MOUCCMEMORANDUMOFUNDERSTANDINGTheStateofColoradoDepartmentofHumanServicesandTheBoardofCountyCommissionersorotherelectedgoverningbodyofEagleCounty(ies),ColoradoThisMemorandumofUnderstanding(or“MOU”)ismadethis1StdayofJuly,2013,betweentheStateofColoradoDepartmentofHumanServices(the“CDHS”)andtheBoardofCountyCommissionersorotherelectedgoverningbodyofEagleCounty(ies),Colorado(the“County”).CDHSisthesolestateagencywiththeresponsibilitytoadministerorsupervisetheadministrationofthehumanservicesprogramslistedinCRS26-1-201.TheColoradoGeneralAssemblyenactedSB/HB13-231inresponsetotheCDHSbeinggrantedwaiverauthoritybytheUnitedStatesDepartmentofHealthandHumanServices,AdministrationforChildrenandfamilies,underSection1130oftheSocialSecurityAct,whichauthorizesstatestoconductdemonstrationprojectswhicharedeterminedtopromotetheobjectivesofpartsBorEofTitleIVoftheSocialSecurityAct.AcopyofthewaivertermsandconditionsareattachedtothisMOUasExhibitA.CRS26-5-105.4requiresCDHSandtheCountytoenterintoanannualperformanceagreementthatexplainstheCounty’sdutiesandresponsibilitiesinimplementingtheTitleJV-EWaiverDemonstrationProjects.CDHSandtheCountyunderstandandagreethattheservicesoutlinedinthisMOUaresubjecttoavailableappropriationsbytheGeneralAssembly,andneitherpartywillbeobligatedtoprovideservicesorassistanceifadequateappropriationshavenotbeenmade.1 CCThefollowingtermsareagreedtobyCDHSandtheCounty:1.MOUMEETSPERFORMANCECONTRACTREQUIREMENTThepartiesagreethattheprovisionsofthisMOUconstitutecompliancewithCRS26-5-105.4.2.TERMThetermofthisMOUwillbefromJuly1,2013toandincludingJune30,2014.3.DEFINITIONSThepartiesagreetoprovidethefollowingminimumservicestotheidentifiedpopulationsasdenotedbelow(checkallthatapply):XfamilyEngagement—Meetingswillbeprovidedtofamilieswithanewlyopenedchildwelfarecaseduringthedemonstrationperiod:•Atcaseopening—within7businessdaysafterthe60thday(69daysbyincludingweekends);•Within7businessdaysofinitialplacement;•Every90dayswheninout-of-homecare(DHS/DSScustody);•Every6monthsinin-home(caseopen).XPermanencyRoundtables—Meetingwillbeheldquarterlyforyouthwithanopenedchildwelfarecasewhoare:XOvertheageof16withagoalofOtherPlannedPermanentLivingArrangement;and/orXWithagoalofOtherPlannedPermanentLivingArrangementwhohavebeenincareforlongerthanoneyear.Xforchildrenlyouthincareover12months,nomatterwhatthepermanencygoalis,dependentonPRTresources2 CCDKinshipSupports—Supportservicesandgoodswillbeprovidedtokinshipfamilieswhoare:Licensedfostercaregivers;Non-licensedfostercaregivers.4.REQUIREDDUTIESOFTHECOUNTYa)Duringthetermoftheagreement,theCountyagreestoimplementtheintervention(s)asdescribedinExhibitBandinaccordancewiththerulesadoptedbytheStateBoardofHumanServices.b)TheCountywillmaintainsufficientrecords,willperformthereporting,ColoradoTrails(Trails)andCFMSactionsrequiredtoimplementtheWaiver,andwillpermitCDHS,itsevaluators,dulydesignatedagentsand/orrepresentativesofthefederalgovernment,toinspecttherecordsandwillmakesuchrecordsavailabletoCDHSasspecifiedinCRS26-1-122.c)TheCountyagreestoparticipateintheevaluationoftheTitleIV-EWaiverDemonstrationProject,asdescribedunderSection3ofExhibitA,andasestablishedunderCRS26-5-105.4.d)TheCountyagreestouse50%oftheunderspentcountyTitleIV-EWaiverfundsforchildwelfareservicesthatcanincludea)IV-EWaiverinterventionservicestoeligibleandnon-eligibleTitleIV-Echildrenb)ConventionaltitleIV-EprogramservicesthatmustbeismaintainedforthoseTitleIV-Eeligiblechildreninoutofhomeplacementc)Otherchildwelfareservicestoeligibleandnon-eligibleTitleIV-Echildrenandtheirfamiliese)TheCountyplantoexpendeitherallocatedTitleIV-EWaiverfunds,orunderspentcountyTitleIV-EWaiverfundsasoutlinedinExhibitB.f)TheCountyagreestotransmit50%oftheunderspentcountyTitleIV-EfundstotheTitleIV-EWaivercashfund,asestablishedinCRS26-5-105.4.Costsavingsaredeterminedasfollows:Costsincludethecosttoprovideaninterventionauthorizedinthismemorandumofunderstandingtoanindividual.Thecostincludesthetype,amountsandcostsoftheinterventionservice.Thecostsincludeinterventionfunds,staffandvendor3 