This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry recently attended an EGE Air Alliance meeting which was a group of
citizens,business leaders, and town council members. It was reported that the new Phoenix flight was doing well
and they were working on getting a low cost flight out to California next winter.
Commissioner McQueeney acknowledged the new Interim County Manger,Brian Treu and Interim County
Attorney, Beth Oliver. She thanked them both for stepping up.
Consent Agenda
1. Intergovernmental Agreement(IGA)between Eagle County and the Town of Gypsum Concerning a Grant
of Trail Maintenance Funds

Mr. Palmer stated that the agreement on the agenda was a renewal of the 2016 agreement with Walking
Mountains for administration of the Energy Smart Colorado program in Eagle County.
John Ryan with the Walking Mountains Energy Smart Colorado program thanked Eagle County for its
support. The vision of Walking Mountains was in line with Eagle county's values. They hoped to make a huge
impact in the community in 2017. With the funding received from Eagle County in 2016,they were able to
leverage at about a one-to-one ratio with funds from the utilities as well as Energy Outreach Colorado. This year
the Radon Action month was a big success. The Shaw Cancer Center in Edwards became a distribution point for
the kits this year and distributed about 500 test kits. They worked.Oh.local contractors to follow-up and provided
a$500 rebate for necessary work. "� tia,,to)".
John Gitchell stated that about 60%of the total carbon emissions in the county was from buildings,which
was why the Energy Smart Program was a critical strategy for the Climate Action Plan. There were about 30,000
residences in the county and about 1,400 had participated.

Mr. Ryan stated that the home energy audit was comprehensive. They offered a quality product that looked
for safety and a provided a deep investigation of the home. The cost of a home energy audit was$100,but the true
value was $500.
Mr. Palmer noted that from a fiscal standpoint it was a goal to have the Energy Smart Program funded
entirely out of the ECO Build fund. He hoped to discuss the funding options with the board moving forward.
Commissioner McQueeney moved to approve the Consent Agenda for February 7, 2017, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Ryan opened constituent input, as there was none.
Joanne Rock stated that she recently read in an article that there was a request for$13,000 to go towards the
study of why the affordable housing tax did not pass. She believed the money could be spent elsewhere.
Chairman Ryan closed constituent input.

4. Resolution 2017-005 Ratifying ZC-6242 Dennis Property Zone District Amendment Request

Mr. Hunn stated that resolution ratified a decision made by the board on January 3, 2017. The property
was north of the Town of Eagle and was previously zoned Rural Residential. The applicant wished to down zone
the property to Recourse to allow for a larger accessory dwelling unit to be constructed on the property. This was a
benefit to Eagle County because this was an area that was not served by roads and there were wildlife concerns.
Commissioner Chandler-Henry moved to approve the resolution ratifying ZC-6242 Dennis Property Zone
District Amendment Request.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
