified twenty-four
hours in advance and must make other arrangements for water.
6.) Any and all disturbed ground must be revegetated within 30 days of expiration of permit. It is
recognized that fall revegetation will be for the spring growing season of 1998.
7.) Any construction traffic associated with this permit needing to travel off-site must use Cooley Mesa
East bound to Highway 6.
8.) Finally, the Town of Gypsum must be notified at the completion of the project to conduct a site visit to
ensure that the above terms and conditions have been adhered to and completed satisfactorily.
Issued this 21°` d Augu 1997 to expire on the 31" day o October, 1997.