CCcostsasidentifiedinTrails,CountyfinancialManagementSystem(CfM$)and/or100%timereportingbyindividualsperformingawaiveractivity.ThereisapresumptionthatacostisnotawaivercostunlessaffirmativelydocumentedinCfMS,Trails,and/oravendor’stimedetailreportfor100%timereporting.Thecostsoftheservicesreceivedbychildrenandfamiliesforthefiveyearspriortothewaiverdemonstrationbeingimplementedandthecurrentcostforchildwelfareservicesnotunderthewaiverwillalsobeutilized.Thesecostsmayincludehistoricalandcurrentcostsexperiencedbycountiesoragroupofcounties.Whencomparingcostsandsavings,acounty’sownrevenueandexpenditurehistoryandmayincludeasystem-levelassessmentofrevenuesandexpendituresforagroupofcounties.OnlycostsandsavingsthatareconsistentwiththeWaiverDemonstrationsEvaluationPlanandfinancialdataavailableintheCFMSandTrailswillbeutilized.Medicaidandotherrevenuesandexpenditureswillbeincludedonlytotheextenttheyareincludedinthewaiverevaluation.TheDepartmentDivisionofChildWelfareandDivisionofAccountingwilldevelopanexpenditure,savings,andcost-savingsmethodologyandtransmissionprocessincollaborationwiththefinanceSubPACandapplicableOfficeofInformationTechnologypersonnel(Trails).ThisMOUwillbeamendedifnecessarytoconformtothemethodologyandtransmissionprocess.g)TheCountyinsuresanystafffundedwithTitleIV-EWaiverfundsparticipatesin100%timereporting.Staffwith100%oftimedevotedtoTitleIV-EWaiverintervention(s)mayutilizethe6MonthCertificationforminlieuof100%timereporting.5.DUTIESOFCDHSa)CDHSwilloverseetheimplementationoftheTitleIV-EWaiverDemonstrationProject,andwilldevelopstandardizedformsandreportingprocessesforthetrackingofparticipants,inconsultationwiththeCounties.b)CDHSwillmonitortheCounty’sprovisionofTitleIV-EWaiverinterventionservicesasoutlinedintheExhibitBandExhibitC.c)CDHSwillexerciseoversightofandresponsibilityforthedevelopment,implementation,maintenance,andenhancementofTrailsanditsapplicationrelativetoChildWelfareServices.4 C0d)ForSfY14/15andsubsequentyears,CDHSagreestoallocatetocountiesanyTitleIVEfundstransmittedtotheTitleIV-EWaivercashfundandappropriatedbythegeneralassemblytoeitherimplementtheTitleIV-EWaiverDemonstrationProject,ortofundoutofhomeplacementandcaseplanningforTitleIV-Eeligiblechildren,inaccordancewithCRS26-5-105.4.6.SEVERABILITYTotheextentthatthisMOUisexecuted,andperformanceoftheobligationsofthepartiesmaybeaccomplished,thetermsoftheMOUareseverable.ShouldanysingularterminthisMOUbedeclaredinvalidorbecomeinoperativeforanyreason,itwillnotinvalidatetheMOUitself,oranyofthetermsincludedtherein.7.INTEGRATIONOFUNDERSTANDINGThepartiesrecognizethenatureoftherelationshipbetweentheCountyandtheState.ThisrelationshipisgovernedmorebroadlybypertinentprovisionsoftheColoradoConstitutionandofstatestatutesandrules,includinglawfulrulespromulgatedbytheStateBoardofHumanServices.ThepartiesfurtherrecognizethatthisMOUisnotintendedtosupersedeorchangetherelationshipbetweentheCountyandtheStateasestablishedbyanylegalauthority.8.NOTHIRDPARTYBENEFICIARYThisMOUisbindingtoCDHSandtheCounty,aswellastheirrespectivesuccessorsandassigns.ItisagreedthattheenforcementofthetermsandconditionsofthisMOUarereservedforCDHSandtheCounty,totheextentpermittedbylaw.NothingcontainedinthisMOUallowsaclaimorrightofactionbyathirdparty.AnythirdpartyreceivingservicesorbenefitsundertheprovisionsofthisMOUisdeemedanincidentalbeneficiary.9.DISPUTERESOLUTIONPriortotheexecutionofthisdocument,ifthepartiesareunabletoreachagreementconcerningtheinclusionof,orwordingof,provisionsoftheMOU,eitherpartymayreferthedisputetothe5 