This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan spoke about the discussions with state legislators and others regarding the high cost of
health insurance in the mountain region. The group reviewed strategies and talked about what was realistic for
reducing the cost of health insurance premiums. She would provide an update in the near future.
Commissioner Chandler-Henry stated that the ballot issue that was presented to voters on the November
2016 ballot did not pass. Affordable housing was still a critical issue and the discussions would continue.
Chairman McQueeney spoke about the number of changes,meetings, and celebrations that had taken place
since the board met last.

RESOLUTION NO. 2016 -
Resolution Designating December 6,2016 as Colorado Gives Day
WHEREAS, charitable giving in Eagle County, Colorado is critical to providing support that local
nonprofit organizations need to make our community a desirable place to live; and
WHEREAS, research shows an increase in online giving both locally and nationally, and many believe it is
the future of philanthropy; and
WHEREAS, Community First Foundation and First Bank have partnered in an effort to increase charitable
giving in our community through the online giving initiative Colorado Gives Day; and
WHEREAS, Colorado Gives Day in 2015 raised $28.5 million in a single 24-hour period via online
donations, $822,580 to Eagle County nonprofits, at www.coloradogives.org, a website allowing donors to direct
their contributions to one or more of the forty-one (41) local, Eagle County charities featured on the site, making it
an ideal resource for facilitating charitable giving to our locally-based nonprofit organizations; and

WHEREAS, Colorado Gives Day is December 6th this year, and all citizens are encouraged to participate
because all donations, large or small, can make a difference to nonprofits in need.
NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners hereby designates
Tuesday,December 6, 2016, as Colorado Gives Day in the County of Eagle, State of Colorado.
MOVED,READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State
of Colorado, at its regular meeting held the 15th day of November,2016.
Ms.Kipp with the Eagle County Gives Collaborative group spoke. The Collaborative was a group of 48
approved nonprofits working together. Colorado Gives Day was a 24-hour period when the community could
donate online throughout the state to any of the 48 vetted nonprofits. FirstBank and the Community First
Foundation increased the value of every dollar given on that day. Eagle County was the leader in the State for
working as an active Collaborative Group.
Commissioner Chandler-Henry stated that it made her proud that Eagle County was the leader throughout
the State.
Chairman McQueeney thanked everyone for their work.
Commissioner Chandler-Henry moved to approve the resolution designating December 6,2016 as
Colorado Gives Day.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Commissioner Ryan moved to approve the Consent Agenda for November 15,2016, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Jeanne McQueeney opened public comment.
Joanne Rock congratulated the board for their re-election. She believed the cost of health care was a big
issue for everyone. She encouraged more incentives to keep costs down. She believed there should be a Medical
Economist in the state to review the cost of chronic health care and come up with solutions and provide incentives.
She recently watched a C-Span discussion about reducing health care costs and one of the top five ways to do this
was to look more closely at the medical up-coding done by providers.
Chairman McQueeney closed citizen input.

11. Intergovernmental Agreement between the Town of Avon Police Department,the Town of Vail Police
Department,the Town of Eagle Police Department,the Town of Avon Police Department and the Town of
Basalt Police Department Concerning Authorization for Law Enforcement Services within Unincorporated
Eagle County,the Town of Gypsum and the Town of Minturn
James Van Beek,Eagle County Sheriff's Office
Sheriff Van Beek stated that the agreement was culmination of two years of work. The agreement outlined
each of the departments' roles and how they would support and work together for the benefit of the citizens in
Eagle County.
Commissioner Chandler-Henry moved to approve the intergovernmental agreement between the Town of
Avon Police Department,Town of Vail Police Department,the Town of Eagle Police Department, and the Town of
Basalt Police Department concerning authorization for Law Enforcement Services within unincorporated Eagle
County,the Town of Gypsum and the Town of Minturn.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Mr.Hunn explained the reason for the tabling.The files were companion files not yet heard by the
Planning Commission.
Commissioner Ryan moved to table file no. ZS-5463 Lane Family Conservation Subdivision
Special Use Permit until April 25,2017.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