00TitleIV-EWaiverDemonstrationProjectOversightCommittee.TheCommittee’sdecisionwillbemadebyamajorityvoteofitsmembers,andisnon-binding.Ifdissatisfiedwiththedecisionoftheoversightcommittee,eitherpartymayseekreviewbytheOfficeDirectorofChildrenYouthandfamiliesordesignee.Nothingintheseprovisionslimitsaparty’sabilitytopursueotherremediesavailableunderthelaw.10.TERMINATIONThepartiesacknowledgethatwithdrawalfromthisMOUwillresultintheterminationofthisAgreementandterminationoffundingandservicesassociatedwiththisAgreement.TheCountyshallassureaslittledisruptionaspossibleinthedeliveryofservicesprovidedtoRecipients.a)Withdrawal/Termination.AnypartymaywithdrawfromthisAgreementatanytimebyproviding30dayswrittennoticetoallotherParties.b)ForLossoffunds.AnypartymaywithdrawfromthisAgreement,intheeventoflossorreductionofresourcesfromitsfundingsourcesandshallprovidenoticeofwithdrawal,inwritingwithin30days.c)LackofCompliance.CDHSmayterminatetheagreementifitisfoundtheCountyisnotcomplyingwiththetermsofthismemorandum.Intheeventthememorandumisterminatedforfailuretoperform,interventionsfundsmaybereducedatthediscretionofCDHS.6 CCDEMONSTRATIONPROJECTTERMSANDCONDiTIONSCOLORADOSECTION1:GENERAL1.0TheDepartmentofHealthandHumanServices(hereinafterreferredtoas“theDepartment”)willgrantwaiverstotheStateofColorado(hereinafterreferredtoas“theState”)underSection1130oftheSocialSecurityAct(hereinafterreferredtoas“theAct”)tooperateademonstrationproject(hereinafterreferredtoas“thedemonstration”)assetforthintheseDemonstrationProjectTermsandConditions.TheDepartmentreservestheright,initssolediscretion,towithdrawapprovalofthisdemonstrationproject,includingwithdrawalofanyandallwaiversgrantedbytheDepartmentatsuchtime(s)thattheDepartmentdetenninesthattheStatehasmateriallyfailedtomeettherequirementsassetforthintheseDemonstrationProjectTermsandConditions.TheStatealsoretainstherighttoterminatethedemonstration.1.1FailuretooperatethedemonstrationasapprovedandaccordingtoFederalandStatestatutesandregulationswillresultinwithdrawalofapprovalofthisdemonstrationproject.TheFederalstatutesandregulationswithwhichtheStatemustcomplyintheoperationofthedemonstrationincludecivilrightsstatutesandregulationsthatprohibitdiscriminationonthebasisofrace,color,nationalorigin,disability,sex,age,andreligion,includingtitleVIoftheCivilRightsActof1964,Section504oftheRehabilitationActof1973,theAgeDiscriminationActof1975,titleIIoftheAmericanswithDisabilitiesAct,thenondiscriminationprovisionsoftheOmnibusBudgetReconciliationActof1981,andtheMultiethnicPlacementActasamended.Afterthedemonstrationisapproved,theDepartmentreservestherighttowithdrawapprovalifagreementcannotbereachedonanyitem(s)citedinthisdocumentasneedingapprovalbytheDepartment.TheStatealsohasthesameright.1.2TheDepartmentmayterminatetheState’sauthoritytoconductademonstrationprojectif,afterthethree-yearperiodfollowingapprovaloftheseTermsandConditions,theStatehasnotmadesignificantprogressinimplementingthechildwelfareprogramimprovementpoliciesproposedbytheStateinitsapplicationtoconductademonstration,andasdescribedinsection1130(a)(3)(C)oftheAct(seealsoSection2.3).1.3IfFederalorStatestatutesorregulationsthatwouldhaveamajoreffectonthedesignandimpactsofthisdemonstrationareenacted,orifanydeficienciesorseriousproblemsinimplementationoftheseTermsandConditionsarenotedbytheDepartment,theDepartmentandtheStatewillreassesstheoveralldemonstrationanddevelopamutuallyagreed-uponstrategyfordealingwiththedemonstrationinthecontextofsuchchanges.Ifsuchamutuallyagreed-uponstrategycannotbedeveloped,theDepartmentreservestheright,initssolediscretion,towithdrawapprovalatsuchtime(s)astheDepartmentdetennines.ColoradoTermsandConditions—fINAL2 c?.01.4MiprovisionsoftheActnotwaivedremainineffect.1.5ThedemonstrationprovisionswillbeimplementednoearlierthanApril1,2013,andnolaterthanOctober1,2013.TheimplementationdateofthedemonstrationshallbethefirstdayonwhichtheStateoffersservices,subsidies,orothersupportsundertheprovisionsoftheseDemonstrationProjectTermsandConditionstoparticipatingchildren,caregivers,orothertargetedindividuals.Forcost-neutralitypurposes,thedemonstrationshallbedeemedtobeginonthefirstdayofthecalendarquarter(hereinafter“quarter”),whichincludestheimplementationdate,butforthepurposeofcalculatingcostsfortheinitialquarterofthedemonstration,onlycostsincurredbeginningwiththemonththatincludestheimplementationdatewillbecounted.Thedemonstrationshallendnolaterthanthelastdayofthe20thquarterendingafterthedeemedbeginningdate.ThedemonstrationprovisionsshallbeasspecifiedinSections2and3.WaiversnecessaryforthedemonstrationareapproveduponacceptancebytheDepartmentandtheStateoftheseDemonstrationProjectTermsandConditions.Theywillbecomeeffectiveasoftheimplementationdateandwillremainineffectuntilthelastdayofthe20thquarterendingafterthedeemedbeginningdate,unlessthedemonstrationisterminatedearlier.TheState’sprojectdemonstrationperiodmaynotexceedamaximumoffivetotalyearsundertheprovisionsoftheAct,unlessinthejudgmentoftheSecretary,thedemonstrationprojectshallbeallowedtocontinue.1.6FederalapprovaloftheseDemonstrationProjectTermsandConditionsshallnotbeconstruedtoestablishanyprecedentthattheDepartmentwillfollowintheapprovalofanysubsequentrequestforTermsandConditions.1.7NothingintheseTermsandConditionsshallcreateeligibilityforanychildorfamilyforanyFederalprogramorentitlementforwhichthatchildorfamilywouldnototherwisebeentitled,exceptthattitleIV-Efundsmaybeexpended,accordingtotheprovisionsoftheseTermsandConditions,forpersonswhowouldnotbeeligiblefortitleIV-Efundsintheabsenceofthedemonstration.ReceiptofservicesreimbursableundertitleXIXbutprovidedundertheseTermsandConditionsforchildrenandfamilieswhoarenoteligibleundertitleIV-EdoesnotconstituteeligibilityforMedicaid.ChildrenunderthisdemonstrationwhoaredeterminedtobeeligibleundertitleIV-Ewillretainthateligibilitythroughthedurationofthedemonstrationproject,sothatsuchchildrenwillremaineligibleforMedicaid,titleIV-EAdoptionAssistance,titleIV-EFosterCare,andtitleIV-EGuardianshipAssistanceProgram,ifapplicable.ColoradoTermsandConditions—fINAL3 o0SECTION2:IMPLEMENTATION2.0UndertheseDemonstrationProjectTermsandConditions,theStateisauthorizedtoimplementademonstrationprojectthatseekstointegratecurrentsystemicchildwelfarereformsandinnovativepracticesthroughtheuseofstrategiestoincreasefamilyengagementandaddresstheassessmentandtreatmentofchildhoodtrauma.TheState’sdemonstrationwillfocusonaccomplishingthefollowinggoal(s):•Increasepermanencyforallinfants,children,andyouthbyreducingthetimeinfosterplacementswhenpossibleandpromotingasuccessfultransitiontoadulthoodforolderyouth.•Increasepositiveoutcomesforinfants,children,youth,andfamiliesintheirhomesandcommunities,includingtribalcommunities,andimprovethesafetyandwellbeingofinfants,children,andyouth.•Preventchildabuseandneglectandthere-entryofinfants,children,andyouthintofostercare.Thedemonstrationwillbeimplementedinupto64countiesintheState;however,eachcountywillimplementsomeorallserviceinterventionsinvaryingstagesduringthedemonstrationtimeperiod.Thedemonstration’stargetpopulationwillincludealltitleIV-Eeligibleandnon-IV-Eeligiblechildrenwithscreened-inreportsofabuseorneglectandthosealreadyreceivingservicesthroughanopenchildwelfarecaseduringthedemonstrationperiodregardlessofcustodystatus.Oncethedemonstrationisfullyimplemented,theStateestimatesthatitmayserveupto101,100cases(duplicatedcount)throughthesixserviceinterventionsdescribedinSection2.1below.ThestatemaychoosetoimplementthedemonstrationprojecteitherbyindividualcountyperformanceagreementsorbyachangeinStateregulation.2.1TheState’sdemonstrationwillincludethefollowingthreeprimaryserviceinterventionstobeimplementedstatewide:•Familyfngaement:TheStatewillintroducefamilyengagementpreceptsandprocessesthroughacombinationoftraining,coaching,andpeermentoring.Additionally,theStatewillmodifynon-safetycertificationregulationsofrelativefosterfamilyhomestofacilitatetheplacementofchildrenwithrelativeswhenout-of-homeplacementisnecessary.•Trauma-InformedChildAssessment:TheStatewillsupplementexistingassessmentprocessesandinstrumentswithstandardizedtoolsthataregearedspecificallytowardchildrenwhohaveexperiencedtrauma.ThefollowingassessmenttoolswillbeevaluatedtodeterminethebesttoolforusebyColorado’scountydepartmentsandbehavioralhealthorganizationsandmayColoradoTermsandConditions—fINAL4 CCincludebutarenotlimitedto:•ChildObservationRecord•BattelleDevelopmentInventory•AgesandStagesQuestionnaireChildDevelopmentInventory•BehavioralandEmotionalRatingScale‘ClinicalAssessmentPackageforAssessingClients’RiskandStrengths•SocialSkillsRatingSystem•ChildandAdolescentAdaptiveFunctioningScale•4-PStrengths-BasedAssessmentToolsforYouthinCare•family,Friends,andSelfFormColoradoBehavioralHealthOrganizations(BHOs)and/orlocalchildwelfareserviceagenciesmaybeengagedtoconductthetrauma-informedassessments.Thefinalselectionoftrauma-informedassessmenttools,andthetimelineforimplementingthem,willbespecifiedintheState’sFinalDesignandImplementationReport(Section2.4).•Trauma-FocusedBehavioralHealthTreatments:Countiesandbehavioralhealthorganizationswillincreasetheuseofbehavioralhealthtreatmentsthathavebeenshowntobeeffectivewithchildrenwhohaveexperiencedtraumathroughcontractswithlocalhumanserviceprovidersand/orthroughtheirexpandedutilizationbyBROs.Thetreatmentinterventions(organizedbycategorybelow)willbeevaluatedtodeterminethebesttooltomeetlocalneedandmayinclude,butarenotlimited,to:•GeneralCaseManagement:FamilyConnectionsandSolution-BasedCaseworkTraumaandAnxiety:EyeMovementDesensitization&Reprocessing,Trauma-FocusedCognitiveBehavioralTherapy,andCopingCat•TherapeuticInterventions:MultidimensionalFamilyTherapy,Multi-systemicTherapy,andMultidimensionalTreatmentFosterCare•SubstanceAbuse(adults):MotivationalInterviewing•Depression(adults):CognitiveTherapyandInterpersonalPsychotherapy•ParentTraining:TheIncredibleYears,ParentManagementTraining,Parent-ChildInteractionTherapy,andPositiveParentProgram(TripleP)VThefmalselectionoftrauma-focusedbehavioralhealthtreatments,andthetimelineforimplementingthem,willbespecifiedintheState’sFinalDesignandImplementationReport(Section2.4).Inadditiontothethreeprimaryserviceinterventionsnotedabove,theStatewillassistindividualcountiesinidentifyingadditionalinterventionstobeimplementedColoradoTermsandConditions—FINAL-5 CUregularweilnessmedicalvisits,andaddressingtheissueoftrauma,whenappropriate).•LimitingtheUseofCongregateCare:Thedevelopmentandimplementationofaplanthatensurescongregatecareisusedappropriatelyandreducestheplacementofchildrenandyouthinsuchcare.2.4Within90daysfollowingacceptanceoftheseTermsandConditions,theStatewillSubmitaPreliminaryDesignandImplementationReporttotheDepartmentforapproval;andaFinalDesignandImplementationReportwillbesubmittedtotheDepartmentforapprovalwithin180daysfollowingacceptanceoftheseTermsandConditions(seeSection5.2).Thesereportswillincludeinformationaboutprogramdesignandimplementation.Reportsectionsregardingimplementationwillinclude:•AfinalWorkPlan,outliningthekeytasks,reportingrequirements,andtimelinesthroughoutthecourseofthedemonstration;•Aphase-downplanforthedemonstrationsothatcaseplansforchildrenandtheirfamiliescanbeadjusted,ifnecessary,forthepost-demonstrationportionoftheirplacement(SeeSection6.1);•Thedetailedprotocolorsetofpoliciesthatwillguidedecisionsaboutwhichfamiliesorchildrenaretobeselectedtoparticipateinthedemonstration,howtheselectionwillbemade,andhowthesuitabilityofserviceswillbedetermined;•StandardsofqualityandsafetyandpracticerequirementsidentifiedbytheStatetobeincorporatedintoanyagreementswithpublicandprivateprovidersthatareexpectedtoprovidesupportandservices;and•Thestatusofevaluationactivities,includingeffortstoengageathird-partyevaluator.ThedemonstrationprojectwillbereviewedperiodicallybytheDepartmenttoensurethatthedemonstrationactivitiesareconsistentwiththepurposesoftitlesIV-BandIV-EoftheActandtheseTermsandConditionsinprovidingchildwelfareservices,includinganassuranceofthesafetyofthechildrenandfamiliesinvolved.Thereviewisintendedtoensurethatbenefiteligibilitywillnotbeimpairedandthatimprovedoutcomesforthechildrenandfamilieswillresult.AnyproposedamendmenttotheseTermsandConditionsissubjecttopriorapprovalbytheDepartment.ColoradoTermsandConditions—FINAL8 CCSECTION3:EVALUATION3.0TheStatewillconductanevaluationoftheuseoftitleIV-EfundstotestthehypothesisthattheflexibleuseoftitleIV-Efundstoprovidefamilyengagementservices,trauma-informedchildassessments,andtrauma-focusedbehavioralhealthtreatments,asappropriate,willresultinimprovedsafety,permanency,andwellbeingforchildren.Theevaluationwillconsistofthreecomponents:Aprocessevaluation,anoutcomeevaluation,andacostanalysis.TheStateisrequiredtoengageathirdpartytoconductanevaluationofthedemonstrationprogram.Theevaluatorshallbeanindependentorganizationthatisnotaffiliatedwithstateorlocalgovernment,exceptthatstateuniversitiesmaybeengagedtoconducttheevaluation.Theevaluatorshallberesponsibleforthedevelopmentofthefinalevaluationdesignwithinthebasicevaluationparametersoutlinedbelow.Theevaluatorshalldeveloparesearchdesignandsamplingplan;developandexecutethedatacollectionandanalysisplans;andprepareinterimandfinalreports.3.1EvaluationDesign:TheState’sevaluationwillinvolveamatchedcasecomparisondesignandatime-seriesanalysis.Thematchedcasecomparisondesignwillexaminechangesinoutcomesforchildrenreceivingoneormoreinterventionsimplementedatthebeginningoforearlyinthedemonstrationperiodcomparedtosimilarchildrenincountiesthatimplementedtheseinterventionslaterinthedemonstrationperiod.Thetimeseriesanalysiswillexaminechangesovertimeinkeymeasuresofchildsafetyandpermanency.Totheextentpossible,theState’sanalysisofprocessandoutcomefindingswillbebasedoncase-leveldatafromtheState’schildwelfareinformationsystems,caserecords,andotherdatasourcesasappropriate.Additionally,theState’sprocessandoutcomeevaluationwillincludeananalysisofthemodificationofStatenon-safetycertificationregulationsforrelativefosterfamilyhomesonchildsafetyoutcomeswhichwillinclude,butarenotlimitedto,allegationsofabuseinrelativefosterfamilyhomes.TheStatewillalsoexaminethedifferencesinoutcomesforchildrenplacedinrelativefosterfamilyhomesastheycomparetothoseintraditionalfosterfamilyhomes.TheseoutcomeswillberegularlymonitoredbytheState’sAdministrativeReviewDivisionandreportedintheState’sprogressreports(Section5.3)andinterimandfinalevaluationreports(Sections5.7and5.8).AdditionaldetailsofthefinalevaluationdesignwillbedeterminedinconsultationwiththeDepartmentandtheState’sthird-partyevaluationcontractoranddescribedintheState’sevaluationplan(Section3.5).Throughouttheevaluation,theStatewillapprisetheDepartmentofanydifficultiesencounteredinachievingtheestimatedsamplesizesfortheproject,andinconsultationwiththeoutsideevaluatorwilldetermineifsuchdifficultieswillaffecttheState’sabilitytoidentifystatisticallysignificantdifferencesinkeydemonstrationoutcomes.TheStateColoradoTermsandConditions—fINAL9 CCwillnotifytheDepartmentassoonasanyseriousproblemsarenoted.Semi-annualprogressreports(seeSection5.4)willincludeanupdateonthesamplesizesandprogresstowardmeetingthetargetedsizes.Caseswillmaintaintheirassignedstatusforthefullperiodofthedemonstration.ModificationstothesamplingpianmaybeproposedtotheDepartmentforapprovalifthesamplesizesfortheexperimentalandcontrolgroupsaresuchthatthenumberofclientsineachgroupwillprovideadequatestatisticalpowertodetectdifferencesinoutcomesofinterestbetweenthetwogroups.3.2ProcessEvaluation:Theevaluationwillincludeinterimandfinalprocessanalysesthatdescribehowthedemonstrationwasimplementedandthatidentifyhowdemonstrationservicesdifferfromservicesavailablepriortoimplementationofthedemonstration,orfromservicesavailabletochildrenandfamiliesthatarenotdesignatedtoreceivedemonstrationservices.Theanalysiswillincludealogicmodelthatdescribesthedemonstration’sobjectives,theservicesorotherinterventionsprovided,andthewaytheinterventionislinkedtomeasurableoutcomes.Inaddition,theprocessanalysiswillexamine,ataminimum,thefollowing:•Theplanningprocessforthedemonstrationincludingwhetheranyformalneedsassessment,assetmapping,orassessmentofcommunityreadinesswasconducted;•Theorganizationalaspectsofthedemonstration,suchasstaffstructure,fundingcommitted,administrativestructures,andprojectimplementation,includingongoingmonitoring,oversight,andproblemresolutionatvariousorganizationlevels;•Thenumberandtypeofstaffinvolvedinimplementation,includingthetrainingtheyreceived,aswellastheirexperience,educationandcharacteristics;Theservicedeliverysystem,includingproceduresfordeterminingeligibility,referringsubjectsforservices,thearrayofservicesavailable,thenumberofchildren/familiesservedandthetypeanddurationofservicesprovided;•Theroleofthecourtsinthedemonstrationandtherelationshipbetweenthechildwelfareagencyandcourtsystem,includinganyeffortstojointlyplanandimplementthedemonstration;•Contextualfactors,suchasthesocial,economicandpoliticalforcesthatmayhaveabearingonthereplicabilityoftheinterventionorinfluencetheimplementationoreffectivenessofthedemonstration.Thisdiscussionwillnoteanypossibleconfoundingeffectsofchangesinthesesystems,orchangesresultingfromotherdemonstrationsorreformsthatwereimplementedduringthetitleIV-Edemonstration;ColoradoTermsandConditions—FINAL10
